Lino Lakes Council meeting of November 28/66 called to order at 8:00 p.m.
All members present except Juleen.
Mr.Hunt of Institutional Sales in St. Paul displayed a chair to match the
conference table, and Ross moved we purchase 9 chairs at a price of
$43.00 each, (plus freight of approximately $10). Second by L'Allier,
motion carried.
L'Allier introduced Irving Brandt, (8080 Central Avenue N.E., Minneapolis,
phone 786-1637) who requested the use of Sunrise park on the 17/18/19 of
June 1967. The State Square Dance Convention is being held in Centennial
Highschool, and camping facilities are wanted. L'Allier moved that we give
them permission, with the understanding that details such as bond, clean up
sufficient sanitary facilities etc., be agreed upon and put in writing.
Second by Zelinka, motion carried. Domning requested that L'Allier handle
the details.
Minutes of the previous meeting were read. Moved by Ross, second by
Backlin that they be accepted as read. Carried.
TreasUrer's report was given with balance at $4,855. 84, plus $10,000 in
securities.

Locher will prepare the resolution to be passed at the first meeting in
December on the aPpointment of the Clerk/Treasurer. Moved by Domning, second
by Ross, that we also appoint a Deputy Clerk. Motion carried.
Backlin reported that 12 rolls of snow fencing has disappeared during the
summer, and Locher is to determine whether or not our insurance covers
theft. Ross moved that Backlin be authorized to purchase 20 rolls of snow
fencing, and four tires at a price of 1;27 for each on Truck !3. Second
by L'Allier, motion carried.
Backlin reported that all graveling has been completed, including thetiwo
approaches to 77th. There will be some additional grading done on 80th
Street in the spring. Backlin will request the State to put up permanent
barricades at all open end bridges.
Ross reported that location for a village hall had been discussed at the
last Planning and Zoning meeting. Had also talked to Commissioner Fields
and asked for a commitment in writing as to the County's intentions
regarding service road in conjunction with county road 54 (Hanson's).
Next Planning and Zoning meeting will be December 21. Locher will have the
plumbing and heating ordinance ready for that meeting.
L'Allier reported the parks have been seeded. Arrangements have been made
to have the park building at the Lino Park insulated and a gas burner
installed. Requesred permission to have door locks installed as soon as
the burner is in, and would like to hire a retired person as caretaker,
such as we have at Sunrise Park. Ross moved we give L'Allier permission
to hire for a nominal fee someone to act as caretaker. Second by Backlin,
carried.
Mrs. Michaud from the audience reported she had attended the Rice Creek
Association meeting in Fridley on November 17. This pertains to establish-
ment of a proposed watershed area in Anoka and Ramsey Counties, Mrs. Micha
recommended formation of a group in Lino Lakes to study this situation and
to also have a member on the Association Board when it is formed.

Mrs. Michaud also presented four photos taken of the Gordon Nelson property
on Aqua Lane and asked the Council to consider giving Mr. Nelson a building
permit in order for him to remove the alleged "eyesore" and put up a decent
building. In lieu of any rebuilding by Mr. Nelson, Mrs. Michaud asked to
have the Council refund $70 which they had spent for building permits.
L'Allier moved the Clerk notify Mr. Nelson by letter to appear before the
Council. Second by Ross, carried.
Gotwald reported the necessary field investigations and cost estimates
for the sewer report had been completed. The report was deliberately
allowed to slow down to be sure there would beno further grade changes
by the Highway Department, and to be more sure of the District's inten-
tions. The report will be given to the Council in the Engineer's office
at 7:00 p.m. December 9.
Gotwald stated he had also examined the borrow pit being used. by Rehbein
on Birch Street, and as soon as notification was received from the Council
on the special use permit fee (135) and the bond in the amount of $1,800
these would be remitted. It was also suggested that Marvin Rehbein notify
the Council in writing of the approximate amount of dirt he proposed to
remove and the expected elevation at the end of the excavation.
Locher requested the Council to return to him within a week, if possible,
the following information for insurance purposes: a) complete inventory
of all village equipment, office, tool shop, etc; b) exact number of miles
of village roads, breaking them down into village, county etc;) c) list of
all names of the individual Council members who use their own vehicles
often for village business, complete with description of car; d) park
acreages; e) legal description and location of the building now used for our
meetings, and any other information pertinent to complete coverage by our
insurance..
Locher also read a copy of a memo dated November 18, 1966, from the Federal
Power Commission, denying the application of Circle Pines Utilities for a
rehearing on the gas issue.
The situation on the Rudrogen road again came up for discussion. The
attorney does not feel the village is obligated since the Rudrogen's were
informed at the time they were paid by the State for the lard taken, they
would be cut off without a road if they built their home in its present
location.
The Mayor read a letter requesting an acknowledgment to Municipal Court
to appoint a Deputy Clerk. Domning moved we approve their request, second
by Backlin, carried.
Backlin moved we pay the following bills, second by Ross, motion carried.

Lino Lakes Council meeting of December 12, 1966 called to order at 8:00 p.m.
by Mayor Domning. All members present.
Minutes were read and corrected. Moved by Ross we accept as corrected,
second by L'Allier, motion carried.
Treasurer's report was given, balance on hand 118,027.71, +110,000 in
securities. Moved by Domning to make the $4,000 transfer from General
Fund to R&B Fund a permanent transfer. Second by L'Allier, motion carried.
It was moved by Zelinka to remove from the books, according to the recom-
mendation of the Auditor, an old check in the amount of 172.10(?) which was
several years old, and which had been carried over from year to year in order
to balance. Second by Domning, motion carried.
Backlin moved that we return the bond check to Richard Schuh on the gravel.
The check is in the possession of the engineer, who will return. same.
Second by L'Allier, motion carried.
Parked cars on village streets which has hindered snow plowing was dis-
cussed. Domning moved that Locher investigate further the state statute
and whether it would cover the village, also the Fridley ordinance per-
taining to such parking. Locher is to determine if an ordinance should
be written forthe village. Second by Ross, motion carried.
Backlin will have Mr. Thies furnish proof of his ownership of the property
purchased for the easement, and the clerk will prepare a check in the
amount of 1300.00 to be released upon receipt of above proof.
Pete Scherer stated his road had not yet been plowed, and Mr. Backlin
agreed to contact Jake Lundheim further on this matter.
Ross reported that according to Dave Listner, the City Manager of Blaine,
the problem with 101st Lane ("T" street leading from Centennial school to
Sunset Avenue) will be taken care of first thing in the spring when the
street will be finished in some manner to prevent the sand from blowing.
