HomeMy WebLinkAbout04/11/1966 Council Minutes148 Locher reported that the Village cannot legally donate any money to the Little League, but can provide use of facilities, etc. Ross reported a quorum was not present to hold the last Planning and Zoning meeting, because of illness, however, asked if any opinion had been received yet on the "set up" license for the "49" Club. Answer was no, but one is expected very soon. Ross also asked if another set of aerial maps could be purchased for use by the Village engineer's office, since the other set is nearly always in use and not too available. Maps will be ordered and reimbursement will be made by the engineering firm. Locher was questioned on how many years records the village was required to keep, and read the statute covering this storage. Bonds only need to be held for six years, but vouchers, checks etc. should be held for 10 years. Domning stated he had not finished the rough draft of a letter yet to the Forest Lake School District, however, will be ready for the next meeting. Proposed that the same letter also be written to the St. Paul Water Depart- ment relative to turning the 10 acres for sale into a park. Domning moved we approve the application from the Cegla's license for 1966. Speiser seconded, motion carried. Backlin moved we pay the following bills. All members present. Mr. Vanelli and Mr. Lomar were present from Northern States, and explained the change over in service that could be made within the next year, which would mean better lighting and reduced cost for the village. The change would be from incandescent to mercury vapor lighting, and the change over would be made at no cost to the village. Additional lights will be installed, 2 on Rustic Lane, and 1 at the intersection of Gladstone and Sunset. Mr. McCubrey of the State Highway Department was present asking the village to approve the plans for the ramp approaches of 35E at County Road J and Otter Lake Road. Village engineer recommended approval. Ross moved we approv] the plans as presented with second by Backlin. Motion carried. Mr. Stromberg, owner of property on Baldwin Lake Road, requested a permit to build a home on that street. During discussion, Domning stated the village should be given easement rights for the purpose of building a road through this area for probable future building. Gotwald and Backlin will begin immediately to obtain these easments, after which Mr. Stromberg may request a variance and proceed with his building, if all other requirements of the building code are in order. Mr. Christenson of the Northern Sanitary Sewer District was present to discuss their contemplated service into this area, and their request for federal assistance. In keeping with the overall plan originally set up in 1954 by NSSD, they requested a statement from the Village covering our immediate and future interest in sewers for this village. It was suggested we might also consult with and include Centerville. Gotwald stated the field work was done on the sewer study, and Ross moved the Council go on record in asking Gotwald to expedite this information and furnish it to NSSD as soon as possible, preferably within the next two weeks. Second by Speiser, motion carried. Minutes of the previous meeting were read and corrected. Speiser moved we approve the minutes as corrected, second by Ross, motion carried. Letter from Mrs. Michaud was read concerning the Rice Creek situation, and Ross moved we have the engineer investigate to see if similar letters were sent to other official sources controlling these waters and report back to the Council. Second by Domning, motion carried. A letter was read from D. R. McFadden, Deputy District Engineer, in answer to our request to investigate the accident conditions on the intersection of Highways 8 and 49. Ross will discuss with the Planning and Zoning Committee to determine what further information should be given to the Highway Department. Speiser moved we have Goerge Gotwald attend a meeting to be held April 13 in the State Highway Department offices regarding the entire crossing of 35W through this village. Second by Domning. Motion carried. A letter was read from the Utilities Commission stating the feasibility report was ready and suggesting a meeting with our Council on Monday, April 18 to discuss it. Council will notify them we will be there at 7:30 pm since no time was stipulated. Treasurers report was read. The attorney turned over to Mr. Backlin the information requested on load limits. However, a special form to fill out for the bonding has not yet been prepared. Also to be set up is a graduated set of permit fees, since because of the new ordinance it is not known how much investigation would have to be done in each instance. Suggestion was made that the Council consider contacting the County Com- missioners, and request that in the future any construction of roads in our village by the County be discussed and approved with the Council. No action taken. 1_50 Locher stated he had not yet been successful in contacting Fleming, the attorney for Mr. Thies, but would keep trying. Backlin reported he and Gotwald had checked on 64th Street, and feel they have a solution to the problem encountered by Pete Scherer and others on that road, and described the method that would be used to repair the road an drain it properly. Backlin also felt the contractor who hauled over the roads in the Northeast end of the village had not restored them to original condition, and felt they should be and billed back to the contractor, if necessary. The new road signs will be received and put up within the next 2 weeks. Pete Scherer also brought up for discussion the discrepancy between the signs on the roads, identifying for example, the street as Holly Drive for school bus routes, while the village map shows it as 64th Street. No action taken. Speiser reported he had inspected the blacktopping job at Golden Park, and felt it was worthwhile for Gotwald to inspect it with him and contact the person who had done the work. Speiser moved we purchase a backstop complete with wings at a total cost of $170.00. Second by Damning, motion carried. This will be used for a diamond in the northwest corner of the park closed off by snow fencing for the Little League. Ross announced the next Planning and Zoning Meeting which will be on the 20th of April, and also that the second set of aerial maps will be received soon. George Gotwald reported he had been contacted by an engineer and had inspected the roads on which we had requested disaster funds for 1965. Police reported they were continuing to issue warnings for clean up in the village. Locher reported no answer had yet been recieved from the County Attorney Johnson on the set up license for the "49,, Club. Also received a "no" answer to a question from the audience if our village ordinance forbade women bartenders. Domning reported briefly on the meeting on March 29th with the State High- way Department concerning the service road requested past Hansen's Gravel Pit. It is hoped that the resolution passed by the County Commissioners, also on March 29th, will help to bring about a solution of this problem in the very near future. All members present. Minutes of the previous meeting were read, and on motion by Backlin, second by Ross, were approved. Dean McGowan from Forest Lake orally reviewed our village insurance, and recommended increasing our coverage on liability plus coordinating to make one agency responsible. Suggestion was also made that insurance might go out on bids. Ross moved we call a special meeting for 7 p.m. on May 9 to have the audit presented. Second by Backlin, motion carried. Moved by Zelinka that we purchase a used Bruning copy machine for :35 and table for the machine for $8. Second by Ross, motion carried. Treasurer's report was read. Backlin moved we have the engineer's office write up the bids for gravel. Second by Ross, motion carried. Backlin moved we have the engineer report on seal coating for lower Lakeview Avenue down to Gladstone, and the south end of Ware Road, making this a package deal to go out on bids. This information will be ready for the next meeting. Second by Ross, motion carried. Backlin reported a meeting with Burque and Scherer, with considerable debate still existing over what will be done. Mr. Burque stated he had the ditches already in on the north side, although he had not touched the grade. He offered to donate his time but would have to charge for the machinery since it is being rented. The engineer is to check on the size of the culvert that is needed. After considerable discussion, Ross moved that Backlin proceed to get whatever estimates are needed to complete this portion of the road. Second by Domning, motion carried.
