The village informed Mr. Anderson they would allow him to run hoses
across the road and into a ditch in order to drain off water from
around the building, which kept seeping into the basement. (Tom Anderson
Iseveral times voiced threats against the council if he suffered any
more damage to his property by having to turn on the water.)

Also at this meeting the Police Officers asked permission to purchase
a shotgun with necessary mount for the police car; approximate cost
$100 for the two items. Domning moved this purchase be made, second
by Backlin, motion carried unanimously.
Backlin also displayed a barricade with lights of the type needed in
the village and asked the council to consider the purchase of two
complete sets with flashers. The approximate cost of this purchase
would be $139.50. After discussion, Backlin moved the village purchase
these barricades, second by Speiser. Motion carried unanimously.
A short discussion was also held on the census, and the names of Juleen,
Boxrud, Mrs. Hugo Jorgenson, Bohjanen, Anderson, Beecher, Houle, West,
Mrs. Harold Hanson, Raymond, Schwankel, Krueger were selected to be
contacted to work on the census. Clerk will get out the application
forms for the above people to fill out and return immediately.

The April 12th meeting of the Lino Lakes Council was called to order
at 8:00 p.m. Anderson, Backlin, Speiser, Domning and Zelinka present.
Dupre absent.
Domning moved and Anderson seconded that minutes be accepted as read.
Motion carried.
Mr. Guggemos and Mr. Glasrud of White Bear Lake presented the Council
with information preparatory to a request for a building permit in
the southeast corner of the village for a housing development. The
2 men will meet with the Planning Commission, after which the Com-
mission will give the Council their recommendation.
John Lafond asked about the building site for the VFW Club, and voiced
an objection that it was too close to the residential area on Rustic
Lane where he lived. Mr. Handy of the VFW will be invited to the next
meeting to discuss the building site.
Treasurer's report was read and accepted.
Mr. Backlin reported that the recent flood emergency appeared to be
about over, although many people were still pumping basements, and there
were several washouts and roads that would need extensive repairing.

Mr. Backlin moved, Speiser seconded, that the village procure several
long handled shovels, a crowbar, large lanterns and miscellaneous tools
needed for the road repairs. Motion carried unanimously.
Mr. Speiser reported he had talked to Northern States Power and that
they will install the park lights needed for a base charge of $80.
per year. This will be the same type as our present street lighting
as they did not feel the metered lighting would be suitable. Speiser
moved, with second by Backlin, that we have the 2 lights installed,
one at each end of the park. Motion carried unanimously.
Mr. Speiser reported the cost for finishing an area 60 x 120 feet
for a tennis court in the park would run $1.50 per square yard or
about $1,500. Mr. Gottwald supplemented this information by saying
that a multiple use area, 70 x 150, which could be used for volley
ball, deck tennis, and shuffle board among other things, would bring
the price up to about $1,750. It was possible to make a saving over
this price by using village materials and possibly using local talent
to help with the construction.
Mr. Speiser stated he had a request from a ball team to use the park
on Monday evenings for practice, and would like to extend permission
to these people to use the park. No formal motion was made, but informal
discussion indicated approval.
Mr. Anderson reported a meeting was held with 9 staff members of the
Youth Center with 6 local citizens present. Mr. Anderson vilited the
Governor's office the day following this meeting, during which visit
the Governor dictated a memo to the Department of Corrections and
Welfare. A copy of the reply received by Anderson indicates the mat-
ter has been referred to the County Commissioners.
Mr. Domning commended Kenneth Bryant for the long hours spent with
the Civil Defense in the recent flood emergency. Reference was made
to the red cross help and low interest loans available, and Domning
stated he was writing to the Governor to have our area included in
the disaster area. Bill Bohjanen has the use of our hall to take
applications for those needing help.
George Gottwald asked if he could open gravel bids on the 26th. Per-
mission was given.
Kenneth Bryant stated a good supply of printed instructions were avail-
able on how to purity water for those who had flooded wells.
John Juleen reported progress, a little at a time, was being made each
week at the bingo games.
Mr. Locher read and interpreted the fire contracts received from the
two departments giving us coverage, Lexington and Centerville .
Domning moved, second by Speiser, that the clerk be instructed to send
a check, and we will assume this contract is in effect. (Referring to
contract with Lexington). Motion carried unanimously.

Backlin moved, second by Anderson, that a check be sent to the Village
of Centerville for the first half of this fire contract. Motion carried.
(Clerk will attempt to find in old minutes the agreement with Centerville
that the charging of $75 to individuals for fire calls would be dropped).
Representatives of both departments to be invited for discussions at
either the next meeting or the first meeting in May.
