Minutes arproved on February 27, 1967
Regular Meeting of Lino Lakes Village Council began at 8:00 PM
February 27, 1967 with all members present.
Minutes 7.ere read of the February 13th meeting. Motion made by
Mr. Ross to approve the minutes as read. Seconded by Mr.L'Allier.
Motion carried unanimously.
Mr. Locher read letter of insurance coverage he wrote to the Village.
Mr. Rosengren will check on our fire extinguishers and have them
serviced if needed.
LiIr. Bohjanen reported on the meeting he attended with Mr. Cardinal
in Anoka on how to promote industries in Anoka County.
Mr. Bohjanen reported he was 7orking with the Centennial JCs and
they were progressing nicely.
Mr. L'Allier asked Mr. Locher to report on his findings for creating
a Park Board by ordinance. Mr. Locher felt that after reading over
the duties and the power this board would have that Lino Lakesshould
appoint a liason type of Park Board. Mr. L'Allier agreed.
Mr. L'Allier reported he attended a meeting held in Anoka Feb. 18th
consisting of the Anoka County Municipalities and Legislative mnbers
on the Rice Creek Watershed and stated a bill is being drafted.
Mr. Locher said he will check on the bill and report of anyprogress.
Mr. L'Allier retorted a bill in the legislature that would hold
parents responsible for acts caused by their children for an amount
to $ 5r0O aid su f e ted if anyone was interested in this bill that
tney shc5uld write elr representatives .
February 27, 1967 Meeting Continued
Jr. L'Allier reported on the Local Consent Law and it was felt that
we would lose authority and he made a motion that Lino Lakes goes
on record to oppose the Local Consent Law. Seconded by Mr. Bohjanen.
Passed unanimously. Mr. L'Allier to draft letter.
Mr. L'Allier discussed the PERA bill. Mr. L'Allier made a motion
that Lino Lakes goes on record to oppose this bill. Mr. B tijanen
seconded the motion. Motion passed unanimously. Mr. L'Allier to
draft this letter also and it was felt both opposed bills could
be combined in one letter.
Letter was read opposing Metro Government bill written by Mr. L'Allier
and accepted by council.
Mr. Rosengren stated snow plowing was going smoothly and soon culvert
would have IQ be opened. Mr. Rosengren would check on some trouble
Mr. Elmer B""'was having on Nancy Drive.
The Clerk read the minutes of the Pa Commission.
Mt. Card nal made motion toappoint Roy Stanley to the P&Z Commisdon
Seconded by Mr. Ross. Motion carried unanimously.
Mr. Gotwald asked if it would be proper for the Village tocontract
for gravel rather than advertise for bids. Mr. Rosengren made motion
to contract for gravel for the year 1967. Seconded by Mr. Cardinal
Motion carried unanimously.
Mr. Locher read a letter regarding the request of the AT &T to con-
struct a tower in the SE corner of our Village. He stated a special
use permit would be necessary. Motion made by Mr. Ross that the
request be handled by the P&Z Commission on March 15th at an open
hearing. Seconded by Mr. Bohjanen. Motion carried unanimously.
Mr. Dupre is to post notices.
Mr. Raymond reported the need of a 3rd patrolman. Mr. Ross stated
this was in the budget and the name would be Assistant to Constable.
Mr. Raymond stated to equip the new job it would cost the Village
$184.00. He asked for permission to make up their own first aid
it.. Mr. Raymond requested an oxygen tank costing $107.00 for the
patrol car. Motion made by Mr. Rosengren to let the Police Dept
purchase tie necessary supplies. Seconded by Mr. L'Allier. Motion
carried unanimously.
Motion made by Mr. L'Allier that Review Board accept, screen and
make recom_:endations on applicants for Deputy Clerk and Assistant
to Constable, and that applications must be made before 22nd of
March so to enade Review Board to make selections before the
March 27th regular Village meeting. Mr. Rosengren seconded the
Motion. Motion passed unanimously.
Mr. Ross brought up the 3.2 Beer Ord. and stated only a resident
of the Village could now sell 3.2 beer on .r off sale. Mr. Rosen-
gren made motion that the 3.2 Beer Ord be changed to read that
a person applying for a 3.2 Beer license both on or off sale shall
be a re dent of Mi:llesota whereas it stated he must be a resident
of the lage of Lino Lakes. Mr. L'Allier seconded. Motion passed
unanimously.

Mr. Locher reported on the Snowmobile Ord. that Blaine has adopted.
It was felt Lino Lakes should wait until the State Legislature
makes a law on Snowmobiles.
Mr. L'Allier returned check for $300.00 made out to Arnold Thies.
Mr. Pete Scherr asked for a CD report. Mr. Juleen did not have
report. Mr. Juleen asked when the Village would quit plowing
the rinks.
Mr. Rosengren made motion that the Village stop plowing snow
from the rinks for the remainder of this winter. Mr. Cardinal
seconded the motion. Motion carried unanimously.
Mr. Pete Scherr asked for extra minutes of the meeting to be
made available to the people in attendance. It was left up the
the Clerk's discretion.
Bills were presented and all approved. Motion made by Mr. Rosengren
to pay allbills. Seconded by Mr. L'Allier. Motion passed unanimously.
Discussion made about the Village not having a mail box. Motion
made by Mr. Ross, and seconded by Mr. Rosengren to let the Village
Clerk secure a box for the Village Hall. Motion carried unanimously.
Motion made to adjourn at 9:45 PA by Mr. Rosengren. Seconded by
Mr. Bohjanen.Motion carried unanimously.
