The regular meeting of the Lino Lakes Village Council was called to order at
8:07 p.m. on June 9, 1969 by Mayor L'Allier with all members present except Mr.
Rosengren who arrived late.
The following corrections were made to the minutes of the special meeting held
May 15, 1969: Page 3 - Paragraph 1, line 1, cross out the words "Centerville
Road net" Page 4 - paragraph 4, line 3, change '75 %' to read '60 -75 %1. Page
5, paragraph 6, line 1, cross out the word 'a'. Change the word 'line' to 'lines
and cross out the words 'down the County Road' to read the 'Lakeview Addition'.
Page 5 -- paragraph 6, line 2, add the words 'and sewer' after the word 'water'.
Page 5 -- paragraph 8, line 7, change the work 'has' to 'had a' and 'gravity' to
'sewer'. Add the word' designed' after the word 'system.' Mr. Bohjanen moved to
make the following correction: page 4, paragraph 4, line 13 should read as follows:
"the rates between the municipal and private would vary by $1 -$2 /month." There was
no second to the motion. Motion died. Mr. Jaworski moved to accept the minutes
of the May 15 meeting as corrected. Seconded by Mr. Cardinal. Carried, withMr.
Rosengren abstaining as he had not been present to hear all the corrections. Mr.
L'Allier asked that a separate sheet for the corrections of these minutes be made up.
The following corrections were made to the minutes of the regular meeting of May
26th: page 3, paragraph 4, lines 4 and 5 should read as follows: "Mr. Bohjanen
suggested that we check with the sheriff's office, too, to get their interpretation
on this point." Page 4, paragraph 6, line 6, add the word 'Calcium; before the
chloride'. Page 5, paragraph 3, line 2, add the following sentence: "Mr. Jaworski
is working on them" after the word 'resurrected', omitting the rest of the original
sentence. Page 6, paragraph 1, line 3 should read as follows: "We shouldn't
consider the Federal 701 grant at this time as the funds are not available."
Page 6, paragraph 1, line 4, change the word 'proposed' to 4noved;.

Page 6, paragraph 2, line 3 should read as follows: "Mr. Bohjanen thought that we
should first get a copy of the Metro Council zoning bill and open -space bill, and
see how the airport decision comesout. Mr. L'Allier stated we shouldn't wait for
the Metro Council to plan for us, but should do our own." Page 6, paragraph,3,
line 3 should read as follows: "This was okay with W. L'Allier, but he thought
that the County was rather slow on this. ", after slowly add - "but other counties
had moved slowly before making a decision." Page 6, paragraph 4, line 7 should read
as follows: "Mr. L'Allier replied, "show me a man who doesn't make a mistake and I'll
show you a man who doesn't do anything." Page 7, paragraph 8, line 1 should read as
follows: "Mr. Bohjanen moved to authorize the Mayor and the Clerk to sign the Lex-
ington Fire Contract." W. Jaworski moved to accept the minutes of the May 26 meeting
as corrected. Seconded by Mr. Cardinal. Carried.
Mr. : Alliet moved that the Clerk be authorized to obtain bids on a tape recorder
to be used for taking the minutes of the meetings,. Seconded by W. Bohjanen. Carried.
A letter dated June 5 from W. Tom Van Housen of Progressive Design Association was
read. Mr. Van Housen requested that all plans, maps, zoning or planning ordinances,
projected highway maps and dates of regular Council or Planning Board meetings be
made available to him several days prior to his first meeting with us.
The Clerk stated that the notice of the hearings for Ord. No. 6N, rezoning for Mr.
G :urge Smith for a riding stable on Birch Street had been published in the Blaine
Life. Mr. L'Allier stated that the owner had called to say that he only wished a
special use permit for the stable and not to have the property rezoned to commercial.
This will be discussed at the hearing on June 18th.
A letter from the Metro Council had been received stating that an error had been made;
the date announced for the Circle Pines Comprehensive Plan was for the preliminary
plan which only the Metro Council would review. When such plan is passed by the Cir-
cle Pines Planning and Zoning or their Council, then we would be notified of a review
for same.
