At 8 :00 P.m. on July 12, 1965, Mayor Domning opened the hearing; on the
rezoning of Mrs. Faymoville's property. Mr. Hermes, agent for Mrs. Fay -
moville, read the legal description and listed those people with a finan-
cial interest in the matter. I4r. Speiser motioned that we approve the re-
quest for rezoning to a commercial basis, and Zelinka seconded. Motion
carried.
The regular business meeting was next called to order with members Speiser,
Domning and Zelinka present.
Minutes of the previous meeting were read. Motion by Speiser, second by
Domning to approve the minutes carried.
Virgil R. Anderson, 6$4$ Rustic Lane, entered a request to build a garage
which would come within 5 feet of the adjoining property. The request was
accompanied by the necessary approval signed by the next property holder.
Mayor Domning asked that the matter go through the procedure and turned it
over to the Planning Commission to act on it at their meeting on the 21st.
The Council will then complete the action on the 26th.
Mrs. Mishaud on Aqua Lane asked if the Council would consider writing to
the Commanding Officer at the Arsenal inquiring if the flood gates could
be lifted until such time as some of the excess water has receded. Upon
resolution by the Council, Mr. Gottwald will write this letter.
Mr. Speiser reported on the July 2 park board meeting, at which time it
was decided to grant permission for the Lexington Softball Tounament to be
held on August 14/15, a special permit to sell beer on these two days will

be acted on on July 26.
The request for a special permit to sell beer on August 8th received from
the Catholic Church was also tabled for action of July 26. Mr. Locher pre-
sented the amendment he had prepared for Ordinance 1 concerning these spe-
cial permits, but questions brought up on insurance coverage and fees to be
charged required more information, consequently, this matter was held over.
Domning reported that Tom Anderson had been found in violation of the build-
ing code in several instances, and requested Building Inspector Dupre to is-
sue red tags on all such violations and to follow up on the necessary cor-
rections.
Domning moved, second by Speiser, that the Council accept the resignation of
Erving Anderson. Motion carried.
Mr. Domning also asked that if anyone was interested in replacing Anderson
until the next election, to attend the next meeting and state his interest.
Clarification on filling such a vacancy was read from the prescribed manual.
After discussion on park improvements, it was moved by Domning and seconded
by Speiser that the general fund and the parks and playgrounds fund will
split the cost of such improvement. Motion carried. Cost will be approxi-
mately q1700.00.
It was moved by Domning, with second by Speiser, that the following bills be

The July 26th meeting of the Lino Lakes Council was called to order at
8 :00 p.m. All members present.
Minutes of the previous meeting were read and corrected. Motion by
Speiser, second by Backlin, minutes be approved as corrected. Carried.
Mayor Domning announced that in order to fill the vacant trustee chair,
the Council would consider nominations from the floor as well as those
made by the Council members. Anyone wishing to do so, could speak in
his own behalf. Mr. Kelling placed the name of Al Ross for nomination,
and presented a petition to the Council. No other nominations were made.
Speiser motioned, second by Backlin, that we appoint Al Ross to the
Council. On the vote, Speiser, yes, Backlin yes, Zelinka no, Domning,
yes. This appointment will run until the next election.
Mr. Stuckey, Baldwin Lake Road, asked about two poles which were consid-
ered to be "live poles" and dangerous, and stated they had not been able
to get Northern States to do anything about the situation. Mr. Backlin
will check on this matter to either have it corrected or the electricity
shut off at these poles.
Bill Bohjanen asked about voter registration, and if the Council was con-
templating such action in the near future. Attorney Locher replied that
he had already given a report to Erving Anderson on the procedure invol-
ved, probable costs etc. Zelinka moved that we proceed with setting up
the procedure for voter registration. Speiser seconded, motion carried.
The hearing for Virgil Anderson for a special use permit was continued
at this time from the previous meeting. Domning had received from the
Planning Commission a recommendation that we grant a special use permit
to build a garage as requested. Motion by Backlin, second by Speiser,
we grant the permit, fee to be y$'25.00. Motion carried.
Mr. Ralph Lawleier, 24th Avenue, asked about a culvert he had ordered,
which he had been informed he must pay for, and which charge he wished
to protest. He asked Attorney Locher to check Section 160.18 concerning
this charge, and advise his findings at the next meeting.
The amendment to Ordinance 1 concerning personal liability insurance
coverage for special events held in the village was discussed. (This in-
volves issuing a special permit to sell beer). Following this discussion
Backlin moved, second by Zelinka, that we add the words "suitable proof of
financial responsibility other than the minimum of 25/50,000" and adopt
Ordinance 1 -A. Motion carried. The Council also set the fee for each
permit issued at $1.00.
