Lino Lakes Council meeting was called to order at 8:00 p.m. on
February8, 1965. All members present.
Minutes of the previous meeting were read, and on motion by Backlin,
second by Speiser, were accepted as read.
Mr. John Iverson spoke against the permit requested by the Langer's
for the dump. Accompanying Mr. Iverson were Mr. & Mrs. Paul Kief,
Mrs. Iverson, Mrs. Arthur LaCasse, and Mr. Robinson, all stating they
were against the granting of this permit. Mr. Locher stated this
matter referred to Ordnance #6 and explained the procedure that would
be followed.
Domning moved the letter form prepared by the Clerk be used and to
start immediately clearing up all outstanding checks. Second by
Backlin. Carried unanimously.
Backlin moved the council refer to the engineer the request by the
Minnesota Pipe Line to cross Rondeau Road with a crude oil line.
Second by Anderson, carried unanimously.
Backlin reported a letter had been received from the Highway Dept.
asking for approval to permit the department to put up Highway "No
Parking" signs at the Apple Inn. Backlin moved we notify Sgt. Bell
it is alright for these signs to be put up. Carried unanimously.
Backlin asked if the Rugroden's were going to pay the attorney fees
and engineers fees, as he felt the village should not be responsible.
Mr. Locher will check and report to the Council at the next meeting.

Motion by Backlin, second by Anderson, that we trade in the old Globe
Repaired radio as repairs are no longer economical. Cost of a new radio
will be $130.00. Carried unanimously.
Speiser reported he had just inspected both rinks and found them to
be in good shape, with quite a bit of skating still being done.
Also reported on some wires that will need moving in the spring as
they are presently chopped off every time a plow crosses the area.
Anderson reported he had inspected the area involved for the Langer dump,
and personally felt the permit for this dump should not be allowed.
Anderson also stated he had talked to the Bldg. Inspector with reference
to information needed for the census and estimated roughly an increase
of 600 people in the village since 1960. Anderson moved we send our
attorney a request to contact the census bureau and see if our census
can still be, taken this year. Speiser seconded, the motion carried unan.
Domning moved that Mr. Backlin be named as Acting Mayor in the mayor's
absence. Second by Speiser, carried unanimously.
Domning read a letter received from the Municipal Court, asking each
village to pass the following resolution. "Be it resolved that the
legislature of the State of Minnesota is hereby requested to pass a
law establishing the salary for the position of Judge of the Municipal.
Court of Circle Pines, Lexington and Lino Lakes at 51,800 annually,
retroactive to January 1, 1965." Domning moved the resolution, Anderson
seconded, motion carried unanimously.
Domning read a resolution as passed by the County changing the bounty
on gopher feet. Domning moved we set the bounty at 25¢; 15¢ to be paid
by the village and reimbursement by the county of 100. Seconded by
Speiser, carried unanimously. The attorney will check to see if the
bill for 1964 was tendered.
Mr. Locher stated he had notified the Apple Inn that the last half of
the liquor license fee was due for 1964, and was to have been turned
in by tonight. The Treasurer is to be contacted to see if the money
has been turned in.
Mr. Locher is to check and see if new renewal forms are available for
on -off licenses.
Domning reported a very comprehensive report by the St. Paul Sanitary
District had been printed, and that anyone interested could obtain a
copy of this report.
Police Officer Raymond asked the Council to consider writing a letter to
the Youth Center with regard to the laxity in their security areas.
Particular cases were cited where escapees were returned without the
school being aware an escape had been made.
Domning asked the two reporteers present to include in their news that
dog licenses are available and thould be purchased as soon as possible.
Domning read a resolution passed by the County which stated aerial
flight photographs of this area will be available in the near future,
more information will be asked for concerning price, availability etc.

Domning read a letter received from the Minnesota Auto & Truck Salvage
Dealers Assn., concerning a conference to be held in St. Paul on the
problem of abandoned automobiles. Mr. Anderson will attend this
conference on March 25.
Motion by Speiser, second by Anderson that the following bills be paid.

Lino Lakes Council meeting was called to order at 8:00 p.m. on 2/22/65.
All members present.
Minutes of the previous meeting were read, and on motion by Anderson,
second by Backlin, were accepted as read.
Domning announced that Emily Rehbein did not wish to continue as Assessor
for 1965, and that a new Assessor should be appointed immediately so as
to be able to attend the school training session in March. Mrs. Sarner
was introduced as being a possible candidate, and was questioned by the
Council members as to her qualifications.
After discussion, Speiser moved and Backlin seconded that Mrs.SArner
be appointed Assessor for Lino Lakes for 1965. Motion carried unan.
Treasurer's report was read. Mrs. Dupre also informed the Council that
Improvement Bond #1 had been returned from the bank and was now paid in
full to date. Three payments are left.
Attorney Locher folbwed up the above information with a list of the
bonds issued, dates issued and the amounts of the bonds. He also indi-
cated that the village should set up sinking funds to cover these bonds.
Attorney Locher is going to meet with Mr. Campbell, County Auditor,
to try and collect hte gopher bounties for the village due from 1964.
After discussion on payments due to Lena Billik for park property
purchased, Domning moved and Anderson seconded to have the attorney
bring the abstract up to date and if a deed is not on record, to obtain
one. Motion carried unanimously.
