Ross also suggested the Council consider a possible merger of this vil-
lage with other surrounding areas with the Anoka County Sheriff's office
for more complete policing. Talbot and Kordiak from Anoka have indicated
willingness to attend such a discussion meeting. Ross has printed matter
available on the set up in Ramsey County.
Gotwald stated the original company awarded the road contract had de-
faulted, and it had accordingly been awarded to the next bidder, T. A.
Schifsky, who will begin work next week.
A gun training class sponsored by the Lino Lakes Police is being set up
for boys and girls, ages 12 to 16. Registration will be at the village
hall Saturday, September 10.
Ross moved we pay the bills, second by Domning, motion carried. Meeting
adjourned at 9:30 p.m.

Lino Lakes Council meeting of September 26, 1966, called to order at 8 pm.
All members present.
Minutes were read, corrected, and on motion by Backlin, second by Ross,
accepted. Motion carried.
A petition was presented by Tom Shaughnessy against the proposed dump
at Lake Amelia, the location indicated to be approximately 30 from Lake
Amelia and 200' from Otter Lake. Aletter was presented and read by

Ralph L'Allier from Richard Miller of the Minnesota Health Department
pertaining to the dump. Domning moved we accept the petition and place
on file for future reference. Second by L'Allier, motion carried.
Mr. Karth, Centerville Road, discussed a culvert in front of his property
that had been filled in with dirt by the Johnson Construction Company, and
he feared flooding of his property would result if left that way. Backlin
stated he had talked to Johnson already about the culvert, and he would
follow through to see it was replaced before freezeup this fall.
Al Dupre reported to the Council he had denied a request by Gordon Nelson
to issue a building permit to construct a tool and storage shed on Aqua
Lane as he felt it was not in accordance with our ordinance. Mr. Nelson
who is gardening on the property he owns adjacent to Aqua Lane built the
shed in order to have a locked place to keep his equipment. Following
discussion Domning stated we would table action until the next meeting so
the Council members can all inspect the property and building.
Irvin Zastrow from the Lino Cabinet Company discussed the building of a
conference table for the Council. He presented drawings for a 12 x 4
table, cost $286.00. Following discussion, Mr. Zastrow will submit two
alternate drawings and prices at our next meeting.
Herb Johnson, Sunrise Avenue, felt the trees along Sunrise Avenue constituted
a hazard to the village. Backlin stated he had discussed this situation
with the Rev. Schnitzious, however, they were not agreeable at this time
to removal of any of the trees. Even if widened to the property line, it
would still only be a 60' right of way. Backlin will talk to Rev. Schnitziou
again, and try to have an easement drawn up.
Harold Hanson informed the Council the hearing on his property with tI
State Highway Department was due to come up late in October, and wanted to
know if any further information had been received relative to the service
road fronting 35E. He did not feel he was ready for a hearing at this time
with the _limited information available. Downing will write to Ray Johnson,
Commissioner, for help in this matter. Backlin is to contact the County
Engineer and Ross will call and talk to Mr. Fields. During discussion,
Ralph L'Allier stated he had also been contacted by the Postmaster relative
to what the State intended to do on this service road.
Ross moved that we also write to Mr. McCubrey of the State Highway Department
asking to be brought up to date on developments pertaining to this service
road, and also asking about the proposed maintenace. Second by L'Allier,
motion. carried.
Bill Bohjanen questioned the article that had appeared in the Circulating
Pines, which he felt indicated that village funds were being used to sue the
village. L'Allier suggested we have our legal counsel check into this,
and request a special meeting with the Utilities Company if the attorney
felt it was necessary.
The clerk read a letter from North Central indicating their progress to
date in laying the gas lines.
Notice of the next Anoka County League of Municipalities meeting was read,
and it was moved by Backlin, second by Ross, that Downing and L'Allier
attend as village representatives. Motion carried.