Mr. Jaworski suggested that we write the Metro Council asking them to give us a notice
of this review further ahead of time, so that we have time to study the plan and ask
for a hearing if need be.
A letter from the League of Minnesota Municipalities announcing their annual Con-
vention in June was passed around.
Mr. Bohjanen moved to accept the application of Jerome Hauer, dba Apple Inn, for an
on -sale liquor license and a dance license providing that he provide proof of insur-
ance and also a bond. Seconded by Mr. Jaworski. Carried.
The application of Luther LeVesseur, dba Luther's Sport Shop, was reviewed. Mr. Ros-
engren stated that he thought that Lino Lakes, like other municipalities, should have
renewal applications for the beer licenses for those persons who must fill out these
applications every year. Mr. Bohjanen proposed that we pass a blanket resolution
accepting all renewal applications. This will be taken up at the next meeting.
The following license approvals are all subject to the Attorney's approval.
Mr. Rosengren moved to approve the application of Luther LeVesseur for an on and off -
sale 3.2. beer. Seconded by Mr. Jaworski. Carried.

Mr. Rosengren asked whether the on and off -sale liquor licenses had to be sent
to the liquor Control Commissioner one month ahead of time. Yes. He then
asked whether it wasn't State Law that such application didn't have to be ac8-
companied by the fee. The Clerk will check before the next meeting.
Mr. Jaworski moved to approve the application of Mrs. Delores I Peters, dba
Knotty Pine Inn, for an on and off -sale 3.2 beer. Seconded by Mr. Cardinal.
Carried.
Mr. Bohjanen moved to approve the application d' Mr. Jimmy C. Aragon, dab Aragon
Ballroom, for on and off -sale 3.2 beer. Seconded by Mr. Cardinal. Carried.
Mr. Cardinal moved to issue a beer permit for St. Joseph's Church for their
chicken dinner for the days of August 9 and 10th. Seconded by Mr. Jaworski.
Carried. It was decided that St. Joseph's should provide a certificate of 'in-
surance even though it is private property.
The Clerk stated that a Mr. Ken 4uick, of Keg Weister, 5750 Nicollet Avenue, had
requested an off -sale liquor license in order to deliver strong beer to those per-
sons in Lino Lakes who would purchase the kegs. The Council wished to have Mr.
Quick come and explain his operation after having checked with the Attorney and
the State.
The Clerk asked whether the Council would wish to charge fees to these estab-
lishments having set -up licenses in the Village. Mr. Rosengren stated that in
previous years the Council had not done so since the State license fee was some
$200. The limit on fees was *300, but they had not wished to charge a fee of
$100, since they thought the State fee was high enough. The Clerk stated that the
State fee was now $100. Therefore the Village could charge $200. The only places
in the Village having set -up licenses are the Aragon Ballroom and the Knotty Pine
Inn. The Clerk will check with othermunicipalities to see what they are charting
for set -up licenses.
The fund balances for May 31st were read.
Mr. Jaworski complained that the electric bill for the parks had been too high in
May. He will check the bills later.
It was decided that henceforth, the Councilmen will initial bills pertaining to
their department to show that the amounts are approved by them.
Mr. Jaworski will also check on the minimuncost for gas usage from Circle Pines.
The Clerk read that portion of the August 12, 1968 minutes pertaining to the
trailer owned by Ken Rehbein. This stated that two 90 -day permits could be issued
to him. After discussion, Mr. Jaworski moved to write a letter to Mr. Ken Rehbein
asking him to give the Council his intentions on the keeping of his trailer on
his lot on Fourth Avenue. Seconded by Mr. Cardinal. Carried.
Mr. Cardinal had no report but announced the next P&Z meeting for June 18th.
Mr. Jaworski had obtained different prices on tractors. An Internationi Cub
Low -boy, 15 h.p., 1600 lb. would cost $1788, 60" mover,$235 extra. There
was no front -end broom for this model, although Mr. Myhre stated that brooms
were available for either Cub models. A 12 i. p. Whe& -Horse with snow blower,
front plow blade, wheel weights and mower would cost $1200 plus. A broom is
available; perhaps this could be substituted for the blade. Mr. Rosengren asked
whether he thought this would be large enough for Park purposes. Mr. Jaworski
thought so. Mr. Gotweld suggested that Mr. Jaworski check with Gould who make
park equipment and also others who have gear- driven equipment for similar prices.

