Lino Lakes Council meeting of June 13, 1966 called to order at 8:00 p.m.
by Mayor Downing. All members present.
Minutes were read and corrected. On motion by L'Allier, second by Ross,
accepted as corrected. Motion carried.
Moved by Zelinka that we approve Off Sale Liquor /On Sale beer license for
Rosengren; Off sale beer license for Henry Speiser; On sale beer license
for Knotty Pine Inn. Second by L'Allier, motion carried.
Clerk asked if it would be legal to have two polling places for the coming
election. It was also suggested that we have two separate election boards
working in the Village Hall. Locher will check on legality of the above
and report at next meeting.
John Wright of the Oasis, Ralph Nathe of the "49" Club and Jerome Hauer of
the Apple Inn were present and protested the :2,000 liquor license fee as
being too high to have to remit all at one time, since their liabilty
insurance was due also on July 1. During the discussion, it was requested
the Council either split payments or lower the fees. Transfer of licenses
was also discussed. Locher will check the legal opinion on all three points
and report at the next meeting. The State Statute which forbids splitting
of payments for liquor license fees has been discussed several times in
the past.
Additional information will also be presented on liability insurance to be
discussed at the next meeting, inasmuch as Locher recommended each night-
club owner present consider carrying the $100/$300,000 liability.
Gotwald asked to have the gravel bid opened. Only one was received from
Richard Schuh, 5400 Cnterville Road, White Bear Lake. The village has
been purchasing from this individual for a number of years and has found
his service and quality to be very good. Gotwald will prepare the contracts
for signing. Backlin moved we accept this bid, (included was a certified
check in the amount of $225.50), second by Ross, motion carried.
Treasurer's report was read. Also discussed was the storing of old ledgers
with the Minnesota State Archives. Ross suggested we contact Anoka County
before final decision is made.
Backlin reported he had been unable to arrive at an agreement with the
County for them to take over on County Line Road, but felt we should continue
to try and get this on their fall agenda. L'Allier will continue to try
and contact Onega and Backlin will contact the rest of the surrounding
communities to arrange for a meeting and settle responsibility for certain
roads. Meeting will try to be established within the next 2 weeks for all
four towns and the entire Council.
Backlin moved we purchase two culverts for East Holly and 2 or 3 to go on
64th. Second by Ross, motion carried.
Clerk was asked to write a letter to the Baldwin Lake Motel, requesting
them to comply with Ordinance 39 and put their roads in such condition that
they are safe to drive on. Police, ambulances, fire trucks etc., would have
a difficult time getting into the trailer court because of the very poor
condition of the road.

Backlin asked Locher if cost of permits, amount of bonds etc., had yet been
established to go along with permits on the haul roads. This ordinance
has not been passed, has only been taken under advisement, however, copies
will be made for the Council to discuss further.
Backlin reported they were still working on Ware Road, and expected to
have the equipment moved in and work started on Lakeview in the next week
or two.
Ross moved we join the Anoka County Municipal Association and pay the $50
fee for the balance of 1966. Backlin seconded, motion carried. No repre-
sentative from the Council was appointed.
Ross announced the next Planning and Zoning meeting would be Wednesday,
the 22nd. Also commented he felt there was some tardiness on the clean
up, but most people had been doing a good job.
L'Allier reported on the Centerville Townboard meeting which he had attended
when some of the County Commissioners had asked what progress was being made
on the park for Anoka County. They had suggested that the two villages
build an access road into the park area. It was suggested duringthe
discussion that we draw up a resolution requesting the County Commissioners
to put this road on the county agenda. Domning appointed L'Allier to
meet with Centerville and draw up a joint resolution.
Hank Heckenlaible reported from the audience on the hearing held in Anoka
pertaining to the splitting of Lot 11 on North Road and Lakeview. The
Court held the hearing over until July llth to allow all those interested
to be present with their attornies, if desired, or to contact other people
to be present, if interested. After considerable discussion concerning
possible action by the Council, L'Allier moved we have Locher check this
case and inform the Council whether they should or could do anything.
Second was by Ross, motion carried.
Gotwald asked the attorney to check the legality of the bid for seal
coating, after which Backlin moved we proceed with the advertisement
for this bid. Second by Ross, motion carried.

Locher was not in approval with the renewal insurance policies just received,
and he and L'Allier will have further information on these for the next
meeting. Particular objection was made to having no insurance on persons
under arrest in a police vehicle.
Locher read the revised contract for North Central as drawn up by the
attornies. Before this was discussed, Ross requested the Clerk to read the
letter from the Circle Pines Council statingthey were open for further
discussion on the gas franchise. Ross then moved we have one more meeting
with Circle Pines and hear what they had to say. Backlin seconded the motion.
On the vote, L'Allier, no; Ross, yes; Backlin, yes; Zelinka, no; and
Domning, no. Motion failed.
Discussion followed on the revisions to the contract for North Central,
after which Zelinka moved we approve the contract. L'Allier seconded the
motion, and on the vote: L'Allier, yes; Ross, no; Backlin, no; Zelinka,
yes and Domning, yes. Motion carried.
IIIA resolution drawn up by the attornies indicating the intent of the Council
and a letter advising the Circle Pines Utilities of this intent and
defining the areas to be served by the 2 Utilities was discussed. Zelinka
moved we table the resolution but send the letter to the Circle Pines Utili-
ties. Second by L'Allier, motion carried.

The Lino Lakes Council meeting of June 27, 1966 was called to order at
8 p.m. by Mayor Domning. Member presents Backlin, L'Allier, Ross.
Clerk Zelinka absent.
Minutes of the previous meeting were read and corrected. Motion by Ross,
second by Domning to accept the minutes as corrected. Carried.
An attorney for Mr. Matthews of 6325 Baldwin Lake Road explained,
"Mr. Matthews' home is situated at the foot of a 300 ft. slope on a
dead end dirt road. A problem of sand and rain runoff to his property
exists. Mr. Matthews requests that the village do correcting grade work."
Mr. Gotwald stated no record exists that the road is a village or public
dedicated street. After discussion, Mr. Matthews was advised to contact
Columbus Township to institute grading procedures, with costs to the
affected residents.
