Motion by Telling, second by Heckenliable, a Special Meeting on the Liquor Ordiaances
will be held on Monday, March 18, 1963, at 8:00 P.M.. All voted in favor.
Motion by Backlin, second by Heckenliable, meeting be adjourned. All voted in favor.

Special Meeting of the Council of Lino Lakes March 18, 1963
Members present as follows: Mayor Telling; Trustee's Backlin, Heckenliable, Speiser
Clerk absent.
This special meeting was called to discuss the preparation of a liquor Ordinance for
the Tillage of Lino Lakes.
The Ordinance which will be Ordinance #31, was considered and the following changes
recommended.
Section 2, Sub. 4. Special licenses will be issued only to Bona Fide Clubs as
defined by Minnesota Statutes (344.11 -6)
Section 3, Sub. 2. A surety bond as required by the State Statutes as
follows -- off sale - $1,000.00 to $3,000.00 and on sale - $3,000.00 to
$5,000.00.
Motion by Speiser, second by Telling, Surety bond be set at maximum. All voted in
favor. Sub. Div. 2, be changed from 1945 to 1959 and change Chapter 313 to 544.
On motion by Heckenliable, second by Speiser, the Liablity Insurance, received by the
State of $10,000.00 and. $2U,000.00 be required ha a:.minimum. All voted in favor.
Section 4, Sub. 2. The licenses will expire on June 30 th of the year fol-
lowing issuance. Not to exceed one year regardless of day issued.
Section 4, Sub. 3. The license fee for and r'On Sale', license was discussed
and on motion by Telling and second by Speiser, the following fees be set.
License for 1963 - -1964 - -- $1,500.00
License for 1964 - -1965 - -- 1,750.00
License for 1965 - -1966 - -- 2,000.00
All voted in favor.
License fee for 'Off Sale" as set by the State law to be $100.00.
Motion by Speiser, second by Backlin,
Section 7, Sub. 4. The minimum of 1,000 feet be established for requirement
as to location of license as regexds to schools and /or churches.
Acorrected Ordinance will be presented for acceptance at regular Council Meeting on
March 25, 1963. All other provisions of said Ordinances considered adequate.

Ordinance will take effect on publication.

Meeting of the Council df Lido Lakes March 25, 1963
Members rresent as follows: Mayor Yelling; Trustee's Backlin, Heckenliable, Speiser
and Clerk Hauer.
The minutes of the preceding meeting were read and on motion by Speiser, second by
Backlin, they be accepted as read. All voted in favor.
The minutes of the Special meeting were read and on motion by Heckenliable, second
by Speiser, they be accepted as read. All voted in faovr.
Motion by Backlin, second by Speiser, that Ordinance #31 (Liquor Ordinance) passed
as revised at meeting on March 18, 1963. All voted in favor.
Motion by Yelling, second by Heckenliable, A request by Roy Stanley, for the Boy
Scouts to have a Bingo Game at the Lino Lakes Annual School Carnital, be approved.
All voted in favor.
Mr. Backlin, reported that he will check on the -frame of the snow plow, because it
has been damaged so often. Also he stated that he would check on the loader for the
tractor.
Motion by Backlin, second by Heckenliable, for Village Engineer, to get bids on 3f000
yds of gravel for village use. All voted in favor.
Motion by Backlin, second by Yelling, for Engineer to go with Mr, Backlin, to Lake-
view Addition, to check on the roads for resurfacing - -- raising roads and drainage. All
voted in favor.
Mr. Speiser, reported that we get bids for grading of Tillage Parks, 15,700 cubic yds
of grading - -sell bonds before bids are sent out.
Brush cleaning isn't done because of snow.
Motion by Heckenliable, second by Speiser, for Luther LeVesseur to plant trees for
Village Park. Six Scotch Pines, Ten Ash Trees, and Five Elm Trees, total of 21 trees
for $100.00. He will plant and gaurantee to grow and take care of them for one year.
All voted in favor.
Mr. Heckenliable, reported that the request of Richard Lichtscheidl, to rezone his
property to commercial was approved by the Planning and Zoning Commission. He also
discussed the minimum house size regulation, he stated too that we should revise the
IIIOrdinance. He invited everyone to attend the Planning Meeting on April 17, 1963.
Motion by Heckenliable, second by Speiser, for one council member, one Planning mem-
ber and the building inspector, to check on the size of any and all buildings before
they are moved into the village. And to add this to the Ordinance #30, they will be
paid mileage. Mayor No. Carried. Building inspector and constables ate to check on
the cleaning of the LaMire property and who is responsible. He also reported on the
