HomeMy WebLinkAbout03/14/1966 Council Minutes144 A special meeting was held in the offices of Carley & Associates at 7:30 pm on March 4, 1966. All members present. After discussion of the second set of plans submitted by the Highway Department, pertaining to the crossing of 35W from Lexington to Highway 8. Backlin moved, with second by Ross, that we approve the plans as sub- mitted. Motion carried.. 35W to the north boundary of the line and the 1* miles from Lexington to Highway 8 will be given additional attention by the engineer before this work is completed. Discussion was also held on a study to be made by the Village Engineer pertaining to the laying of pipes under 35W for possible future sewers.. The cost of this was given as a probable $5,000 now vs. a probable $30,000 after the completion of 35W. Ross moved that our engineer prepare an estimate for the area needed to be surveyed, and the approximate cost of this stucly. Backlin seconded. Motion carried. Meeting adjourned at 9:00 p.m. MiLiriu er s acce Clerk arch 14, 1966 The March 14, 1966 meeting of the Lino Lakes Council was called to order at 8:00 p.m. by Mayor Domning, Roy Backlin absent, all other members present. Minutes of the last regular meeting and the special meeting on the 17th were read. Ross moved, with second by Speiser, minutes be accepted. Motion carried. The Clerk read a letter from the engineer's office on the sewer study. Although thebudget did not include this item, Ross moved that we make some arrangements for financing the project, andproceed with the study. Second by Speiser, motion carried. Treasurer's report was read. George Gotwald reported on the meeting between Domning, Backlin, Burque, Commissioners Johnston, Fields and O'Bannon, and himself, on March llth when a field trip was made to determine if road construction was feasible for a service road where 20th Avenue had been split by 35E. A meeting between the Council, Commissioners and the Highway Department will be arranged just as soon as possible to try and arrive at a solution. Domning reported for Mr. Backlin that signs have been set up for 64th Street, and that the new truck has been delivered. Speiser questioned whether or not the low bid received last year on the blacktopping for the parks was still good. Bingo has been discontinued and the money in the treasury will be used for fencing around the tennis courts and other improvements. Mr. Gotwald will check the bid with Schifsky and report at the next meeting if the same price still prevails. 1451 Discussion was held on Park #2 and what could be done to upgrade this area. Several requests have been received from the Little League, from schools and from teams who used the park areas last year to use them again this year. Discussion was also brought up again on whether or not we should contact Forest Lake for the possible purchase of the old school property on the intersection of Main Street and Highway 8. Contact will be made first by letter to see if they are interested in selling. The Baldwin Lake Pump House area was suggested again for a park area, and the Commissioner taking Gallagher's place, (W. J. Meuvissen) will be invited to attend a meeting to discuss this possibility. Ross reported he had talked to Mr. McGowan at the Forest Lake Bank in regard to insurance rates, and he expected McGovern to attend our next meeting with information on total coverage for the village on one *icy. A report by the dogcatcher was discussed concerning a village resident who was keeping too many dogs on the premises without obtaining a kennel license. The police will investigate this matter. Gotwald stated he had now completed going over the plans for 35W,from the Highway Department for the one mile section of road from Lexington to Highway 8, and recommended we approve them. Domning moved we approve the plans per the resolution. Second by Speiser, motion carried. Tom Anderson discussed State maintenance of some of the ditches in the village, and an inspection will be made by the engineer's office. Mr. Ander- son also felt that we may have a contamination problem in the village because of Forest Lake sewage entering our chain of lakes, and the engineer agreed to take water samples for test while doing the sewer survey. Locher reported that considerable correspondence had been carried on con- cerning the set up license for the "4.9" Club, and he had been assured the County Attorney's office was attempting to get an answer from the State just as quickly as possible. The Building Inspector asked for a council decision on whether a building permit should be issued on Aqua Lane, as he felt the water problems there prohibited any building. The engineer confirmed this decision because of lack of drainage, and the Building Inspector was instructed to issue no permit. Tom Anderson asked if plastic tubes and pipes could be used instead of copper or brass for plumbing supplies. Since we comply with the State Plumbing Code, he was advised it would be necessary to get the latest opinion from the proper State office. Locher reported he had not completed his research on industrial park infor- mation, but hoped it would be ready by the next meeting or so. Domning reported he had been approached by a private riding club who wished to purchase land on Birch Street for their new club. The group is a nom.: profit organization owned by the members, and is essentially an indoor proposition for the training of show horses etc. Domning asked the Council to make their own investigations for further discussion. The request by Lexington for a new fire contract was discussed very briefly. Members of the Fire Department will be invited to a future council meeting for forther discussion. 146 Domning reported he understood the Feasibility Report was nearly ready, however, there was no one present from the Utilities Commission to discuss the contract. Dick Anderson spoke in behalf of Little League activities and also asked permission to use one or both of the Lino parks for practice and games. Locher will also investigate whether it is permissible for the Village to contribute financilly. The Building Inspector asked for a legal opinion for splitting an acre into two lots with the intention of building a house on the second lot. Locher replied that if the owner built the house to rent, no platting would be necessary, however, if he builds to sell, then the building code must be followed and the area platted. Voter registration was discussed, and Locher will procure materials for discussion at the next meeting. A question was asked from the audience about moving a trailer into the village, to be temporarily parked on a farm. A special permit could be issued the hardship clause of the Trailer Ordinance for two 90-day periods. The gentleman asking the question was advised to apply at the Baldwin Lake Motel first about a possible vacancy there.
