The Lino Lakes Council meeting of June 27, 1966 was called to order at
8 p.m. by Mayor Domning. Member presents Backlin, L'Allier, Ross.
Clerk Zelinka absent.
Minutes of the previous meeting were read and corrected. Motion by Ross,
second by Domning to accept the minutes as corrected. Carried.
An attorney for Mr. Matthews of 6325 Baldwin Lake Road explained,
"Mr. Matthews' home is situated at the foot of a 300 ft. slope on a
dead end dirt road. A problem of sand and rain runoff to his property
exists. Mr. Matthews requests that the village do correcting grade work."
Mr. Gotwald stated no record exists that the road is a village or public
dedicated street. After discussion, Mr. Matthews was advised to contact
Columbus Township to institute grading procedures, with costs to the
affected residents.

The Treasurer reported a total fund balance of $10,614.89.
Mr. Backlin reported a situation of debris and rodents located at a vacant
house, 6981 Sunrise Avenue. Holders of the property, Windom Realty,
Minneapolis, had been requested to cleanup but have not responded. Motion
by Backlin, second by Ross to have Mr. Locher advise Windom Realty of
Nuisance Ordinance #32. Motion carried.
In a discussion of the village cutting noxious weeds on unmowed property,
the deputy clerk was instructed to publish two weekly notices of intent
with actual cutting commencing in mid-July.
Mr. Backlin reported the culvert for Mr. Flannigan's driveway was in and
64th Street is graded on the east side of the freeway. A decision was made
to use Class 4 gravel on this section of road.
An attorney for Mrs. Ruth Cegla, coowner of Eddy's Liquor Store, stated
due to Mr. Cegla's illness, the license application is in her name only,
and asked if this was acceptable to the Council. Mr. Locher advised this
was agreeable, and no problem exists in joint tenancy.
Minutes of the Planning and Zoning Committee meeting for June were read.
A discussion was held in regards to sand blowing from #101 Lane N.E. in
Blaine. Mr. Heckenlaible stated this road was on school property and
had been gravelled but the problem still exists. Motion by Ross, second
by L'Allier that letters be written to the District 12 school board and
the Blaine Council requesting the road be properly blacktopped. Carried.
Mr. Ross and Mayor Domning spoke in favor of a properly operated land
fill dump in the Village. The matter will be studied.
Mr. Ross stated he had received no hunting requests for Highways 49 and
8 and asked signs be posted to this effect. Mr. Backlin advised the
East side of Highway 8 should have shotgun only signs. Motion by Ross,
second by Backlin these signs be posted. Carried.
Motion by Ross, second by Backlin 6 each of "no hunting" and "shotgun only"
signs, plus 4 "10 mile speed limit" signs be purchased. Carried.
Mr. Ross reported the County Assessor's Office commended the Village
Assessor, Mrs. Richard Sarner, for a thorough job with hr books.
Mr. L'Allier stated the backstops had been installed in Sunrise Park.
Motion by L'Allier, second by Domning, to grant the Skyline Baseball League
use of Sunrise Park and a 3.2 beer license for August 6th and 7th. Carried.
L'Allier read a letter from Richard Anderson of Little League, thanking
the Council for their cooperation and the equipment installed in Sunrise
Park for the league's use.
Motion by L'Allier, second by Backlin to order and install a backstop w/
wings in Lino Lakes Park. Carried.
Motion by L'Allier, second by Ross to install a telephone in Sunrise
Park Building. Carried. Mr. L'Allier again stressed a need for more
park area.

Gotwald reported three county roads in the Village have temporarily been
taken over by the State to be used as haul roads during highway construction.
These roads will be restored by the State. No village roads are being used.
After a discussion of regulations for the removal of top soil and the use
of pits, a motion by Backlin, second by Domning, to send a copy of our
Ordinance #6E to Mr. McCubrey's office and sub - contractors Johnson Bros.,
and Lindberg Construction.
Motion by Domning, second by Ross to grant St. Joseph's Church a special
beer and bingo permit for August 14th. Carried.
After considering a copy of a road restoration ordinance, a decision was
made to change the wording "Police Department" to read "Law Enforcement."
Motion by Ross, second by L'Allier to adopt the ordinance with the specified
change. Carried.
A review of the "0n Sale" liquor situation was held. The question of a
Council granting two 1/2 fee payments or lowering the yearly license fees
to be resolved. While no court collection cases are known and no law
exists against split payments of liquor licenses, Mr. Locher stated the
State Liquor Commission frowns on the practice and a collection agreement
with the businesses would be underwriting the license. The Trasurer
stressed village liability in the event of default of second payment,
with concern for good bookkeeping practices. LIAllier had checked with
the League of Municipalities and figures show Lino Lakes to be in the
middle bracket as to the total license fee amount. A special meeting will
be held June 28th at 8 p.m. at which time Council will render a final decision
and pass on all license applications.
Mayor Domning reported on a meeting he and Ross had attended of the recently
formed League of Municipalities of Anoka County.
Motion by Ross, second by Backlin to audit the bills. Motion carried.