Mr. Jaworski will check with other dealers by the next meeting.
Mr. Bohjanen reported that at the last C&BDC meeting they had made a decision on the
flag design. However, the copies sent out to the Council members had not been re-
ceived in time to be approved at this meeting.
Mr. Bohjanen stated that at the Planning and Steering Committee of the Anoka Associa-
tion they had taken the position that they would not attempt to make a report until
the work is complete. This will be taken to the County Commissioners and to the
Association later. Mr. L'Allier stated that we would like to see the report too. Mr.
Bohjanen stated that all would be invited. They will try to have it ready for the
July 8 meeting of the County Commissioners or else on the 22nd. Notification will
be sent out.
The Queen Committee of the C&BDC reported that the Businessmen's Group would sponsor
a queen candidate, Sue Herbert, daughter of Lyle Herber, 7357 Lake Drive, in the
North Suburban Celebration. They also stated that it cost the group $22.50 to sponsor
a candidate.
Mr. Bohjanen also wished to know if it was necessary that the Village ask for a sur-
vey on the park land under option on Lake Amelia. Mr. L'Allier stated that it was.
Mr. Bohjanen then asked the Engineer if it would be very expensive. Mr. Gotwald
stated that the survey done on the land next to it had only been taken off the front
line and would not serve. If the Village wanted the survey done immediately, he es-
timated that it would cost $500. However, if they were willing to wait for the County
to complete their work on the section corners and to cooperate in this, it would
probably only cost $350.00. Mr. Rosengren thought we should authorize the Engineer
to do the survey whenever the County is ready. This should be brought up at the meet-
ing prior to that time.
Mr. Rosengren reported that they were doing repair work on the roads. They were still
waiting to meet with Bill Schifsky to get a bid for the seal - coating. Mr. Gotwald
has been in contact with the sulfite liquid dealer and will ask for a complete price
list. Mr. L'Allier thought that a tour of the roads should be taken by the Council.
Mr. Rosengren also stated that Jandric had oigd 7th Avenue - -it looks good. Mr.
Gotwald said that they hadcbne a 4" stabilization using 4" of sand and 2 gallons
oil. He estimated that the Village had been saved a cost of some $8000. He also
thought that we should seal -coat this road next year.
Mr. Rosengren mentioned that a man had inquired about building a home on a 6 -acre
lot on Laurene Drive south of Linda Street. The road was apparently graded up once.
This could be considered a pirvate drive on a public street. Mr. Gould mentioned
that there are plans to do some drainage work in the area.
Mr. Gotwald stated that rather than writing a letter to the St. Paul Waterworks
Department he had called one of their engineers who will meet with him on the 24th
to look at Peltier Lake Drive. There was discussion on the obvious proof that the
waterworks department did actually own the property involved.
The Council then heard Mr. Gotwald's ideas on the differences in the mobile home
ordinances of Blaine and Lino Lakes. They discussed the new, bigger trailers, etc.
Mr. Gotwald stated that he felt that our ordinance was strict enough on these points
since the sizes were listed as minimums and the Council could specify larger sizes on
the individual plans if they desired. He gave the reason that 2 1/2" trees were
specified so that landscaping would be accomplished faster. There was much discus-
sion on the 5' side -line setback distance. The distance between trailers can differ

depending on the angle and spacing of the trailers. The width of the curb could
be raised if the sidewalk were next to the trailer, but is okay if next to the
curb. There was also much discussion on parking area, and also on park area.
The Village can regulate children, pets, etc., The minimum sizes of trailers
was discussed. The changes to be considered for Ord. 39 are summarized as follows:
1) The minimum size for trailers will be 45' by 10' wide. The amount of
trailers this size will not exceed 10% of the total parked trailers. The other
90% of the trailers must have at least 600 sq. ft of floor area.
