Lino Lakes Council meeting of October 24/66 called to order at 8:00 p.m. by
Mayor Domning. All members present.
Minutes were read and corrected. Motion by Backlin, second by L'Allier,
they be approved as corrected. Motion carried.
Treasurer's report was given, with final balance of $4,09 7. 78 plus the
$10,000 in securities.
Budget report was given by the Clerk. New budget for 1967 is $61,985, with the
millrate set at 49.81, which is an approximate figure, subject to the final
assessed valuation figure.

Clerk reported that a Remington Rand Calculator had been purchased, cost
$250, and an electric IBM typewriter for $190, total expenditure $440.
Backlin discussed the general road conditions, and moved to have Gotwald
inspect and stake the south side of 74th. Second by L;Allier, motion carried.
The contractor for 35W will put in a 2' deep ditch, and the fill, at no
cost to the village.
Backlin read a postcard received complaining about village expense of a
street light on Lakeview that burned all day. Northern States Power has
been called to have the light checked. The card cid not bear any signature.
Since Mr. Thies will not accept a check prior to the harvesting of his corn
adjacent to the road, Backlin moved that we have the engineer stake the
road, and if the corn picking and the weather cooperate, hopefully the
roadwork will be completed before winter. Motion was seconded by L'Allier,
motion carried.
Gravelling the county line road this fall to allow passage in the spring
was discussed, however, as yet no meeting has been set up with the county
for them to officially take over maintenance. It was finally decided to
table the matter for the time being. It was estimated that 1,000 yards of
gravel would be needed to put this road in acceptable condition.
Continuing further his investigation toward acqui-ing the Miller property
for a park with establishment of a beach, L'Allier reported Mr. Miller had
given his consent to take soil test samples. Gotwald and L'Allier will
meet in the next few days to take the necessary samples for testing.
L'Allier reported he had met with Dave Torgelson, Superintendent of Anoka
Parks, and they had visited together the construction starting the road
into the Centerville Park. The road should be completed and gravelled yet
this fall. Mr. Torgelson had also reported they hoped to have at least 15 to 20
picnic areas in the county by next summer, and to double this amount in
the next few years.
L'Allier stated he would contact the gas company relative to a gas furnace
for the warming house at Lino Park before the next meeting.
Locher read a letter from the Vet's Administration relative to the status
of the Tom Gower residence, Sunrise Avenue, on which so many complaints
had been received. The matter has been discussed with the building inspec-
tor, and Locher will answer the letter.
Ross reported no Planning and Zoning meeting was held this month, due to
lack of a quorum. He also reported that the mill rate for the hospital in
1967 would be 41 mills.

Mayor Domning read a reply to his letter from Commissioner Johnson
concerning the west frontage road on 35E, which Mr. Hanson and Mr. Burque
have been discussing with the Council. Locher reported the hearing for
Mr. Hanson was being temporarily held over.
Domning also reported on his meeting with Lexington and Circle Pines village
officials relative to the budget for the coming year for Municipal Court,
and some of the problems involved. L'Allier moved the council approve
Domning's working with the auditors and adjoining villages to establish the
necessary budget. Second by Backlin, motion carried,
Peter Scherer asked if anything further had been studied on the policing
facilities available through the county, relative to having full time pro-
tection, Domning reiterated the background information previously discussed
and stated it will continue to be considered, but it also needs agreement
between several villages before any action can be taken.
Pete Scherer also discussed what he felt would be a drainage problem still
existed on the service road into his home. Following discussion, L'Allier
moved that Gotwald and Backlin look at 64th one more time and contact the
State Contractor or County officials to have the situation corrected, which-
ever one they felt was responsible for the lack of drainage. Second to the
motion by Ross,motion carried.
Moved by Backlin to pay the bills, second by Ross. Carried. Meeting
adjourned at 9:30 p.m.

Lino Lakes Council meeting of November 14, 1966, was called to order by
