All members present except Dupre. Roy Brisson, Chairman of the Board at the Forest Lake Hospital was present and gave a background talk on the history of the hospital, the current financial status and talked about the replacement needed for Lino Lakes, due to the resignation of Harry Proulx. Two names were suggested for this vacancy, Dennis Houle by Domning and Elgar Jester by Ross. These names will be submitted to the Board for their selection. Domning read a Proclamation for observance of Veteran's Day. Domning also reported the County Commissioners would like to have the Council submit a list of names of people who are receiving aid or welfare of any kind, who could or would serve on the Poverty Program Committee. The Commissioners would select 1 or 2 names from the list submitted. Discussion was tabled for later in the meeting. Domning stated he had been in contact with the Circle Pines Utilities and a proposal may be ready for submission by the next meeting. Mr. Locher read the letter he had submitted to Mr. Backlin pertaining to the Kirk property on Lakeview Avenue and the drainage problem. Gottwald supplemented the information in this letter by commenting on his survey of the area in the last week. Following discussion of this problem, Ross moved we initiate proceedings to purchase Lots 4 and 5 in Block 3 to provide a ponding area. Backlin seconded, motion carried. 1 1 1 1 1 121: Locher recommended the Council further negotiate to possibly purchase Lots 2 and 3 in Block 4 for the same purpose. Ross motioned we have the engineer do some further checking and recommend a future course of action. Backlin seconded, motion carried. A request by Rand McNally in Chicago for a map of the area will be handled by the engineer's office. A letter from Bill Bohjanen to the Council was read requesting certain financial information on the Circle Pines utilities, which Mr. Bohjanen stated was not included in their financial report. Council action was taken as follows: Mr. Domning stated we would ask Mr. Hill for these reports if they are not included in the proposal from Circle Pines. It is felt the Council should not spend any money to get these reports, as they represent material that should be furnished to the village. Backlin requested to be removed from the civil service board as he did not have sufficient time to spend on the board. Locher read a report indicating the road leading to the East past LeVessuer's is a village road and maintenance should be provided accordingly by the village. Backlin moved the adloption of a contract to have the County plow specified sections of Otter Lake Road. Second by Ross, motion carried. Gottwald read the letter which he had written to the Project Engineer on 35W, requesting that any village roads being used by sub - contractors or contractors for hauling of gravel etc., be maintained and /or returned to their former condition upon completion of such work. No answer has been received at this time. Police are to check to see that Mr. Krech has terminated his business as specified, and if his livestock appear to be not property taken care of, the Humane Society should be contacted. Ross recommended a stock record be started to keep track of the equip- ment owned by the village. (Mr. Backlin replied that this record is being kept now, including all maintenance on equipment etc.) Ross reported a complaint had been entered by McShannock on Highway 49 concerning dumping adjacent to his property, and he felt the village should take some steps to clarify Ordinance 32 and what steps the village could take to control dumping. The attorney will check into this and discuss with the Council at the next meeting. Ross also noted that 66% of the monumentation for Lino Lakes is complete. Speiser reported the trees in the park have all beenlanted. He also inquired if anything had been received to indicate when a man would be here on the street lighting. Speiser also requested that the order for the park signs be increased to 4 rather than 2. X 22 Gottwald reported receipt of an agreement from the St. Paul Water Works concerning the right of way on a road requested several months ago by Cecil LaMotte. He suggested that Mr. LaMotte should come in with his plat and discuss this further with the Council. Kenneth Bryant reported the purchase of a projector and a very inter- esting film on the Alaskan earthquake of 1964 will be shown at the meeting tomorrow night. He also requested approval for the Auxiliary to purchase blouses and first aid kits which was granted. Mr. Locher explained to Mr. Lehman that permission would be needed from the adjacent landowners for the easement necessary in order to issue a building permit. Mr. Domning read a notice indicating a hearing will be held on Nov. 16 pursuant to bus service from this area into St. Paul. A radar class conducted by Bacon Equipment Company will be held on Wednesday, November llth, which Robert Raymond will attend. Registra- tion will be $2.00. Council approved this action. Domning and Speiser absent. Ross moved and Backlin seconded that the minutes be approved as read. Carried. Mr. Locher will call Mrs. Peters at the Knotty Pine to clarify a com- plaint on "insufficient fund" checks, a matter which ErvingrAftderson handled last spring. 1 1
