The following corrections were made to the March 24 minutes: page 2, paragraph 5, line 3, cross out the work 'front'; page 2, bottom line, change '9' to '12' page 4, next to last paragraph cross out the word 'four' in the first line. Mr. Bohjanen moved to accept the March 24, 1969 minutes as so corrected. Seconded by Mr. Jaworski. Carried. Mr. Jaworski moved that two copies of the Directory of Minnesota Municipal Officials be purchased from the League at the price of $4.00 apiece. Seconded by Mr. Rosengren. Carried. The Clerk reported that the notices of bids for the patrol car had been printed in the Circulating Pines and the Blaine Life and the affidavits received. Also the Minnesota Pollution Control Agency was taking applications for sewage projects. A letter from Mr. McFadden of the State Highway Department regarding the In- tersection of Highway 8 and I -35W was read, stating the Highway Patrol had been 1 1 145 notified, that stop signs were in place, that the directional signing was pending the out come of the meeting with the neighboring Villages and that I -35W would hopefully be completed late this fall. The Lexington Fire Department report was read and a letter from NSP with a rer port on the projected nuclear power plant at Monticello was passed around. The Clerk gave the March ending fund balances showing a total balance of $7,864.32 on hand as of March 31, 1969. Mr. Cardinal had no report. The Park Board minutes of March 27 were read. Mr. Jaworski moved that $300 be allocated to resurface the four ball diamonds with clay and to purchase benches. Seconded by Mr. Cardinal. Carried. Mr. Jaworski then announced that the Park Board had just been notified that the owner of 26 acres on the north end of Lake Amelia was willing to sell this property to the Village at $550 per acre with $2500 down, carry the balance on a contract for deed at 6 %, with yearly payments to run $800 -1000. The land was described as being all useable, bounded by a county road and adequate to serve as a park area for the southeast section of the Village. This would not be developed immediately, but in the future. After discussion, Mr. Cardinal moved to authorize Mr. Jaworski to negotiate with the owner to obtain an option on the property at a suggested price of $100 down to be applied to the purchase price; the property could then be purchased after the first of the year. If this were agreeable to the owner, Mr. Locher will draw up the option papers. Seconded by Mr. Rosengren. Carried unanimously. Mr. Jaworski inquired of Mr. Locher whether any more had been heard from the St. Paul Water Department regarding the Baldwin Lake property lease; there was no further word. Mr. Jaworski then mentioned that highway crews had painted and striped the Highway 8 during the week but that no double line had been painted past the bridge up to Highway 326. Mr. Gotwald will personally contact the State on this. Mr. William Beck of Consulting Services Corp., planners, spoke to the Council on his company's background and work. After discussion, Mr. Beck stated that he would work with the P &Z and the Engineer, utilizing maps already comprised. He promised to send a letter prior to the next meeting indicating his charge for three meetings (2 hrs.) with the Engineer and P &Z as well as the Council. He would rather check with the Co unty and the Highway Department before doing any work in order to get some picture of the growth, etc. The Clerk was instructed to call Mr. Tooker of Beckman and Swenson to get his charge for similar work and number of meetings. Mr. Bohjanen reported that he had attended a joint meeting of representatives from Lexington and Circle Pines to draw up a resolution to the State Highway Department regarding the exit signing on I -35W. Mr. Bohjanen then moved that Lino Lakes adopt the following resolution: BE IT RESOLVED that the State Highway Department place an overhead sign at the exit of 35W and Old Highway 8, naming Lexington and Circle Pines on the sign, and relocating the present Lake Drive sign to the 35W and Highway 8 junc- tion in Lino Lakes. The motion was seconded by Mr. Rosengren and carried unanimously. Mr. Bohjanen will meet again with this group after the passage of this resolution by Circle Pines and Lexington; the information will be gathered and sent on to the High- way Department and another meeting with them requested. 