The August 23rd meeting of the Lino Lakes Council was called to order
at 8:00p.m. All members present.
Mr. Handy from the VFW requested a 3.2 license for September 12th.
Motion by Ross was that we issue the permit as requested. Second by
Speiser, carried.
Minutes of the previous meeting were read and correction was made on
description of road work being done. Ross moved we accept the minutes
as corrected, second by Speiser, carried.
Domning moved that we proceed with the printing of the ordinances, with
the work to be done by the Clerk and Mrs. Juleen assisting. Second by
Backlin, carried.
Treasurer's report was read, and accepted as read.
Mr. Backlin reported two phone calls from Mr. Small and Mr. Halstead con-
cerning the dust problum created on E. Holly. Mr. Rehbein, owner of the
trucks creating the dust, has been contacted and told to put chloride on
the roads. Backlin motioned to have our attorney contact Mr. LaForge,
Superintendent of the Freeway road work, and find out if controlling the
dust is part of their contract. Motion seconded by Ross, carried. If
this is part of the contractor's obligation, then any expense on the part
of the village to correct this situation should be repaid to the village.
Backlin also motioned that we grade East Holly, distance 7/10's of a mile
at a cost of approximately $500. Second by Ross, motion carried.
It was also moved and seconded to have the engineer stake out 77th.
Motion carried.
Speiser moved that we authorize the engineer to oontact at least two
contractors for informal estimates on the blacktopping of the park.
Second by Backlin, carried.
The Clerk is to contact Mrs. Hipple and get a report on the rummage sale
held in the park.
Ross reported on the Planning Meeting held the previous 'lednesday, and
recommended that Arnold Kelling be appointed full member to the Board,
with Ross acting in a liason capacity. Speiser seconded. Motion carried.
The Planning and Zoning Commission are making a study of the east end of
the village for a possible industrial park area.
Voter registration was again discussed, and it was agreed there is not
sufficient time to complete this for the 1965 election. Motion by Ross,
second by Speiser, was that we put Plan A on the ballot for this year.
Either under Plan A, if adopted, or through other means, voter registra-

tion will be completed for the 1966 election. It was also put into a
motion by Ross, with second by Backlin, that in the coming election the
complete address be taken from the individual who votes. Both motions
carried.
The Clerk is to write to the School Superintendent in Forest Lake, and
ask them to cut the weeds and clean the area around the old school on
the intersection of Highway 8 and Main Street.
Gottwald reported he felt progress was being made on the water situa-
tion and had been promised aomplete cooperation by the Highway Dept.
and the Corps of Engineers. The water is receding, but very slowly.
Mr. Locher reminded the council that they must appoint the judges for
the November 2 election by the September 27th meeting, or before Oct-
ober 1.
Domning moved we ask for bids on a new police car, with the right to
accept or reject any bid entered. This would allow us time to study
our financial position before the final bid date of September 27th.
Backlin seconded the motion, carried.
After discussing the hiring of a full time employee for the village,
Domning moved we set up a policy, outlining benefits etc., and select
names for a committee to handle personnel work. This will be discus-
sed at the next meeting. Backlin seconded, motion carried.
Backlin moved we have the engineer order 25 maps of the village.
Second by Speiser, carried.
Domning reported we have had a request from Judge Krafts of the Muni-
cipal Gourt to have a community counselling group set up, and would
like to have several people recommended at the next meeting.
Motion by ipeiser, second by Backlin, that the bills be approved and
paid. Carried.
Meeting adjourned at 10:00 p.m.

The September 13th meeting of the Lino Lakes Council was called to order
at 8:00 p.m. All members present.
Commissioner Johnson of Anoka County and tuir. t5urque of Centerville were
present. Mr. Burque asked about the cleaning of culverts under village
roads, and after discussion, it was suggested that our engineer meet with
Mr. Lundheim, the County .engineer, to check out the situation. Mr. Gott-
wald will report back at the next meeting.
A question was asked from the audience about 64th street, and Mr. Backlin
replied that as soon as the highline is moved, the gravelling there would
be completed.
Minutes were read, and on motion by Speiser, second by Backlin, were ac-
cepted.
Treasurer's report was read.
Mr. Backlin asked our attorney to check into the confusion existing on
77th street, concerning right of way. Mr. Arnold Thies claims right of
way and Roy Houle had a different understanding. Mr. Locher is to check
with William Fleming, an attorney in White Bear.
