Motion carried. #404 = Robert-Raym6nd:, clothing allowance $ 5.00 405 - Lena Billik, Caretaker fees 25.00 406 - Elwood West, clothing allowance 5.00 407 - Ernest Ludwig, rent 100.00 Minutes accepted er 11, 1965, Clerk SPECIAL MEETING The October :3rd meeting was called to order at 1 :00 p.m. Zelinka moved that Mrs. Bernice Juleen be appointed Deputy Clerk through Wednesday, October 6th, in Mrs. Zelinka's absence. Speiser seconded. Motion carried. Centerville Village has offered $600.00 for our present police car, and Domning moved we order the new car as quoted by Fairview Plymouth at $2,510.00, with the provision that the bid meets the legal test. Motion carried unanimously. Meeting adjourned 1 :15 p.m. Mi i tes acc October 11, 1965, Clerk The October llth meeting of the Lino Lakes Council was called to order at 8:00 p.m. All members except Dupre present. Business meeting was convened for the hearing on special assessments. Mr. Locher read the publication which included the amounts of the assess- ments. Ross moved, with second by Backlin, that we accept this assess- ment. Motion carried unanimously. Minutes were read, and Ross asked that Gallagher's comments on the water situation be included. Minutes were then approved on motion by Backlin with second by Speiser. Mr. Domning presented a petition signed by several people, stating the Riding Stable on Birch Street had become a public nuisance and asked that the special permit be rescinded. Several of the signers were in the audience and discussed the situation with Mr. Krech, owner of the horses. After this discussion, Domning moved we revoke the permit and allow Mr. Krech 30 days to wind up his operation. Speiser seconded. Motion carried unanimously. Mr. Martin of Springsted, Inc., presented a resume of his Company's operation as Municipal Bond Consultants, and asked the Council to con- sider appointing his firm for probable bond business.in the future. Action was tabled until first meeting in January when appointments are made. 1 1 .7 Mr. Locher discussed the cost of his having to prosecute court cases, and legal assessments that can be made to help cover such costs. He also advised the Council that a request had come from Municipal Court to have a Deputy Clerk appointed. Ross moved, Speiser seconded that we notify the court of our approval to appoint such a person. Motion carried. Backlin asked for fill and widening work on 7th Avenue at a probable cost of $500. Ross moved, Backlin seconded, we proceed with this work. Motion carried. After further discussion by Mr. Backlin on roads, Domning moved that an installation of a dry well be made on Lakeview to aid in the water run off, and also included in his motion the other projects mentioned by Mr. Backlin that needed completing before fall. Second by Speiser, motion carried. Backlin moved with second by Domning, that we buy a radio for the truck. Motion carried. Speiser reported there were approximately 200 hundred trees yet to be planted in and around the park, and a suggestion was made that possibly we could get some Boy Scouts to help with the planting. Speiser also recommended that we have a park curfew of 10:00 p.m. and that anyone desiring to use the park overnight would need permission of parents and the Constables. Second by Zelinka, motion carried. Motion by Speiser also that we have some 12 x 12 signs put up with the park name on them. Second by Domning. Motion carried. "No Shooting" signs were discussed, and the police were asked to have a recommendation ready for next meeting on the kind of sign we should have printed. Ross reported that the next Planning and Zoning meeting would be on the 20th, and stated there were several interesting things on the agenda. Ross also asked if the Building Inspector was being paid for his trips around the village giving out house numbers etc., and also that the Assessor, Mrs. Sarner, wondered about a pay increase for the coming year. Mrs. Sarner will be asked to attend the budget meeting, which has a tentative date of Thursday, October 14th. Gottwald reported information would be forthcoming from the Corps of Engineers for discussion at the next meeting. He also reported that some of the traps in the creek were being cleaned. Mr. Locher stated he would attend the Planning and Zoning Committee meeting on the 20th concerning the report on the gas franchise. Motion by Backlin, second by Speiser, to pay the following bills: Motion carried. #408 - C. E. Postoffice, postage $ 10.60 9.00 14.26 1.00 1.60 10.00 118 Meeting adjourned at 11 :00 p.m. Meeting reconvened at 11 :10 p.m. to appoint election clerks and judges: It was moved by Domning, seconded by Zelinka that the following be appointed: Mrs. Herb Miller, Mrs. John Juleen, Mrs. George Tauer, Mrs. Helen Boxrud, Mrs. Virgil Beecher, Mrs. Jack Rector. The two alternates named were Mrs. Jeanette Houle and Mrs. Jacquelin Gunderson. Motion to above carried. Motion readjourned at 11:25 p.m. NOTE: When the above people were polled, Mrs. Juleen was unable to serve. Three people had contacted the clerk and expressed interest in serving, namely: Mrs. Ann Bohjanen, Mrs. Dorothy Heckenlaible and Mrs. George Kleinschmidt. When contacted, in order, Mrs. Bohjanen was unable to serve and Mrs. Heckenlaible did accept and serve. It should have been noted above, that prior to this both alternates had been contacted and declined to serve on the election board, thereby, the clerk did use the names of those who indicated interest. 1 Lino Lakes Council meeting of October 25 was called to order at 8;10 p.m. All members present except Mrs. Dupre. Minutes were read, and on motion by Speiser, second by Backlin, approved. Motion carried. Clerk reported that Dale's Cash and Carry had requested an off -sale beer license for the former LeVessuer Store which he had purchased. After discussion, Backlin motioned we table the matter for the time being. Second by Speiser, motion carried. Treasurer's report was given. Backlin asked if the Village could get federal tax back on tires pur- chased. The attorney will check on this. Mr. Locher was also asked to determine if the road located just north of Luther's Sport Shop is a village road. During the discussion on these roads, the attorney recommended that any plowing, grading or other maintenance work done in the future on private roads should be put on a fee basis. Backlin reported that we have the same situation of determining how much of Marshan Lane is to be considered a village road. The village has in the past maintained this road up to the trees only. Ross moved that Backlin meet with the engineer and the State to work out a satisfactory agreement on West Rondo Lake Road, to restore it to its original condition, the "original condition" to be decided by the engineer. Speiser seconded. Motion carried. 1
