HomeMy WebLinkAbout03/28/1966 Council Minutes146 Domning reported he understood the Feasibility Report was nearly ready, however, there was no one present from the Utilities Commission to discuss the contract. Dick Anderson spoke in behalf of Little League activities and also asked permission to use one or both of the Lino parks for practice and games. Locher will also investigate whether it is permissible for the Village to contribute financitly. The Building Inspector asked for a legal opinion for splitting an acre into two lots with the intention of building a house on the second lot. Locher replied that if the owner built the house to rent, no platting would be necessary, however, if he builds to sell, then the building code must be followed and the area platted. Voter registration was discussed, and Locher will procure materials for discussion at the next meeting. A question was asked from the audience about moving a trailer into the village, to be temporarily parked on a farm. A special permit could be issued the hardship clause of the Trailer Ordinance for two 90-day periods. The gentleman asking the question was advised to apply at the Baldwin Lake Motel first about a possible vacancy there. Minutes were read, on motion by Speiser, second by Backlin, approved as read. 1 147' Dean McGowan from the Forest Lake Insurance Agency presented a listing of insurance rates. Present policies of the village will be sent to McGowan for comparison and further recommendation. IA letter was read from the Circle Pines Utility Company. Ross moved we officially receive the letter but hold for further action. Mr. Danheim stated he was quite sure the Study would be finished by the 1st of April, but felt definitely it would be done by April llth. The Council set a dead- line for the feasibility report to be in by April llth at the next meeting, or would have to assume the Utility Company wasn't interested in doing further business with Lino Lakes. Second to above motion by Backlin, motion carried. James Hill approached the Council with a proposal to plat property on Elm Street. He is to attend the Planning and Zoning meeting on April 20th, after which they will return a recommendation for Council action. Jerry Clausen asked the council what was being done on violations of our Ordinance #32 and the keeping of car junk yards. Police are to follow through with appropriate action and tag violators. Ross again suggested we have a clean-up month to aid this situation. Letter was read from the St. Paul Water Department with reference to the public road crossing over St. Paul Water Department's right-of-way in Lino Lakes Village. Letter was turned over to the attorney to compare with the previous material received, and a recommendation will be ready for the April llth meeting. A letter was read from North Suburban Sanitary Sewer District regarding our Ifuture interest in sewers. The letter was turned over to George Gotwald who will provide the information requested. Clerk reported on the telephone call from Peter Scherer, stating he had turned the matter of getting his road fixed over to an attorney. Mr. Scherer called from the hospital, but will try to attend the next meeting. Backlin and the engineer will again check to see if anything can be done to repair the road. Backlin asked the attorney what had been decided upon for load limits on village roads, and stated he felt 3-ton limits were needed. Locher will try to complete this information by the next meeting. Special permits will be given to the Forest Lake School buses. Backlin also asked if any decision had ever been reached with Arnold Theis on 77th Avenue. Locher will try again to contact the attorneyfor Theis. Backoin suggested getting a blade for the small tractor. Domning moved we purchase this blade, second by Backlin, motion carried. Speiser reported two more lights are wanted on Rustic Lane and 1 on Gladstone. Northern States Power will be contacted and asked to have someone at our next meeting. Gotwald reported he had talked to Schifsky about the blacktopping prices for Ithe park, and that they would be slightly higher than the estimate last fall. Speiser is going to contact a Mr. Torgelson who has information on someone specializing in this type of work for county facilities at generally less than contractor prices. 148 Locher reported that the Village cannot legally donate any money to the Little League, but can provide use of facilities, etc. Ross reported a quorum was not present to hold the last Planning and Zoning meeting, because of illness, however, asked if any opinion had been received yet on the "set up" license for the "49" Club. Answer was no, but one is expected very soon. Ross also asked if another set of aerial maps could be purchased for use by the Village engineer's office, since the other set is nearly always in use and not too available. Maps will be o'dered and reimbursement will be made by the engineering firm. Locher was questioned on how many years records the village was required to keep, and read the statute covering this storage. Bonds only need to be held for six years, but vouchers, checks etc. should be held for 10 years. Domning stated he had not finished the rough draft of a letter yet to the Forest Lake School District, however, will be ready for the next meeting. Proposed that the same letter also be written to the St. Paul Water Depart- ment relative to turning the 10 acres for sale into a park. Domning moved we approve the application from the Cegla's for a cigarette license for 1966. Speiser seconded, motion carried. Backlin moved we pay the following bills. All members present. Mr. Vanelli and Mr. Lomar were present from Northern States, and explained the change over in service that could be made within the next year, which would mean better lighting and reduced cost for the village. The change would be from incandescent to mercury vapor lighting, and the change over would be made at no cost to the village. Additional lights will be installed, 2 on Rustic Lane, and 1 at the intersection of Gladstone and Sunset.
