The regular business meeting of the Village of Lino Lakes of Jan.
23, 1967, wsgs called to order at 8:00 PM by Mayor Downing. All
councilmen ad clerk present.
The minutes of the last business meeting were read and corrected.
Downing motioned to accept the minutes as corrected. Second by
Bohjanen. Carried.
The minutes of the special meeting of Ja. 17, 1967 were read and
approved. Ross motioned to approve these minutes as read. Second
by Downing. Carried.
Mr. Waldemar Hill reported on the audit, saying he would make copies
of the financial report for the councilmen.
Cash balace, start of 1966 $23,486.04
Receipts for 1966 67,663.02
Disbursements for 1966 77,874.76
End Bianca for year 113, 374.30
Mr. Hill recommended a transfer of funds to Road ad Bridges, or
combining all revenue funds into one, to avoid rehadling of monies.
The assessed valuation of Lino Lakes if $886,996.00. The mill rite
for 1967 taxes went down to 49.64 mills. The debt redemption started
with a balance of $4,764 and ended with a balance of $ 5,361.00.
Mr. Robert Martin of the Srringsted Bond Consultants was introduced
by Mayor Downing. He reqested that we approve Springsted as Village
Consultats, after a promotional explanation of his companie's service.
Mayor Downing stated we should study our present system before caking
any move to acquire a professional bond company.

The councilmen then reported as follows:
Al Ross: hd the minutes of the Planning ad Zoning meeting of Jan 18 u
read aad approved. nominations for officers will be held at the Feb.
13 meeting. Duane Klepel will be Acting Secretary. Mr. john Nelson
& Mr. Gary Perry are to appear at the next P&Z Meeting in regard to
their rei}est concerning a trailer court. Mr. Heckenliable asked
the council for more stringent cooperation regarding the enforeement
of our ordinances, especialy #32, concerning cleanliness in the Village.
Mr. Ross moved that Surfside Inc. be allowed to use the Village Hall
for Flight Ground School. Second by Downing. Carried.
L'Allier asked to have a Ordinace set up to have a Park Board. This
board to have three members working at 1, 2 and 3 years respectively.
The following names were recommended: Al Thiltgren, Luther LeVasseur
ad Jay Cox. This was mde a motion by Ross. Second by Bohjanen. Carried
The Attorney was to set this in motion.
Rosengren resorted plowing is progressing well
received of poorly plowed roads, but they were
way gloving in emergency only, possibly upon a
tr uld be considered.
Engineer Gotwald reported on a proposed frontage road on the West side
of 35E, and submitted a preliminary plan for approval. Motion for
approval of the plan was made by Rosengren. Second by L'Allier. Carried
Bohjanen has been in contact with various business and professional
persons in working out a brochure for Village Business Development.
Mr. Locher stated our Village may legally hire a part time officer
of the peace at a set wage.
After discussion, Mr. Ross motioned to increase the following insurance:
Overall village liability from $100,000 to $300,000,
To eliminate Form 26103 - the "grey area" covering personnel
To insure the Sunrise Park buildings as follow: house- $3,000. barn -
$3,000, and the warrnizg house at $5,000.
This was seconded by L'Allier. Carried.
Insurance on the Village Hall for liability caused by any individual
who is authorized to enter the building to be $10,000.
This motion was made by Rosengren. Second by Bohjanen. Carried.
Personnel Board Ordinance #43, to be put into effect by Mr. Locher.
Motion by Bohjanen. Second by L'Allier. Carried.
Clerk applications are being taken: forms available from Mrs. Michaud.
These applications are to be received by the end of January. There will
be a special meeting on Feb. 6th at 7:100 PM to approve a clerk.
Centennial JCs asked for our Village cooperation in regard to their
projects and members. Domning moved that we cooperate with them.
Sec--nded by Bohjanen. Carried. Bohjanen as then named as laison
r. ith them by Mr. Domning.
Business from the floor: Peter Scherer requested that minutes of
previous meetings be provided to persons attending meetings. This
was discussed, and will be taken up at a later date.
The bills were examined and a motion was made to pay all except
Municipal Court pending investigation of its unusual amount. Motion
by Domning. Second by Bohjanen. Carried.
Ross motioned to adiourn at 10:30 PM. Domning seconded. Carried

The Special Meeting of the Village of Lino Lakeswas called to order
at 7:10 PM Feb. 7th by Acting Mayor Ross. Members present were
Bohjanen, Rosengren, Clerk Michaud. Mr. L'Allier arrived shortly
after the meeting commenced.
A minute of silence was requested in memory of Mr. Domning's untime-
ly death. Mr. Ross stated he krill attempt to carry on the position
of Mayor to the best of his abilities.
Mr. 'r'aldemar hi11 gave a short audit report as a meeting will be
held in the future to go over the report more thoroughly. Hill's
comments and observations -ere that the records were well kept and
the treasurer's and clerk's records coincide rell.
The status of the funds are as follows:

A discussion was held regarding the special ditch assessment, and
