HomeMy WebLinkAbout11/22/1965 Council MinutesGottwald reported receipt of an agreement from the St. Paul Water Works concerning the right of way on a road requested several months ago by Cecil LaMotte. He suggested that Mr. LaMotte should come in with his plat and discuss this further with the Council. Kenneth Bryant reported the purchase of a projector and a very inter- esting film on the Alaskan earthquake of 1964 will be shown at the meeting tomorrow night. He also requested approval for the Auxiliary to purchase blouses and first aid kits which was granted. Mr. Locher explained to Mr. Lehman that permission would be needed from the adjacent landowners for the easement necessary in order to issue a building permit. Mr. Domning read a notice indicating a hearing will be held on Nov. 16 pursuant to bus service from this area into St. Paul. A radar class conducted by Bacon Equipment Company will be held on Wednesday, November llth, which Robert Raymond will attend. Registra- tion will be $2.00. Council approved this action. Domning and Speiser absent. Ross moved and Backlin seconded that the minutes be approved as read. Carried. Mr. Locher will call Mrs. Peters at the Knotty Pine to clarify a com- plaint on "insufficient fund" checks, a matter which ErvingrAnderson handled last spring. 1 1 1 1 Ross reported that the last Planning and Zoning meeting was mainly dis- cussion on the gas franchise, with a 3 to 3 vote on the granting of a franchise to North Central. Ross also attended a meeting at the Junior College dealing with the Pov- erty Program and did recommend a person from this area to be a member of the Board. Backlin reported that snow fencing will be needed this year. Also made a motion that our attorney check with Marvin Rehbein on the graveling of West Rondo Lake Road. Backlin wished to have the engineer check the possibility of putting in a couple of drainage ditches to take care of water in the spring on 64th Street. The graveling is now completed on that street. Discussion again came up about the Kirk property on Lakeview, and the engineer repeated he felt the only solution would be for the village to purchase Lots 2 and 3 to provide a ponding area. Ross moved the village proceed to negotiate for these lots. Backlin seconded, motion carried. Gottwald stated he had received, but had not read completely, the docu- ment submitted by the Water Commissioner relative to the road for the LaMotte property. Mr. LaMotte is the bring in his plat after which Gottwald will notify the Commissioner of Council approval. Mr. Gottwald submitted a copy of an ordinance used in Little Canada to our Zoning Board and recommended we consider it as an amendment to be added to our Ordinance 6. Ross moved we accept the Treasurer's report as read. Second by Zelinka, carried. Backlin moved the Clerk bill Rehbein Construction, Ficocello and Krube for culverts installed. Ross seconded. Carried. Mr. Reardon from Bonhiver & Anfinson turned over the completed audit re- ports. Ross moved we accept the audit but defer any action or discussion until later. Backlin seconded. Carried. Mr. Heckenliable spoke briefly of the last Zoning meeting and on the 3 to 3 vote. A petition was presented to the Council with 117 signatures of those citizens of Lino Lakes who wished to see the Council take action in granting a gas franchise to Noth Central Public Service Co. Zelinka motioned we accept the petition for study. Ross seconded. Car- ried. Zelinka further moved we hold a special meeting to discuss only the gas issue before the next regular meeting. The date was set for Dec- ember 6 at 7:30 p.m. Backlin seconded the motion for special meeting, motion carried. Ross moved we pay the bills. Second by Backlin. Carried.