The clerk passed on information from Attorney Locher that the openings would
be for three trustees, respectively for 2 three-year terms and 1 two-year
term, and those persons filing should designate which term they were
filing for.
Treasurer's report was read, with balance at $11,031.76, plus $10,000
in bank certificates.
Mrs. Sarner requested the Council consider purchase of a Calculator to aid
in her work. Purchase of this equipment will be looked into. She also
asked to have the Council consider having a copy made of the 6 field books
and have this information available for village purposes after the origi-
nals are turned back to the County. The cost of this copying, plus the
hard covers, would be an expenditure of approximately 75.00. Ross moved
we purchase this copy with the covers, second by Backlin, motion carried.
Backlin reported the County Commissioners have okayed our request, and the
County Engineer is to arrange for a meeting for all the villages and the
Commissioners to discuss the splitting of the maintenance work on county
roads.
Backlin requested the engineer to investigate 80th Avenue, which is being
used as a haul road by Schuh, and moved to have Gotwald issue the neces-
sary permit to haul gravel. Second by L'Allier, motion carried.
Ross had the minutes of the previous Planning and Zoning meeting read.
He also reported that he felt the gentlemen who attended the Planning
meeting from Aqua Floats, Inc., were pleased with the information which
they received relative to the building of a small manufacturing plant.in
the village.
Ross reported that William Herbst and his Attorney, Mr. Gibbs, were at
the last Planning meeting to request a permit to operate a land fill
dump near Lake Amelia. In view of the petition presented against the
dump, he felt Mr. Herbst and his attorney should appear before theCouncil.
L'Allier discussed the bids received a year ago for a multiple use black-
topped area in the parks. A bid from S&H for a 60 x 120' area at a cost
of 1,088 has been checked by the engineer. It was moved by L'Allier that
these areas be installed as early in the spring as possible. Second by
Ross, motion carried. L'Allier also stated that the Park Association, at
least for the park on Sunrise, had indicated a willingness to construct
some kind of a fence around the blacktop area in the park.
Some excavating work, supervised by the engineer, had been done in the
Park on Highway 8 and it is hoped to be finished with the new backstops in
before winter. This area was also readied for a good skating rink for this
winter.
L'Allier, with Mr. LaCasse, had looked again at the land which Miller has
for sale. Only about 6 or 7 acres appear to be high land (out of approxi-
mately 30 acres for sale) and the price is $550 per acre.
Ross moved we pay the bills, second by Damning, motion carried.
Backlin moved we add to the ballot in November the following: "That begin-
ning January/67 the Trustees and the Mayor be paid at a rate of $50.00
per month." Second by Ross, motion carried.

Lino Lakes Council meeting of October 10, 1966, called to order at 8:pm
by Mayor Domning. All members present.
Minutes were read and corrected. Backlin moved we accept the corrected
minutes, second by Ross, motion carried.
Mr. Myers and Mr. Herbst were present with their Attorney, James Gibbs,
pertaining to the land fill fump they wished to start near Lake Amelia.
Mr. Gibbs described the operation, after which Myers and Herbst were
questioned by the Council, with particular emphasis on whether or not
approval had been obtained from the State Water Pollution Department,
State Health Department, St. Paul Water Department and others. The
Council indicated their desire to see written approval from the above
referenced departments and informed Mr. Myers and Mr. Herbst that if
they wished to proceed, to contact our legal counsel Mr. Locher, and have
the necessary hearings instigated.
Mr. Zastrow of Lino Cabinet Company brought in alternate drawings for a
conference table. Following discussion, Ross moved we purchase the semi -
round configuration at a cost of $370.00 in walnut finish. Second by
L'Allier, motion carried. Delivery will be approximately 2- weeks,
(Note: copy of the drawing with the 2 matching smaller tables will be
filed for future consideration),
Minnesota League of Municipalities dues for 1966/67 were discussed, and
it was moved by L'Allier that we pay the regular dues of $187 but not join
the new "Section" group since the Council has joined with the Anoka County
League, Second was by Backlin, motion carried,
