Commi sioner Johnson of Anoka County and tvir. t3urque of Centerville were present. Mr. Burque asked about the cleaning of culverts under village roads, and after discussion, it was suggested that our engineer meet with Mr. Lundheim, the county Engineer, to check out the situation. Mr. Gott- wald will report back at the next meeting. A question was asked from the audience about 64th street, and Mr. Backlin replied that as soon as the highline is moved, the gravelling there would be completed. Minutes were read, and on motion by Speiser, second by Backlin, were ac- cepted. Treasurer's report was read. Mr. Backlin asked our attorney to check into the confusion existing on 77th street, concerning right of way. Mr. Arnold Thies claims right of way and Roy Houle had a different understanding. Mr. Locher is to check with William Fleming, an attorney in White Bear. Mr. Backlin motioned. to have. our engineer check out the drainage project 1 1.1 in the Lakeview Area. Second by Ross, motion carried. Backlin stated he would also like to have the engineer check with Jake Lundheim on the situation existing on 22nd regarding the wooden bridge there. If this is to be a service road, it was suggested that perhaps the county would do the work on the road itself and the State would build the approaches, with the possibility of applying funds to extend the cul- vert all the way through under 22nd. Backlin motioned to have the engineer stake out West Holly. Second by Speiser, carried. Mr. Gottwald replied he had been out and checked on East Holly where it turns North on to 12th Avenue, and stated the road was in excellent con- dition. A bid had been received to complete 1 -9/10 miles with the same treatment that Ware Road was finished with last year. However, he felt that in the spring the price would be considerably lower, and it was a- greed to table to consider this work again next spring. Speiser and Gottwald discussed the three bids received for surfacing the playground and multiple use area. These were received from Schifsky & Son in the amount of 0,150; Dunkley Surfacing Company for 0,243 and Hennepin Blacktmpping for :3,7$3.90. Ross moved the bids be tabled for further discussion, Speiser seconded, motion carried. Each bid was in two parts. Ross reported the Planning & Zoning Committee meeting will be this com- ;` ing Wednesday, and they will be discussing a plumbing and heating ordin- ance with a master plumber invited to give them information. Ross also asked Mr. Burque where the gas lines should run, reminding him that they should follow section lines. The Civil Service Commission appointed was as follows: Mr. Kelling(Ross) Mr. Rosengren, (Speiser) Mr. Juleen (Backlin) Loyola Thiltgen (Zelinka) and NIr. Backlin (Domning). The filing dates for the November 2 election will be from September 21 to October 5. Positions open will be for Mayor, two Trustees and 1 Con- stable, and Treasurer. Discussion was brought up on a village hall, and 1 or 2 possible sites were discussed. It was agreed that at our next meeting we will appoint a committee to look at possible building sites during the coming year. Gerald Clausen, 6109 Baldwin Lake Road, spoke at length and read various excerpts from publications on the results in the area of the many years of spraying by theMetropolitan Mosquito Control. No council action was taken, although Mr. Clausen felt the council should make a protest to stop spraying in the village. Mr. Gottwald turned in 25 village maps to the Council. He also asked to have a certified copy of the approval to revise the sidewalks (discussed at meeting on 9/13) sent to the Highway Department. Access to the Rudrogen property was brought up for discussion, and the price quoted for building a road from his east property line to Center- ville Road, approximately 1/2 mile long, would be 4,;24,331.00. Other 114 solutions will be looked into. Mr. Locher had written to the State of Minnesota concerning the fish trap on Rice Creek, and read to the audience the letter he had received in re- ply. Mr. Locher asked the Council to set a hearing date on Twilight Acres street improvement, in the amount of ,:$6,749.27. He explained how this should be set up by assessment on the tax rolls, and how the above amount had been arrived at. (30 lots at approximately $225 per lot). Backlin moved we set the hearing for the llth of October, second by Ross, motion carried. Mr. Backlin moved we pay the bills, Speiser seconded, carried. Minutes of the previous meeting were read and corrected. Ross moved, second by Backlin, that the minutes be approved as corrected. Motion car- ried. 1
