The regular meeting of the Lino Lakes Council for December 27, 1965 was
called to order by Mayor Domning. All members present.
Minutes were read, on motion by Ross, second by Speiser, approved as
read. Motion carried.
Zelinka motioned, second by Speiser, that we approve applications for
cigarette licenses for Gil's Place, Oasis Lounge, Knotty Pine Inn, and
Balding Lake Motel. Motion carried.
Treasurer's report was read by the Clerk.
Clerk will arrange a meeting with the Auditor for Wednesday, Dec. 29th.
at 7 :00 p.m. to go over the audit report.
Zelinka moved, with second by Ross, that Mrs. Juleen be appointed as
Treasurer. With the authorization of the Council for the present clerk
to appoint a Deputy Clerk, Mrs. Juleen will also assist in this capacity
in preparation for Plan A.
Mr. Locher read the information he had received indicating Lots 4 and 5,
Block 3, Lakeview Area, were available at a cost of $10.00 per lot,
plus $16.13 in special assessments per lot. Ross moved, second by
Backlin, we initiate proceedings to purchase these lots. Motion carried.
Backlin reported briefly on the roads, and also that Mr. Rehbein had
completed the gravelling.
Backlin had also checked on the purchase of a Massey Ferguson tractor
with loader etc., in the $3500 price range. There are 2 available, and
Mr. Backlin requested another member of the Council to accompany him
to look at the two machines.
A proposed ordinance was studied for the hiring of personnel by the
Civil Service Board. Ross moved we study the ordinance and act on it at
the January 10 meeting. A name, other than Civil Service Board, shall
also be proposed at that time.
Ross reported on the activities of the Planning Committee at their last
meeting. He moved the Council consider an amendment to Ordinance 30,Sec 3C
prorating special use permit fees according to the size of the building
involved. Zelinka seconded the motion. Motion carried. The recommen-
dation is quoted as follows: "The application shall be accompanied by
permit fees according to the following schedule; up to 352 sq ft $15.00;
up to 600 sq. feet, $25.00; up to 824 sq. ft, $50.00, over 824 sq. ft,
$75.00 minimum; fees shall be set by the Coundt on commercial buildings.
Mr. Ross also asked that the following be added to our minutes as a report
of their December 15th meeting: "Moved and seconded that we recommend
an amendment to Ordnance #6 as suggested by communication of Nov. 16/65
from Attorneys Babcock & Locher adding the following thereto: providing
this amendment not interfere with legitimate agricultural or wildlife
purposes." motion carried. Also;
"Moved and seconded that Mr. Swedel return next month with a recommen-
dation as to those parts of the Minneapolis Plumbing & Heating Codes
which should be considered for adoption by Lino Lakes. carried." Also;
"Moved and seconded that in those cases in which the building inspector

is doubtful about soil conditions or water tables, that he be so
authorized and instructed to arrange for tests by the Village Engineer
and that this additional cost be borne by the property owner. Motion
carried." (End of Ross's report)
Ross also reported he had talked to the Highway Department concerning
the intersection of Highways 8 and 49. The Highway Department has
survey this area, and will ettend one of our meetings in January to
discuss upgrading at this intersection and plans for the council to
approve for 35W to County Road J.
Ross asked if the Planning Committee should take up plans for a
village hall, and Domning replied that a Site Committee had been dis-
cussed but not yet appointed. Backlin felt that of first importance
was a recommendation from the Planning Committee on an ordinance to
protect our roads and streets from outside contractors. This ordinance
has been discussed at the last two meetings.
Locher again asked the Council to consider comprehensive insurance,
particularly on the new police car.
Ann Bohjanen asked about a survey she had heard of in connection with
the Youth Center, and felt it should be verified whether the Utilities
Commission was making a new study or updating the previous survey.
After further discussion, Backlin suggested we instruct the Commission
to provide a map showing the full extent of the lines to be constructed
also indicating a date when the feasibility report would be ready,
providing it isn't already completed. These are to be submitted for the
January 10 meeting.
Backlin moved, Speiser seconded, the bills be approved and paid.
Motion carried. January 10 meeting will begin at 7:30 p.m. Meeting
adjourned 10:30 p.m.

SPECIAL meeting of December 29, 1965 called to order at 7:00 p.m. by
Mayor Domning. All members present with Thomas Reardon representing
Bonhiver & Anfinson.

The audit was discussed with Mr. Reardon, after which Ross moved, and
Speiser seconded, that we accept the audit as presented. Motion
carried. During the discussion on the audit, it was also motioned by
Ross, with second by Backlin that we close out the bank account at
the Coon Rapids Bank. Motion carried.
The fire contract presented by Centerville was discussed, and Ross
moved we grant the $100 increase with the provision that the last
two sentences of Paragraph 4 be removed from the contract. The clerk
will contact Centerville Fire Department. Second to above motion by
Backlin, motion carried.
Motion by Domning, second by Speiser, thatvee approve the application
from Hank's Superette for a cigarette licena Motion carried.
Backlin moved, Ross seconded that we purchase a MF -35 Utility Massey
Ferguson tractor at a price of $1,970.00, and a backhoe and scoop
to fit the tractor at a price of $1,530.00. Motion carried.
