HomeMy WebLinkAbout08/09/1965 Council Minutes1 1 The August 9th meeting of the Lino Lakes Council was called to order at $: p.m. by Mayor Domning. Members Speiser and Zelinka were absent. Mr. Al Ross was sworn in as the new Council member, and was temporarily appointed to the Planning Board. Minutes of the previous meeting were read. One correction was made, after which the minutes were approved. Because of anticipated development in the area, sidewalk revision plans for the bridge on County Road 14 between Hugo and Centerville were brought in for approval. A letter confirming this approval was requested. Upon recommendation of Gottwald that we accept the plans as submitted far the Interstate Bridge, Ross motioned and Backlin seconded, that Mr. Gott- wald write this letter of acceptance. Motion carried. Mr. Handy of the VFW asked for a 3.2 permit for September 12th for their dedication party. Domning stated the new ordinance would be studied and the matter brought up again at the August 23 meeting. Mr. Handy will also bring his proof of insurance to this meeting. Mr. Frank Gallagher, Superintendent of the St. Paul Water Department, was present and discussed with the Council the possibility of the Water Board disposing of approximately 3 /4's of the land which they own on Baldwin Lake. The Council will take this matter under advisement with the Attor- ney, and will discuss again at the next meeting. Mr. Backlin reported that a request has been made by Fran Burque regard- ing work on 64th. On motion by Backlin, second by Ross, to have the en- gineer stake out the corner by Otter Lake Road and have any necessary work done by equipment when there for other road work. Motion carried. Motion by Backlin, second by Domning, will have 77th graded with culverts put in at 77th at Peltier. Motion carried. Two other streets that were approved for road work last year were not done, but will be this fall. The engineer reported on the water situation and recommended the Council write to the Corps of Engineers giving them the information we have. A section map provided by the Planning Commission is to be enclosed with this letter. Mr. Ltallier again discussed with the attorney who is obligated to pay for culverts that are necessarily installed for new home owners. Although the problem was discussed at length, no council action was taken. Domning reported the applications for a full time village maintenance man are now available. This is to be discussed at the August 23 meeting. Voter registration again came up for review. Costs and possible use for this fall will be investigated at once. Possibility of getting a new police car was discussed. Police will get a copy of the county specifications used for bid, and Mr. Locher will re- port on procedure at next meeting. Mr. Handy from the VFW requested a 3.2 license for September 12th. Motion by Ross was that we issue the permit as requested-. Second by Speiser, carried. Minutes of the previous meeting were read and correction was made on description of road work being done. Ross moved we accept the minutes as corrected, second by Speiser, carried. Damning moved that we proceed with the printing of the ordinances, with the work to be done by the Clerk and Mrs. Juleen assisting. Second by Backlin, carried. Treasurer's report was read, and accepted as read. Mr. Backlin reported two phone calls from Mr. Small and Mr. Halstead con- cerning the dust problum created on E. Holly. Mr. Rehbein, owner of the trucks creating the dust, has been contacted and told to put chloride on the roads. Backlin motioned to have our attorney contact Mr. LaForge, Superintendent of the Freeway road work, and find out if controlling the dust is part of their contract. Motion seconded by Ross, carried. If this is part of the contractor's obligation, then any expense on the part of the village to correct this situation should be repaid to the village. Backlin also motioned that we grade East Holly, distance 7/10's of a mile at a cost of approximately $500. Second by Ross, motion carried. It was also moved and seconded to have the engineer stake out 77th. Motion carried. Speiser moved that we authorize the engineer to ntact at least two contractors for informal estimates on the blacktopping of the park. Second by Backlin, carried. The Clerk is to contact Mrs. Hipple and get a report on the rummage sale held in the park. Ross reported on the Planning Meeting held the previous Wednesday, and recommended that Arnold Kelling be appointed full member to the Board, with Ross acting in a liason capacity. Speiser seconded. Motion carried. The Planning and Zoning Commission are making a study of the east end of the village for a possible industrial park area. Voter registration was again discussed, and it was agreed there is not sufficient time to complete this for the 1965 election. Motion by Ross, second by Speiser, was that we put Plan A on the ballot for this year. Either under Plan A, if adopted, or through other means, voter registra-
