Ross moved we send letters to each of the local Councils on this matter. Second by L'Allier. Motion carried. All members present. Minutes were read, and on motion by Backlin, second by Ross, accepted. Minutes of the meeting on July 18 on the opening of the Seal bids were read, moved by Ross, second by Backlin, minutes be accepted as read. Letter from AT&T was read and discussed. Backlin moved to have the Clerk call to get a more detailed description of the property and to have a rep- resentative at the next meeting to answer questions on the proposed test site. Second by Ross, motion carried. Letter from Circle Pines Utilities was read. Moved by Ross that we receive the communication and place on file. Second by Backlin, motion carried. (A) Treasurer's report read, balance on hand $29,162,68. Discussion was held on investing at least $10,000 in either treasury bonds or bank certificates. Locher will check with bank in Anoka and advise Mrs. Juleen of the information received in order to compare with other information received on investments, Mrs. Juleen also reported that the taxes have been paid on Twilight Acres except for $60.38, and Mr. Rehbein will follow up and pay this amount also. The Resolution drawn up attempting to remove the county line road from the village maintenance overto county maintenace was didscussed, and Backlin moved that duplicate copies be sent to Columbus, Oneka and Forest Lake Townships. Second by Ross, motion carried. L'Allier and Backlin will personally visit each Township to have the Resolution signed. Mr. & Mrs. Burns were present to discuss with the engineer and the Council the condition they felt existed because of the road work being done on Lakeview Avenue. Following discussion, Backlin moved that because of possible future work to be done on water and sewer, that the ditch at this time be sloped with a grader and sodded. Motion was seconded by L'Allier, motion carried. Backlin moved we spend approximately $40 and purchase a small grinder for the shop. Second by Ross. Carried. Backlin, cited the poor conditions on the County Line Road, stating he had talked to the Commissioner of Forest Lake to see if chloride could be put on the road they were using as a detour. Also felt another check should be made with the County Engineers as to their future plans for this road. It was reported all Stop signs are up, including 10-mile-anhour signs in the Park, Jerome Boyd, requested the Council to make repairs on East Rondeau Lake Road. Because of freeway construction, Mr. Boyd must move his home by August 15 to a new location, and the road is not presently in suitable condition over which to move a house. Locher will check to see if this road is a cartway; the engineer will check the area for his recommendation and the matter will again be discussed at the August 8th meeting. Mr, Stanley of Random Realty requested an extension of 600 feet on 77th Street, where he is planning to build homes and sell lots and will need a road. Following discussion, Downing moved that Locher obtain the legal description and write up an agreement that will be acceptable, and to also obtain the right of way, if possible, on the property through to Highway 8, Second by L'Allier, motion carried. Gotwald reported he and Backlin had checked the areas where the Johnson Construction Company will be removing approximately 700,000 yards of fill dirt, and felt a performance bond of $25,000 would be satisfactory. This was also agreeable to the Construction Company, and Locher will write a covering resolution. Following discussion and reading of the Seal bids, Backlin moved we accept the low bid of $5,101,1i2 from Viking Construction. Second by Ross, motion carried, a !�I 1G Minutes of the Planning and Zoning meeting were read. Mr. Ross asked if the past minutes had been examined concerning action taken regarding 40 acre lines to allow 66 feet for future streets. A map had been prepared by the Zoning Committee showing proposed streets, but was never presented for Council action. Locher will prepare a resolution covering this item. L'allier and Ross will set up a meeting date to discuss with the Council the propertyat Baldwin Lake. L'Allier reported he had spent considerable time making a record of money spent on park work in the last two years in Anoka County, and will work on a resolution for future park lands. A possible park area of 36 acres had been looked at on Holly Drive. L'Allier moved we purchase Badminton equipment for each park, approximately 20 per set. Second by Ross, motion carried. , Locher read the resolution he had prepared covering the issuance of building permits, making allowance for future streets. Ross moved we adopt this resolution and send a copy to the Building Inspector. Second by Backlin, motion carried. West reported he had checked the roads to the trailer court behind the Baldwin Lake Motel. Crushed rock had been hauled in, but daily traffic had thrown this out, and the holes were as bad as ever. Council requested necessary action be taken, if roads are not repaired. Backlin moved, with second by L'Allier, that we purchase a 1957 Chevrolet Pickup Truck from Lino Auto Parts at a cost of X575.00. Motion carried. L'Alier moved, with second by Domning, that we pay the bills as follows: Carried.
