All members present. Minutes of the previous meeting were read, and on motion by Backlin, second by Ross, were approved. Dean McGowan from Forest Lake orally reviewed our village insurance, and recommended increasing our coverage on liability plus coordinating to make one agency responsible. Suggestion was also made that insurance might go out on bids. Ross moved we call a special meeting for 7 p.m, on May 9 to have the audit presented. Second by Backlin, motion carried. Moved by Zelinka that we purchase a used Bruning copy machine for $35 and table for the machine for $8. Second by Ross, motion carried. Treasurer's report was read. Backlin moved we have the engineer's office write up the bids for gravel. Second by Ross, motion carried. Backlin moved we have the engineer report on seal coating for lower Lakeview Avenue down to Gladstone, and the south end of Ware Road, making this a package deal to go out on bids. This information will be ready for the next meeting. Second by Ross, motion carried. Backlin reported a meeting with Burque and Scherer, with considerable debate still existing over what will be done. Mr. Burque stated he had the ditches already in on the north side, although he had not touched the grade. He offered to donate his time but would have to charge for the machinery since it is being rented. The engineer is to check on the size of the culvert that is needed. After considerable discussion, Ross moved that Backlin proceed to get whatever estimates are needed to complete this portion of the road. Second by Domning, motion carried. d 152 Backlin also reported that the Highway Department was blocking off the road at 35W and 4th Avenue, and that the school had been notified in order to change their routes. Joe Davis asked that the postoffice also be offic ially notified for mail routes to be altered. Mr. Stromberg was present and asked if the village engineer and attorney were responsible to have the easements worked out pursuant to his, Strom - berg, building a house on Baldwin Lake Road. Attorney advised Mr. Stromberg he should take care of this. Mr. Ross asked to have the following entered into the minutes relative to the above matter: "A Mr. Wally Stucke, 6220 Baldwin Lake Drive, appeared at the Planning and Zoning meeting on 4/20/66 and brought before the commission a problem of concern over a street being constructed too near his house. A permit had been given to another party for constructing a house in back of Mr. Stucke. Moved and seconded to recommend to the Council that no action be taken on building a road until both parties concerned have been heard. Motion carried." After this discussion, Backlin moved that Mr. Stromberg proceed to procure the neces- sary easements, and pay for his own engineering and legal fees. Second by Ross, motion carried. Discussion was again brought up on using the St. Paul Water Department property for a park, and the attorney was instructed to draw up a resolu- tion to present to the Water Department on our proposed use of this property. Speiser reported he and the engineer had checked the blacktopping in other parks, but had not as yet received any information on our own proposed work. A request for quote had been made from the H &S Company in Anoka on a 60 x 120' court. Also asked to have the attorney check to see if the property on Main Street had been restricted to the use of a park only. Minutes of the Planning and Zoning Committee Meeting were read. (see file) Ross moved that we designate May as "cleanup month" and that notices of this action be placed in the papers. Second by Backlin,,motion carried. Jim Hill appeared before the Council and stated he had favorable recom- mendation from the Planning and Zoning Committee for approval of his parcel split. Ross moved we grant this request, with the stipulation by our legal council that no precedent is being set. Second by Speiser, motion carried. Special variance is hereby granted, and a fee of $25 will be charged for the special use permit, Gotwald reported that Bob Lund attended the meeting of the Highway Depart- ment on April 13, but it was an informational meeting only for those contractors who had questions. Gotwald reported they had put in letter form the information requested by Mr. Christenson, however, it was necessary for the letter to be signed by a Village Official. Letter was presented to the clerk, who will sign and mail. Gotwald stated that the engineer's office had contacted other utility com- panies and contractors and felt that the $200,000 figure presented by the Circle Pines Utilities seemed to be a, reasonable estimate. (Detailed footages of different pipe sizes with approximate costs were given). Ross moved we grant Circle Pines Utilities permission to proceed with the proposed extension. Backlin seconded the motion, and approximately an hours discussion followed. On the vote, Ross -yes, Speiser -no, Backlin -yes, Zelinka -no and Domning -no. Motion failed. 153' Lake, and suggested "Clear Water Drive." No action was taken. Ross moved, with second by Backlin, that the following bills be paid: Burque asked about the naming of the road on the West side of Centerville #722 - Aloe Scientific, 1 copy machine w/table 723 - Ernest Ludwig, rent ' 11408,(T) 724 - Northern States Power, electricity 100.39 725 - Northwestern Bell Telephone 7 726 - Gopher Stamp & Die, street nameplates 5:1(0) 727 - John Juleen, mileage for Fire Marshall 33.07 728 - Arsenal Sand & Gravel, sand 13.97 729 - Municipal Court, general court costs 161.65 732 - Larson Oil Co., fuel oil 733 - Crowley Fence Co., backstop with 2 sets of wings 17.90 730 - S&F Petroleum Co., gasoline for police car 731 - Homelite Co., misc. small tools and parts 734 - Hennepin Blacktoping, MC Mix 735 - Ed Baker, gopher bounty 14.00 736 - Steven Friel, gopher bounty .75 737 - Lena Billik, Caretaker fees 35.00 738 - C. LeVesseur, (replacement for Check #408 10.60 issued on 10/11/65 for gasoline) Lo‘c_ c c e ay 9 1 Cler= Lino Lakes Coincil meeting was called to order at 8:00 p.m. by Mayor Domning on May 9, 1966, All members present except Howard Speiser. Minutes of the previous meeting were read and corrected. Ross moved we accept as corrected, second by Backlin, motion carried. Mr. Domning read a letter of resignation from Mr. Speiser, and moved we accept, with regrets, the resignation. Second by Zelinka, motion carried. Domning sae the procedure to be followed in the filling of a vacancy on the Council, and asked if anyone present at the meeting was interested, to so indicate. A petition was presented from the floor by Bill Bohjanen in support of Ralph L'Allier as Trustee. Mr. Domning moved we accept this nomination, second by Ross, motion carried unanimously. A letter was read from Northern States Agency, Inc., stating they were dropping the bond on the Nathe Bros., as of June 1. The letter was turned over to the attorney for investigation. Treasurer's report was read. Backlin moved we turnthe matter of bids on gravel over to the Engineer's office, and that we open the bids as of June 13th. Second by Domning, motion carried.
