Lino Lakes Council meeting of December 12, 1966 called to order at 8:00 p.m.
by Mayor Domning. All members present.
Minutes were read and corrected. Moved by Ross we accept as corrected,
second by L'Allier, motion carried.
Treasurer's report was given, balance on hand 318,027.71, +110,000 in
securities. Moved by Domning to make the $4,000 transfer from General
Fund to R&B Fund a permanent transfer. Second by L'Allier, motion carried.
It was moved by Zelinka to remove from the books, according to the recom-
mendation of the Auditor, an old check in the amount of 372.10(?) which was
several years old, and which had been carried over from year to year in order
to balance. Second by Damning, motion carried.
Backlin moved that we return the bond check to Richard Schuh on the gravel.
The check is in the possession of the engineer, who will return. same.
Second by L'Allier, motion carried.
Parked cars on village streets which has hindered snow plowing was dis-
cussed. Domning moved that Locher investigate further the state statute
and whether it would cover the village, also the Fridley ordinance per-
taining to such parking. Locher is to determine if an ordinance should
be written forthe village. Second by Ross, motion carried.
Backlin will have Mr. Thies furnish proof of his ownership of the property
purchased for the easement, and the clerk will prepare a check in the
amount of 3300.00 to be released upon receipt of above proof.
Pete Scherer stated his road had not yet been plowed, and Mr. Backlin
agreed to contact Jake Lundheim further on this matter.
Ross reported that according to Dave Listner, the City Manager of Blaine,
the problem with 101st Lane ("T" street leading from Centennial school to
Sunset Avenue) will be taken care of first thing in the spring when the
street will be finished in some manner to prevent the sand from blowing.

Ross also read from a report that indicated things are currently at a
standstill between Mr. Hanson and the State Highway Department, with referenc
to the service road requested. (County Road 54 and 35E)
Ross suggested Mr. Fleming be invited to the December 27th meeting to
discuss his requested increase in the dogcatching fees.
L'Allier reported he is continuing work to have the new gas burner installed
completely in the warming house at Lino Park, and that Mr. LeVesseur will
act as caretaker. Also that the hours at the Sunrise Park had been changed
and would not be open at 10 a.m.
Gotwald commented briefly on the meeting on Friday, Dec. 9th at the
engineers office pertaining to a future sewer system. Centerville has
indicated willingness to meet early in January, and the Engineer's office
will issue the full report after this meeting has been held.
Locher reported he had met with the County Attorney, Bob Johnson; Charles
Weaver, James Gibbs, Tom Forsberg and attornies of other villages, town-
ships and cities within the proposed watershed area. This was primarily
to inform all areas affected of the legislation that will be required,
new methods of assessment, individual problems of villages etc., and the
recommendation was made that the Council become actively involved immed-
iately in the association.
Locher also recommended not completing the plumbing and heating code until
after the major changes are completed in the Minneapolis code which is
being used as a pattern. Delay will probably amount to about 4 months.
Locher presented the ordinance prepared in order to adopt Plan A govern-
ment. Ross moved we adopt and have published. Second by L'Allier, motion
carried. No action was taken to appoint a Clerk/Treasurer at this time.
Domning reported a budget had been set up for the Municipal Court for the
coming year. Distribution of costs and disbursements will be changed to
go up for Lexington and down for Circle Pines and Lino Lakes. It was also
agreed to reimburse Lexington for the use of the village hall, to appoint
the new Deputy Clerk from Lino Lakes, and to continue under the present
3-year contract. Each village will continue to pay 1/3 of the Judge's
salary. If it is felt the system needs changing, the attornies will be
asked to set up new legislation to change the next contract period.
Moved by Backlin the following bills be paid, second by L'Allier, motion
carried.

The Lino Lakes Council Meeting of Dec. 27, 1966 was called to order
at 8:00 P.p. by Mayor Domning. Members present: L'Allier, Ross aid
Backlin. Clerk Zelinka was absent.
The minutes of the previous meeting were read. Mothion by Backlin,
second by Ross to accept the minutes as covrect- Carried.
Village dog catcher, Bruce Fliming, withdrew his request for a fee in-
crease, as the 1967 budget rate is set. After discussim, Ross mo-
tioned to rescind Section 4 of Ordinance #25 and raise dog impound-
ing fees from $3.00 to $5.00, and boarding fees from 75¢ to $1.00 per
day. Second by L'Allier to adopt the ordinance. Carried.
Mr. Domning presented. a copy of the Municipal Court financial agree-
ment for 1967 signed by Mayors Domning, Eck and Holum; Also a re-
viewal from North Central Gas Co. of the gas installatin progress
to date. Both documents were placed on file.
Mr. Backlin reported; Lloyd Erickson, living on W. Rondo Lake Rd., be-
ing ill, had requested the Village to snowplow his driveway. Since
private plowing is not village policy, a decision was made to do so
in emergency cases pxly. Mr. Backlin had secured agreement from
Jake Lundheim to County plowing- of 64th St. both sides of the free-
way. Mr. Lundheim had stated Otterlake Road be turned back to the
village. Backlin asked councils future observance in the matter as
the road should remain county responsibility.
The flanning Meeting minutes of Dec. 21, 1966 wereread and placed
on file.
Mr. Ross asked if the Village could legally purchase lane through
private agreement with land owners and not enter into bond floating
procedures. Mr. Locher stated State statute 412.211 gives the right
to land acquisition through purchase, gift, condmmnatthon or otherwise
Mr. Ross brought up the fact the 1967 Fire Contract with Lexington.
Fire Dept. has not been settled. A meeting will be held with the
department shortly.
Mr. L'Allier reported the Lino Lakes Park Bldg. has been insulated
and Mr. Dupre had partially completed enclosing the gas burner. Mr.
LeVasseur will serve as caretaker to the park at a salary of $25.00
