The July 11, 1966 meeting of the Lino Lakes Countil called to order at
8:00 p.m. Members L'Allier, Ross and Zelinka present. Mayor Domning and
Acting Mayor Backlin absent, so it was moved by L'Allier, second by Zelinka
that Ross act as temporary Chairman for this meeting. Motion carried.
Minutes of the previous meeting were read, moved by L'Allier, second by
Ross, minutes be accepted as read. Motion carried.
Theron payment of a bill to Arnold Ficocello for a culvert in the amount
of $43.60 was turned over to Locher for advice on how to collect, if
possible.
Letter written by the Clerk to Baldwin Lake Motel was read. Police will
investigate to see if the necessary road work has been done and report at
the next meeting.
The communication from the Village Attorney was read pertaining to the
breaking of the covenent on Lot 11, Block 7 in Lakeview Addition. Question
was asked if Council was responsible for issuing the building permit,
answer was no.
Treasurer's report was read, final balance $29,112.8L1-.
Treasurer also asked about the list of delinquent taxes amounting to $599,93
which had been received against Twilight Acres. The attorney advised it
was the responsibility of the village to pay these and collect them back.
Locher will contact Rehbein's attorney before the next meeting.
Gale Thompson from Johnson Bros. ConStruction Company discussed Ordinance
6E with the Council. Mr. Thompson will be present at the next meeting
when an agrament and bond amount will be established for the removal of
fill dirt from the vicinity of Cointy Road 14,
Ralph L'Allier presented a rough draft of a resolution for the Road Com-
mittee. Moved by L'Allier, second by Ross, resolution will be typed
and presented to the Council for their approval at the next meeting.
Motion carried.
Gotwald presented two layouts from the North Central Company, which he
had checked and approved. Construction of the gas line is reported to
be starting tomorrow, July 12.
Ross reported the next Planning and Zoning meeting will be on the 20th,
and discussion will be on section lines on roads and land fill dumps.
Also moved by Ross, second by L'Allier, that the Council send a letter to
the Director of Civil Defense and President of the auxilliary for the fine
display in the Fourth of July parade and the resulting first prize.
Motion carried.
Mr. & Mrs. Burns were present from Lakeview Avenue, again protesting
the way the drainage ditch is being dug andfinished: Discussed the
matter with Gotwald and the Council, and Gotwald will try to contact
Backlin before the next meeting.
Mr. Toumi, 6816 Sunset Avenue, asked if anything could be done to prevent
this street from being used so much as a racetrack. He protested the
numbers of cars, scooters and motorcycles using excessive speeds to pull
in and out of the garage directly across the street from his home.

One of the suggestions during the discussion was to have local citizens
turn in the license numbers of offensive speeders to the Police Departments
of Blaine, Circle Pines and/or Lino Lakes. Ross moved we send letters to
each of the local Councils on this matter. Second by L'Allier. Motion
carried.
L'Allier moved we pay the following bills, second by Ross, motion carried.

July 25, 1966 meeting of the Lino Lakes Council was called to order at
8 p.m. by Mayor Domning. All members present.
Minutes were read, and on motion by Backlin, second by Ross, accepted.
Minutes of the meeting on July 18 on the opening of the Seal bids were
read, moved by Ross, second by Backlin, minutes be accepted as read.
Letter from AT&T was read and discussed. Backlin moved to have the Clerk
call to get a more detailed description of the property and to have a rep-
resentative at the next meeting to answer questions on the proposed test
site. Second by Ross, motion carried.
Letter from Circle Pines Utilities was read. Moved by Ross that we receive
the communication and place on file. Second by Backlin, motion carried.
