HomeMy WebLinkAbout10/25/1965 Council Minutes118 Meeting adjourned at 11 :00 p.m. Meeting reconvened at 11 :10 p.m. to appoint election clerks and judges: It was moved by Domning, seconded by Zelinka that the following be appointed: Mrs. Herb Miller, Mrs. John Juleen, Mrs. George Tauer, Mrs. Helen Boxrud, Mrs. Virgil Beecher, Mrs. Jack Rector. The two alternates named were Mrs. Jeanette Houle and Mrs. Jacquelin Gunderson. Motion to above carried. Motion readjourned at 11:25 p.m. NOTE: When the above people were polled, Mrs. Juleen was unable to serve. Three people had contacted the clerk and expressed interest in serving, namely: Mrs. Ann Bohjanen, Mrs. Dorothy Heckenlaible and Mrs. George Kleinschmidt. When contacted, in order, Mrs. Bohjanen was unable to serve and Mrs. Heckenlaible did accept and serve. It should have been noted above, that prior to this both alternates had been contacted and declined to serve on the election board, thereby, the clerk did use the names of those who indicated interest. 1 Lino Lakes Council meeting of October 25 was called to order at 8;10 p.m. All members present except Mrs. Dupre. Minutes were read, and on motion by Speiser, second by Backlin, approved. Motion carried. Clerk reported that Dale's Cash and Carry had requested an off -sale beer license for the former LeVessuer Store which he had purchased. After discussion, Backlin motioned we table the matter for the time being. Second by Speiser, motion carried. Treasurer's report was given. Backlin asked if the Village could get federal tax back on tires pur- chased. The attorney will check on this. Mr. Locher was also asked to determine if the road located just north of Luther's Sport Shop is a village road. During the discussion on these roads, the attorney recommended that any plowing, grading or other maintenance work done in the future on private roads should be put on a fee basis. Backlin reported that we have the same situation of determining how much of Marshan Lane is to be considered a village road. The village has in the past maintained this road up to the trees only. Ross moved that Backlin meet with the engineer and the State to work out a satisfactory agreement on West Rondo Lake Road, to restore it to its original condition, the "original condition" to be decided by the engineer. Speiser seconded. Motion carried. 1 119. Backlin moved we hire John Juleen as mechanic for our trucks at $3.50 per hour. Second by Speiser, motion carried. Speiser reported they had started moving the trees into the park. He also stated they were waiting to order the park signs until the no hunting signs were ordered. Ross moved we order 16 signs, 10 refer- ring to hunting by shotgun, and 6 stating "discharge of all firearms prohibited." Second by Speiser, motion carried. Ross reported that at the Planning and Zoning meeting on the 20th, the entire discussion was on the gas franchise, and that action had been tabled pending further study. Ross also reported that he had talked to the hospital director at Forest Lake, and that Harry Proulx had resigned by reason of moving out of the village. Council should consider a replacement for Mr. Proulx. Ross suggested we have a meeting with the Forest Lake School Board to look into the disposal of the property on the corner of Main Street and Highway 8. Property owned by the school is approximately 22 acres. The letters from Northern States Power on contemplated changes in rates and type of lights were discussed. An officer of NSP will be invited to meet with the Council at a later date to explain the above changes. The police reported that a street light on Rustic Lane had been requested. Bob Raymond inquired if it would be possible for the Assessor to inquire as to the number of dogs owned by each resident at the same time as she is doing tax assessments. No specific action taken. Harold Lehman approached the Council for a building permit, and after discussion, Mr. Locher recommended Mr. Lehman see Ben Skurdel in the Anoka County Abstract Office for information on easements, etc. Mr. Kirk, Lakeview Avenue, entered a complaint that since the road work was done in front of his house, he had water coming into his basement. Backlin explained they were cleaning the ditch that had previously existed. The engineer stated only two corrections could be made, either ditching or storm sewers, and the culvert on Gladstone should take care of the problem. Ross moved that Locher check to remove any possible legal problems. Second by Backlin, motion carried. Ross also moved that Gottwald work up a cost estimate on surveys to give to Mr. Backlin. All members present except Dupre. Roy Brisson, Chairman of the Board at the Forest Lake Hospital was present and gave a background talk on the history of the hospital, the current financial status and talked about the replacement needed for Lino Lakes, due to the resignation of Harry Proulx. Two names were suggested for this vacancy, Dennis Houle by Downing and Elgar Jester by Ross. These names will be submitted to the Board for their selection. Domning read a Proclamation for observance of Veteran's Day. Domning also reported the County Commissioners would like to have the Council submit a list of names of people who are receiving aid or welfare of any kind, who could or would serve on the Poverty Program Committee. The Commissioners would select 1 or 2 names from the list submitted. Discussion was tabled for later in the meeting. Domning stated he had been in contact with the Circle Pines Utilities and a proposal may be ready for submission by the next meeting. Mr. Locher read the letter he had submitted to Mr. Backlin pertaining to the Kirk property on Lakeview Avenue and the drainage problem. Gottwald supplemented the information in this letter by commenting on his survey of the area in the last week. Following discussion of this problem, Ross moved we initiate proceedings to purchase Lots 4 and 5 in Block 3 to provide a ponding area. Backlin seconded, motion carried. 1 1 1