14E Mr. Bohjanen also reported that the County piannirjg steering committee had drawn up a 15 -point program to be studied and evaluated at the next meeting on April 19th. After more information has been gathered the program will go before the County Board. The C &BDC had met with the Engineer and were tabulating the answers received to their survey letter. A complaint had been received concerning the possible contamination of Rice Creek by the Youth Center. Mr. Gotwald will talk with their maintenance men and possibly take samples at a minimum of three spots in the Creek for examination by the State Board of Health. Mr. Rosengren moved to authorize Mr. Gotwald to check with the State on drainage proBlems resulting from 35E construction north of Main Street on the east side(, Seconded by Mr. Bohjanen. Carried. Mr. Rosengren reported that a few complaints had been received and corrected, stumps had been burned on West Rondeau; the 6' culverts had been sold with a downpayment of $25 received, the balance coming in a month or so. The pick -up is in rough shape; he will look around for something better - -the special box can be switched over. Mr. Backlin stated that there was a problem with a person claiming Village snowfence as his own in the Lakeview area. Mr. Locher will write a letter to the individual. Mr. Rosengren was informed that he didn't need special authorization to purchase sand, etc. for the roads as this was considered to be included in routine maintenance. Mr. Earl Halley appeared before the Council to request that the Village dig out his ditch slightly on 20th Avenue so that he can install his culvert to his field. Mr. Cardinal moved to authorize Mr. Gotwald to inspect the watershed of the area and determine whether cleaning out this ditch will influence the local flow; if everything is okay, Mr. Gotwald will instruct Mr. Rosengren to dothe work, expected to take about four hours time. Seconded by Mr. Bohjanen. Carried. " Mr. L'Allier moved to send a letter to the County Highway Department asking them to place speed limit signs along the road to the Centerville Lake Park as there have been complaints of persons speeding along there. If the County doesn't wish to comply, then the Village will install the necessary signs and bill the County. Seconded by Mr. Cardinal. Carried. There was a complaint and discussion about the wet condition of 12th Avenue. Sheriff Talbot was present to discuss the proposed County policing plan. He stated that the proposal was for the last six months of the year. There would be one car in the 4- Village area 24 hours daily with either 1 or 2 men, depending on the shift. The cost for Lino Lakes would be about $7800 based on $5 per capita (3172). This rate was low compared with communities under the Ramsey County program. Local full -time personnel would be worked in, but part - time personnel are not allowed under Civil Service regulations. He considered policing of the Youth Center to be a waste of policing. The work would be mainly patrolling with some complaints and ordinance violations handled. If one of the other Villages were to cancel out of the agreement our cost would be raised slightly. The County would need to put on 2 additional cars under the agreement, one of which would also be on call to this area. Mr. Talbot wanted a definite answer immediately, but no decision was made. Mr. Juleen, Fire Marshall, reported on the junk being kept at J &W Pickup location on Highway 8, although there was no fire hazard due either to paper or the gas tanks which have been government - inspected and meet state code. The problem of Mr. Bruder conducting a salvage operation which is not permissable in a commercial district was discussed. Mr. Bohjanen moved that the Clerk write Mr. Bruder of J &W Pickup in- viting him to the next Council meeting. Since Mr. Locher mentioned that a special use permit might be necessary to continue his operations, but so that judgement would- n't be made before we X¢ / hear their side of the story he should be invited to the next meeting to tell of his plans. Seconded by Mr. Cardinal. Carried. Mr. L'Allier announced that Mrs. Sarner had decided to keep the Assessor's job after all. The Clerk was instructed to write her a note thanking her for her reconsideration. The next public police meeting was set for May 13, with Mr. Locher invited. Mr. Loch- er will ask Judge Forsberg to meet with the police to tell them exactly what he ex- pects of them. Also, no ordinance tickets had been received. Fir. Omer Cardinal asked the Council whether he could park a trailer (just purchased) on a one -acre lot on Peltier Lake as a temporary habitation from May 1 to Oct. 1. After discussion, Mr. Bohjanen moved to have the P &Z consider the matter as well as a possible summer cottage situation for the future. Seconded by Mr. Jaworski. Carried. Mr. L'Allier stated that he had testified before a House sub - committee in reference to the Corrections Department to appropriate more money and 43 people, 20 of whom would be additional corrections officers, for the Youth Center. He had told them that it was his opinion that the institution was inadequately staffed in policing and that he approved the idea of the 20 extra policing personnel on the 7 to 11 shift. The bill is not yet out of the sub - committee. Mr. L'Allier also stated that Mr. Plaisance had told him that the State would not contest our claim for policing funds against the Youth Center. This was still in sub - committee. Disposal of the items from the Municipal Court was discussed. Mr. Locher thought that the County would purchase the NW Reports and might be interested in the Minnesota Reports. Mr. L'Allier moved to authorize Mr. Locher to contact the other Village attorneys to attempt to price the items and let