2) The Engineer will talk to the Trailer Assn. people and the County Assessor
to get the tax picture for trailers, in order to help decide whether the park area
should be charged from 2% to 10% of total.
3) Lot sizes to be set at 60' by 100' with a minimum 10' setback on all
sides, and a 20' setback on thestreet side.
4) The use of parking areas with no on- street parking.
5) The paragraph 4k shall be changed to read "15 to the face of the curb ".
These are to be typed up with copies for the Council.
After discussion, Mr. Cardinal moved that Lino Lakes exercise the option on the
Waldoch property on Main Street with the following terms: $1000 down,;:$1000 per
year due on August first, plus 5 1/2 per cent interest, at $550 per acre.
Seconded by Mr. Rosengren. Carried unanimously.
Mr. L'Allier then moved to authorize the Attorney and Mr. Cardinal to meet with
Mr. Waldoch to work up the abstract and deeds. Seconded by Mr. Bohjanen. Carried.
Mr. Rosengren left at 10:07 p.m.
The police report as follows:
The police recommended sending a letter to the County asking that places for
campfires be erected at the Centerville park, that the narrow roads in Center-
ville Park be changed to one -way traffic, and speed limit signs on the road into
the park be erected. Also the "No Parking" signs should be replaced on Main Street
where the creek flows between Peltier Lake and Centerville Lake. Speed limit
signs are needed on Otter Lake Road. Mr. Myhre needs a typewriter -- the one Mr.
Jaworski is using will be given back to the police.
There was mention that a sign on property for sale on Elm Street across from Bob
Raymond advertized the property as commercial or heavy industrial. Other signs on
Highway 8 by Crystal Ahlp(man are the same. The Clerk was instructed to call Mrs.
Ahlman to remind her that we had no industrial zoning.
A letter from the Centerville Mayor was read asking that the fire contract fee
for the last half of the year be raised from $700 to $1000. Mr. Jaworski moved
to authorize Mayor L'Allier to attend the next Centerville Council meeting and
propose that the fire contract fee remain at $700-for the rest of the year 1969
and that Centerville have a new contract ready for 19 7J in time for our budget
meetings. Seconded by Mr. Cardinal. Carried. The Clerk was instructed to type
a letter to the attention of Mayor L'Allier confirming this action. Also she
will copy the letter from Mayor Barett and return the original to Mr. L'Allier.
The Mayor also listed the requirements for certification of the CD Director and
the Village by the State Civil Defense. He stated that Mr. Cape was working
on these and would meet with State officials so that we would hopefully receive
certification.
Mr. Bohjanen moved to pay the bills as audited. Seconded by Mr. Cardinal. Carried.
Mr. Jaworski moved to adjourn at 10:20 p.m. Seconded by Mr. Cardinal. Carried.

The special meeting of the Lino Lakes Village Council held on June 12, 1969 was
called to order at 8:18 p.m. by Mayor L'Allier with all Council members present
except Mr. Rosengren. Also in attendance were several of the Planning and Zoning
Commission as well as Mr. Gotwald, Engineer, and Mr. Donald Carley of Carley. Engrg.
Mr. Cardinal made a motion to waive the requirements of prior written notice for
the special meeting. Seconded by Mr. Jaworski. Carried.
The meeting was called for the purpose of hearing Supplement No. 2, Sanitary Sewer
Report for Lino Lakes, dated 1969, which conerns the trunk line to be run to
Centerville.
Mr. Don Carley presented the Supplement along with a large map showing in colors
the sewer lines which are proposed for the Village. This supplement deals mainly
with the line shown in green on the map, but estimates are also given for the blue
line coming from Lexington Ave. and County Rd. J. He stated that the 1963 report
had shown the general layout of sewerage area to be served. The 1967 Supplement
No. 1 had dealt with the lines shown in red and blue. The line now shown in green,
to run from Baldwin Lake (east side) to Centerville, is a main interceptor and
would pass the Jandric project. The Supplement No. 2 did not deal with financing
as this was covered in Number 1.
Mr. Carley read the conlcusions and recommendations listed in Supplement No. 2:
1) A Metropolitan Council has been formed which has the power of approval
over all such projects as described in this report.
