Minute accept * * * * * * * * * -.. 22, 19b5, Clerk Lino Lakes Council meeting was called to order at 8:00 p.m. on 2/22/65. All members present. Minutes of the previous meeting were read, and on motion by Anderson, second by Backlin, were accepted as read. Domning announced that Emily Rehbein did not wish to continue as Assessor for 1965, and that a new Assessor should be appointed immediately so as to be able to attend the school training session in March. Mrs. Sarner was introduced as being a possible candidate, and was questioned by the Council members as to her qualifications. After discussion, Speiser moved and Backlin seconded that Mrs.sArner be appointed Assessor for Lino Lakes for 1965. Motion carried unan. Treasurer's report was read. Mrs. Dupre also informed the Council that Improvement Bond #1 had been returned from the bank and was now paid in full to date. Three paymeris are left. Attorney Locher folbwed up the above information with a list of the bonds issued, dates issued and the amounts of the bonds. He also indi- cated that the village should set up sinking funds to cover these bonds. Attorney Locher is going to meet with Mr. Campbell, County Auditor, to try and collect hte gopher bounties for the village due from 1964. After discussion on payments due to Lena Billik for park property purchased, Domning moved and Anderson seconded to have the attorney bring the abstract up to date and if a deed is not on record, to obtain one. Motion carried unanimously. 86 Following information by Attorney Locher, Speiser moved, and Backlin seconded, that we okay Centennial Bank as depository for security for bonds held by Marquette Bank. Motion carried unanimously. The engineer explained the request by Minnesota Pipe Line and advised the council to approve the relocation, but a stipulation should be added for them to backfill with I" of crushed gravel. Motion by Backlin, second by Speiser, that we approve the request. Motion carried unanimously. The engineer also read a letter concerning a 3" gas main crossing on 35W which was discussed. Mr. Gottwald will try to have more informa- tion on this by the next meeting. Backlin inquired if the Attorney had found out if the Rudrogen's were willing to pay the fees involved in their case for an access road to their property. Mr. Locher stated he had talked to them and they would pay any legal fees involved and any engineering expenses. 1 Backlin stated he had information that a very good used truck could be seen in Anoka, selling price $2,600. The attorney informed him any such purchase would have to be done by bid. Backlin moved and Speiser seconded that he (Backlin) with another qualified person take a look at the truck for sale. The motion was discussed with outright purchase being mentioned as well as possible trade -in of present truck, and on the vote, Anderson no, Backlin yes, Speiser yes, Zelinka yes, Domning yes. Anderson reported that the Plumbing and Heating Code had been discussed . at length at the Planning Board meeting. After discussion by the Council it was decided that the Blaine Code would be looked at and the matter carried over for further future discussion. Anderson also read a list of names, considered to be in violation of Housekeeping Ordnance 32. Anderson made a motion that the Clerk write to these people, however, it was determined the list should be turned over to the Police Officers to check out the violations. Anderson proposed to have Attorney Locher look into the Green River Ordnance to see if it would be feasible for this village to adopt. Anderson also stated he had attended the last hospital meeting, and again he felt that the new management was slowly bringing things into a profitable focus. Mr. Anderson also stated he was going to attend a budget hearing at the State Capital on February 27 involving the Youth Center. Attorney Locher stated he had received a phone call from State Liquor Commissioner Joyce in which he recommended that liquor fees not be split but paid in one payment. On the question raised concerning closing hours and when the last drink could be ordered, Mr. Joyce stated this was generally up to the individual, but under no circum- stances could anyone be served after 1:00 a.m., and that everyone should be out and the door locked by 1 :15 a.m. 1 1 1 1 1 Domning read notices of a District 2 meeting; a Civil Defense meeting and the Mercy Hospital open house in Anoka. He also read a letter from the Mayor of Forest Lake concerning money donations for a radio for their ambulance. No action was taken on this request. Domning moved and Speiser seconded that we order a 1965 Directory of Municipal Officials of Minnesota. Cost $3.00. Lundheim .500 Meeting adjourned at 10 :15 p.m. Mtnutes accept:: 'us'rch 8, 1965, Clerk * * * * * * * * * * Lino Lakes Council meeting was called to order at 8:00 p.m. on 3/8/65. All members were present. Minutes of the previous meeting were read with some corrections being made. On motion by Anderson, second by Speiser, minutes were accepted as corrected. Attorney Locher read and explained the letter regarding the census. In order to have the census taken this fall, Backlin moved and Speiser seconded to have the Clerk draw the necessary funds as requested in the amount of $669.00. It was also moved by Domning, seconded by Anderson that the Clerk sign the official formal agreement and certify the maps showing the village boundaries. Both motions carried unanimously. The Treasurer's report was read, and Mrs. Dupre also reported that funds for 1964 in the approximate amount of $1,500.00 had been turned over to her that day by Mr. Hauer. Mr. Locher will notify Mr. Hauer to attend a special meeting with the Council on Friday evening, March 12. Mr. Locher also reminded the Council that new rates for liquor license will be into effect June 30, 1965, and also noted that the Apple Inn should have been charged $1,750 for the year 1964/1965 instead of $1,500. Mr. Hauer will be contacted and asked to remit an additional $250.00.
