Lino Lakes Council meeting of October 10, 1966, called to order at 8:pm
by Mayor Domning. All members present.
Minutes were read and corrected. Backlin moved we accept the corrected
minutes, second by Ross, motion carried.
Mr. Myers and Mr. Herbst were present with their Attorney, James Gibbs,
pertaining to the land fill fump they wished to start near Lake Amelia,
Mr. Gibbs described the operation, after which Myers and Herbst were
questioned by the Council, with particular emphasis on whether or not
approval had been obtained from the State Water Pollution Department,
State Health Department, St. Paul Water Department and others. The
Council indicated their desire to see written approval from the above
referenced departments and informed Mr. Myers and Mr. Herbst that if
they wished to proceed, to contact our legal counsel Mr. Locher, and have
the necessary hearings instigated.
Mr. Zastrow of Lino Cabinet Company brought in alternate drawings for a
conference table. Following discussion, Ross moved we purchase the semi-
round configuration at a cost of $370.00 in walnut finish. Second by
L'Allier, motion carried. Delivery will be approximately 21 weeks.
(Note: copy of the drawing with the 2 matching smaller tables will be
filed for future consideration).
Minnesota League of Municipalities dues for 1966/67 were discussed, and
it was moved by L'Allier that we pay the regular dues of $187 but not join
the new "Section" group since the Council has joined with the Anoka County
League. Second was by Backlin, motion carried.

The clerk read a letter from American Legion regarding the flat to be
presented by Clark MacGregor and extending an invitation for anyone
interested to attend.
A letter was also read from the Hospital Board in Forest Lake indicating
final date for filing for the Board would be October 28.
Paul Videen was present indicating he desired permits for residence
building in Lakeview-Woodlands Area, and inquired what the road speci-
fications would be. He was informed it would be necessary to construct
roads to meet village specifications in order for the permits to be issued.
An examination of the area indicated approximately 5 miles of streets
would.be involved, He will consult with George Gotwald for further
information,
Harold Gestson, who wishes to build a house in Lakeview Woodlands, (Lot 1
Block 3) asked for help with an unusually long driveway. Following dis-
cussion, Mr. Gestson was told he could get a permit to build if he
would agree to run his driveway to Oak Lane, and it was understood the
village will not maintain the road in any way. The building inspector
will be informed in writing of this agreement.
Backlin reported progress to date on all 35E service roads. The hearing
between Mr. Hanson and the State Highway Department concerning the service
road in that area will be the last week in October. The County Commissioners
have all indicated they will help in trying to get this situation cleared
and get the service road desired by the village and county. Following a
lengthy discussion on these service roads, it was moved by Backlin,
second by L'Allier, that we try to set up a meeting with the Commissioners
to discuss this road situation. Motion carried,
Backlin again stressed the urgency of having the easements and necessary
papers set up for Mr. Thies to sign in order to get this roadwork com-
pleted before winbr. Locher will work with Backlin to get this taken care
of immediately,
Sodding of Lakeview Avenue is nearly complete, only some clean up work
remains. An $1,800 bond will be coming through from Marvin Rehbein for
40,000 cubic yards of dirt to be removed from a location on Birch Street
near 12th Avenue.
Ross moved we charge a fee of $35,00 for permits issued on borrow pits, in
addition to the bonds. Second by Backlin, motion carried,
Backlin met with the Church Board regarding the trees on Sunrise Avenue.
The Church will trim the trees, remove any dead ones, and at such time as
the village decides to widen the road, will •then release an easement.
An unsigned easement has already been obtained from Mrs. Billik for the
adjoining property, however, this will be held until both can be processed
at the same time.
Ross announced the next Planning and Zoning meeting will be October 19th.
Ross also moved we again purchase from the Lyon's Club their annual
calender with meetings and other information printed, at a cost of 35.
Second by Backlin, motion carried,
Ross moved we build 5 more voting booths and look into getting additional
parking space. Second by L'Allier, motion carried. Mr. Domning will look
into the matter of the additional parking area,

Mr. Nelson again appeared before the Council regarding the storage sheds
he had built on Aqua Lane. The matter was discussed, no action was taken.
L'Allier discussed the possibility of acquiring the Miner property for a
park. During this discussion, Ross asked to have Locher check out the
possibility of removing the top mud in the lake to establish a sand beach.
This was put in the form of a motion which was seconded by Backlin, and the
motion carried. Motion was also made by L'Allier and seconded by Ross to
obtain permission from Mr. Miller to proceed with the water tests.
L'Allier read a letter from Mr. Hamblin of the St. Paul Water Department
declining our offer by letter on August 26 to purchase their 10 acres.
L'Allier had discussed this situation also by phone with Hamblin, however,
at this point they seemed to be interested only in the outright sale of the
property at around $500 per acre.
L'Allier and. Domning both attended the Anoka County League of Municipalities
meeting held on 12.
Ross moved we pay the bills, second by Backlin, carried. Meeting adjourned
at 11:00 p.m.