bids., providing there would be a rejection clause with the villages having the first chance at the items and than the public. Seconded by Mr. Cardinal. Carried. The Clerk was instructed to get the address from Mr. Gotwald for the National Uni- form Building Code and send for same. Mr. L'Allier moved that a letter be sent to the County Commissioners asking them to set up a meeting with Lino Lakes to review the proposed County park plan as a considerable amount of the land in the plan is in Lino Lakes. Seconded by Mr. Jaworski. Carried. After considerable discussion and deletion of parts as recommended by Mr. West, Mr. Cardinal moved that Lino Lakes adopt the Short Form Ordinance regulating individual sewage disposal systems as recommended by the Minnesota Department of Health (1962); this includes the hiring of a plumbing inspector with bonds set, licenses renewable on May 1 yearly, with a license fee of $25.00 „said ordinance to be designated No. 48. Seconded by Mr. Jaworski. Carried unanimously. Mr. Bohjanen stated that Mr. Swedel could not appear and favored the hiring of Mr. West as he, Swedel, would be unable to work as inspector full -time. 148 MR. L'Allier showed the booklet on the proposed Metro Council Open Space pro- gram. This has previously been discussed as SF -858. Mr. L'Allier moved that Lino Lakes go on record as opposing the same. Seconded by Mr. Jaworski. Carried. Letters stating our position will be sent to the Metro Council and the County Commissioners. Mr. Gotwald reported that he had made a complete tour of the Village roads this day and that they seemed in good shape. He reminded that the Lakeview area is due for sealcoat this year ($6500) and also Bald Eagle Blvd. and Ware Road, should be sealed. The total for these projects would be around $10,000. He thought that Bald Eagle Blvd. had held up real well under the sulfite treat- ment. Cost estimates will be made soon. If possible, the seal - coating should be done at the same time neighboring towns are doing theirs as this would result in a price - break. Itwas decided that due to the late hour the Jandric porposed franchises would be tabled. Mr. Rosengren moved that the Engineer and the Attorney meet (at their request) with the Jandric engineer and attorney to clarify some questions on the fran- chises. This was in no way to indicate affirmative action on Lino Lakes' part. Seconded by Mr. Jaworski. Carried. Mr. Locher stated that Mr. Krogseng had withdrawn his petition for the re- zoning under proposed Ord. 6N. In checking the list of neighboring properties, Mr. Locher had found a piece of tax - forfeit property not yet put up for sale. Mr. Jaworski will mention this to the Park Board. Mr. Cardinal moved to hire Mr. Winfield West as Lino Lakes' official plumbing inspector. Fee& to be charged are as follows: $3.00 for the first plumbing opening; 75 for each additional opening. $7.50 for a reinspection fee if necessary which is paid for by the plumber; $7.50 for a red tag, double fee for starting work before a permit is taken out and $7.50 to inspect a septic tank. A charge of $1.00 extra will be added for clerical work. Seconded by Mr. Bohjanen. Carried unanimously. Mr. Bohjanen moved to pay the bills as audited. Seconded by Mr. Jaworski. Carried. Motion to adjourn at 11:34 p.m. by Mr. Jaworski, seconded by Mr. Rosengren. Carried. The following corrections were made to the April 14 minutes: page 3, paragraph 2: delete 'complained of insert reported on; change last sentence to read: Mr. Bohjanen moved that the Clerk write to Mr. Bruder of J&W pickup inviting him to the next Council meeting. Since Mr. Locher mentioned that a special use permit might be necessary to continue his operations but, asking him to tell us his plans so that judgement wouldn't be made before we hear their side of the story. Seconded by Mr. Cardinal. Carried. Page 3, paragraph 11 -- should be Ordinance 48 not 47. Mr. Cardinal moved to accept the April 14 minutes as corrected. Seconded by Mr. Jaworski. Carried. Two bids had been received on the police car. One, from Fairview Chrysler-Plymouth Inc., bid at $2777.00 for a 1969 4-door Plymouth, 290 HP, model PK 41. The other, from Coon Rapids Chrysler-Plymouth, Inc. bid $2699.99 for a 1969 4-door Plymouth, 295 HP, model Fury Police. Mr. Rosengren moved that the police and ttemayor review the bids in detail and report back to the Council at the next meeting. Seconded by Mr. Jaworski. Carried. The Clerk reported that Sheriff Talbot and the County Commissioners wished to meet with the Council at 7:30 on Thursday, May 1, along with Lexington. However, Lex- ington's Council meeting is on that evening. The Clerk will contact Mr. Talbot and see if the meeting is still on. The Clerk asked whether the Council would set a fee for installation of culverts as only the cost of the culvert itself is being charged; previously, the Council had asked that a charge for installation would be set. Mr. Bohjanen moved to set a charge of $10.00 for installation when materials are to be hauled in to set the culvert. Seconded by Mr. Jaworski. Carried.
