Members present: L'Allier, Ross aid Backlin. Clerk Zelinka was absent. The minutes of the previous meeting were read. Mothion by Backlin, second by Ross to accept the minutes as covrect. Carried. Village dog catcher, Bruce Fliming, withdrew his request for a fee in- crease, as the 1967 budget rate is set. After discussin, Ross mo- tioned to rescind Section 4 of Ordinance ,/25 and raise dog impound- ing fees from 3.00 to ,g55.00, and boarding fees from 750 to .1>1.00 per day. Second by L'Allier to adopt the ordinance. Carried. Mr. Domning presented a copy of the Municipal Court financial agree- ment for 1967 signed by Mayors Domning, Eck and Holum; Also a re- viewal from North Central Gas Co. of the gas installati)n progress to date. Both documents were placed on file. Mr. Backlin reported; Lloyd Erickson, living on Rondo Lake Rd., be- ing ill, had requested the Village to snowplow his driveway. Since private plowing is not village policy, a decision was made to do so in emergency cases pily. Mr. Backlin had secured agreement from Jake Lundheim to County plowing of 64th St. both sides of the free- way. Mr. Lundheim had stated Otterlake Road be turned back to the village. Backlin asked councils future observance in the matter as the road should remain county responsibility. The Planning Meeting minutes of Dec. 21, 1966 were read and placed on file. Mr. Ross asked if the Village could legally purchase lane through private agreement with land owners and not enter into bond floating procedures. Mr. Locher stated State statute 412.211 gives the right to land acquisition through purchase, gift, condemnatIon or otherwise. Mr. Ross brought up the fact the 1967 Fire Contract with Lexington Fire Dept. has not been settled. A meeting will be held with the department shortly. Mr. L'Allier reported the Lino Lakes Park Bldg. has been insulated and Mr. Dupre had partially completed enclosing the as burner. Mr. LeVasseur will serve as caretaker to the park at a salary of 425.00 189' a month. L'Allier had met with Herb PvIiller regarding passible pur- chase of his land. Miller is agreeable to monthly payments. Notion by L'Allier for Locher to draw up an agreement with Miller encl >sing a land option to July 1, 1967 with purchase price of >500.0O per acre or less, second by Ross. Carried. l'otion by Backlin to give L'Allier authority to present the agreement to Mr, Miller and negotiate to lower the purchase price, second by Ross. Carried. Mr. Locher stated Village Ordinance r3 embraces three state Statutes controlling cars parked in streets hampering road maintenance. If owners do not comply after notification for removal, the cars should be tagged. Mr. Gotwald reported the Richard Schuh bond check had been returned. Gotwald and Bldg. Inspector Dupre stated r'Iiller Bros. were building a house on an undersized lot in violation to the platting ordinance. Gotwald had suggested Mr. iller attend the council meeting to se- cure a needed variance. The engineer advised building permits stip- ulate the Village is not responsible for drainage or other problems incurred on building locations. Motion by Ross to grant Mr. Dupre new building permit forme. Second by Domning. Carried. i\\Ir. Ross stated "On Sale" liquor split fees should be paid on the dead line. All fees should be paid as due. At license renewal time, this subject will be reviewed. This being i-Ir. Backlins's alst meeting in office, he was commended on a fine job managing Village roads for the past 5 1/2 years. Motion by Ross, second by Backlin to pay bills. Carried. Al utefa cepted Jan. 9, 19.7 Clerk Special Meeting of the Lino Lakes Council called to order by Mayor Domning, Sattrday, December 31, 1966. Members present were Backlin, Zelinka, L'Allier. Ross absent. It was mated by Domning, second by L'Allier, that Zelinka continue to perform the full dutied of the Clerk's office until the first meeting of January, 1967. Motion carried. Discussion was held on the possible appointment of a road superin- tendent. It was moved by Domning, second by L'Allier that Roy Back- lin be hired as Road Superintendent at a salarjT of $100.+70 per month beginning January 1, 1967, with truck driving, snow plowing of other such labor performed to be billed in addition at the regular rates.
