1965. All members present.
Minutes of the previous meeting were read, and on motion by Backlin,
second by Speiser, the minutes were accepted as read.
Domning suggested that Kenneth Bryant be appointed as Civil Defense
Director, if there were no other nominations. Vote was unanimous that
Mr. Bryant be so appointed.
Motion by Backlin, second by Speiser that Ed Houle be retained again
for 1965 as Weed Inspector. Motion carried unanimously.
Motion by Anderson, second by Domning that the village bank account
be changed to Centennial State Bank of Lexington. On the vote, Anderson
yes, Speiser no, Backlin no, Zelinka yes, Domning yes. Motion carried.
Motion by Domning, second by Speiser that Circulating Pines be retained
as the official village newspaper. On the vote, Anderson no, speiser yes,
backlin yes, zelinka no,, domning yes. Motion carried.
Motion by Backlih, second by Speiser, that the firm of Babcock & Locher
be retained as Village Counsel. Motion carried unanimously.
Motion by Backlin, second by Anderson, that Emily Rehbein be reap-
pointed as Assessor. Motion carried unanimously.
Mr. Downing spoke in favor of retaining someone geographically closer
to the village as Auditor, and suggested Waldemar Hill in Circle Pines.
The matter was discussed, after which Backlin motioned with second
by Speiser, that Bonhiver & Anfinson continue as Village Auditors.
On the vote, Anderson yes, Speiser, yes, Backlin yes, Zelinka yes
Downing no.
Motion by Domning and second by Speiser that Elgar Jester and Al Ross
be appointed to the two vacancies on the Planning Board. On the vote,
Anderson no, Speiser yes, Backlin no, Zelinka no, Downing yes.
Mr. Backlin then moved that names be nominated and two men be appointed
by written ballot. Jester, Ross, Kelling, Bohjanen and Rosengren
were nominated. Ballot results: Jester, 4, Rosengren 2, Bohjanen 1,
Kelling 1 and Ross 1. Jester and Rosengren accepted by unanimous ballot.
After discussion on the contract for fire department protection, it
was moved and seconded that we retain the two companies who have served
us in the past, and at the same rate. Motion carried unanimously.
Motion by Speiser and second by Domning, that Milner & Carley be retained
as Engineering Consultants, and specifically, that George Gottwold of
the .above firm handle village engineering work. Motion carried unan.
Motion by Anderson to go according to the budget and give our part -
time police officers raises as requested. No second to the motion,
and after further discussion, this was held over to later in the evening.
Domning next asked Mr. McCubrey, representing the Minnesota Highway
Department, to briefly outline the situation on 35E as it affected this
village. It was confirmed by Mr. McCubrey and the village engineer
the county would build the parallel service road needed between #46
and #54, in Section 23.

The necessary papers to approve 35E passing through this village were
signed and given to Mr. McCubrey. Motion by Backlin, second by
Anderson to accept the resolution. Motion carried unanimously.
Motion by Backlin and second by Anderson that we take the village
census as soon as possible. The attorney will have information on
this for the next meeting. Motion carried unanimously.
Speiser next reported on the skating rinks saying the one at Luthers
had been kept in good shape, but was not being used. Also, the stove
had not been moved out of the warming house there yet. The park on
Sunrise is used extensively.
Mr. Speiser also stated the bingo games were continuing on,Thursday,
and asked Mr. Kelling for a financial report. Mr. Kelling reported
$217 in the treasury and credited part of their success to the "49"
club for their donation of the hall, lights and speaker. He also
reported that the St. Paul Chamber of Commerce asked for advertising
on the trees, which had been turned in, andthat flowering crab trees
will again be available this spring at cost.
Mr. Anderson had no reports but inquired when and where the meetings
for the hospital board were held. He will report on this at a later
meeting.
Motion by Domning, second by Speiser, that we retain Dr. Medboe of
Forest Lake as Village health Officer. Carried unanimously.
Motion by Backlin, second by Speiser, to rehire the B&E Patrol of
New Brighton for dog catching. Motion carried unamimously.
A letter requet by the VFW to operate a bingo game in the village was
read. Clerk was asked to send a written invitation to the officers
of the VFW to appear at the next meeting for discussion.
A written financial report for the Women's Civil Defense was tendered
by Mrs. Juleen.
Motion by Backlin and second by Speiser, that Gunder Gunderson and
Bob Lundgren be appointed as raod commissioners. Carried unanimously.
Bids for oil were reviewed and on motion by Anderson, second by
Speiser, the low bid of l3.4 was accepted from Larson. Carried unan.
Discussion was again opened on salaries for the police officers, which
was placed at t140 wer month for Bob Raymond, and $125 per month for
Elwood West, plus °5 a month clothing allowance. Motion by Downing,
second by Speiser, that this be accepted. Motion carried unanimously.
Clerk was instructed to bill the Catholic Church for $50 for elec-
tricity for 1964, for pole on Elm Street.

Motion by Downing, second by Speiser, that a financial audit be taken III
as soon as possible. Carried unanimously.

The January 25 meeting of the Lino Lakes Council was called to order
at 8 :00 p.m. by Mayor Domning. All members present.
Minutes of the previous meeting were read and corrected. Motion by
Backlin, second by Speiser, that minutes be approved as corrected.
Motion carried.
Wayne Danheim of Circle Pines outlined the problems recently encoun-
tered when non - licensed personnel installed piping and appliances, and
asked the village to consider passing an ordnance to have anyone working
on the gas system to have a license. Domning asked if an amendment
to the present ordinance would be sufficient, Mr. Danheim did not think
so. After discussion by the council, Mr. Danheim was advised the matter
would be turned over to the Planning Commission for a recommendation.
Two reference materials, Gas Piping Ordnance and Heating Code of Mpls.
were given to the council.
Two guests were present from Lexington VFW, Cmd. William3Andy and Adj.
George Helmeke, asking for permission to hold bingo games on Sunday
evenings. After discussion, Anderson moved, Speiser seconded, that we
grant the permit. Motion carried unanimously.
