Regular meeting of the Village of Lino Lakes was called to order with all members
present at 8 :00 PM, March 27, 1967.
Minutes of the March 13, 1967 meeting were read. Motion made by Mr. Bohjanen to
approve minutes as corrected. Seconded by Mr. L'Allier. Motion passed unanimously.
Minutes of the Review Board were read by Village Clerk. Review Board recommended
that in the future they be given more time to condider applicants.
Mr. Bohjanen made a motion to appoint June
Mr. Cardinal. Motion passed unanimously.
Motion made by Mr. L'Allier to appoint Mr.
Constable. Mr. Ross stated that it should
must comply with conditions stated in Ord.
Motion carried unanimously.

Mr. Bohjanen made a motion that in the future when a position in the Village is
open that the Review Board be given extra time to enable them to interview candi-
dates. Seconded by Mr. Ross. Motion carried unanimously.
Letter from Mr. Rehbein read regarding his bid for Village road work with his
grader. Mr. L'Allier made a motion that this letter be filed at this time and
taken into account at the end of 1967, when contracts are acted upon. Seconded
by Mr. Cardinal. Motion carried unanimously.
Mr. L'Allier stated he was out of town and missed the County meeting. Mr. L'Allier
made a motion that Mr. Cardinal be designated as alternate to attend the County
meetings. Seconded by Mr. Bohjanen. Motion carried unanimously.
Mr. Bohjanen reported on his meeting with the County Planning Committee, and
passed out his rough copy of the Village Information Guide.
Mr. Rosengren stated his department will be posting some roads at 5 tons and some
at 3 tons, and will go over with Mr. Gotwald if agreeable with Council.
Mr. L'Allier made a motion that Mr. Rosengren be given authority to post road
limits as he and Mr. Gotwald see fit. Seconded by Mr. Cardinal. Motion carried
unanimously.
Mr. Rosengren asked for an additional tractor for cutting of grass and road work.
Mr. Ross stated that Mr. Houle could get an additional tractor and man for $5.00
per hour. Mr. Ross stated Mr. Houle would continue the job of weed inspector this
year; however, Mr. Houle felt he probably would not take the job after 1967.
Mr. Rosengren asked Mr. Locher if a Village can own cemetery ground and a dump.
Mr. Locher said they could hold cemetery grounds but at the meeting could find
nothing about dumps. Mr. Locher stated dumps are being investigated by the State
Water Pollution Control Board and their rules are strict. He advised that if we
secured land for a dump, Lino Lakes should check with this board. Mr. Ross
turned this matter over to Mr. Cardinal and the P&Z Commission.
Mr. Rosengren reported on the Forest Lake School Board meeting. Mr. Ross and Mr.
Bohjanen also attended. Mr. Rosengren stated no value was set on this land by
the School Board.
Minutes of the P&Z Commission were read pertaining to the AT &T Tower. Mr. Ross
asked Mr. Locher to read letter renaming the tower from Centerville Relay Tower
to Lino Lakes Relay Tower. Mr. Edward F. Barnicle, Jr., Area Attorney of AT&T

informed the Council that construction would start within 45 days and completion
would be within one year. Mr. Barnicle answered several questions from the floor
and informed the council that the FAA approved' the tower and it would not inter-
fere with the Rice Lake Seaplane Base. Mr. Cardinal made a motion that the AT&T
be given a special use permit to construct a 165 foot tower and building with the
stipulation that construction be started within 90 days and completed within one
year.. Seconded by Mr. Bohjanen. Motion carried unanimously.
Minutes of the P&Z Commission were continued.. Mr. Cardinal asked Mr. Dupre
regarding a trailer permit and Mr. Dupre said he was going to extend this permit
for another 90 days. Mr. Dupre reported on some buildings which he red-tagged
near the Michaud property. Mr. L'Allier made a motion to table this and bring
it up at the next meeting. Seconded by Mr. Cardinal. Motion carried unanimously.
County Road 54 was discussed and Mr. Gotwald reported on his work with County and
State Engineers. Motion made by Mr. L'Allier that Mr. Gotwald and Village Clerk
get together and write the State Engineer stating the Lino Lakes Village Council
wished the project completed in line with the recommendations of the adjacent
property owners. Seconded by Mr. Cardinal. Motion carried unanimously.
Mr. L'Allier made a motion that the Village of Lino Lakes pay $184.00 to equip
the new Assistant to the Constable. Seconded by Mr. Bohjanen. Motion carried
unanimously.
Mr. Ross thanked the Review Board for their outstanding work.
Mr. Blaylock reported on the Circle Pines Utility Commission.
Mr. Ross stated he has received a few phone calls concerning the Centennial JC's
survey. Mr. Ross felt the code used by the JC's could identify the people who
filled out the survey. Mr. Bohjanen stated this was not intended. Mr. L'Allier
made a motion that Mr. Bohjanen invite someone from the JC's to come to the next
regular meeting to explain the codes used. Seconded by Mr. Cardinal. Motion
carried unanimously.
Mr. Dupre reported on wrecked cars in the Village. Mr. Ross said he would ask
the Constables to follow up.
Village Clerk Norman Miller reported that hews informed by Mr. Lind of AT &T
that residents in the Village of Lino Lakes should enjoy toll -free service by
this fall between 784 and 429 exchanges.
Mr.' Houle reported on the Forest Lake Hospital stating the mill rate was going
down to 3.87 for the year. Mr. Ross commended Mr. Houle on his good work on
this board and thanked him.
Bills were presented. Mr. Rosengren made motion to approve bills. Seconded
by Mr. Cardinal. Motion carried unanimously. Motion made by Mr. Rosengren to
adjourn at 10:00 PM. Seconded by Mr. Cardinal. Motion carried unanimously.

A special meeting was called for 8:15 PM March 29th at the Village Engineer's
office on Hwy 96. All members were present with the exception of Mr. Rosengren.
Mr. Donald Carley and Mr. George Gotwald explained a tentative plan for a sanitary
sewer system in the Village of Lino Lakes should there be a need for same at a
future date. It was stated at the meeting that while Lino Lakes at this time does
not need a sewer it was vise to have discussions and have this sewer survey for
future use.
Since our village letterheads are almost exhausted, securing new letterhead and
printing of the information guide were discussed.
Meeting was over shortly after 10:00 PM.

Regular Meeting of the Village of Lino Lakes was called to order at 8:00 PM April 10,
1967 with all members present.
Minutes of the March 27th meeting were read. Motion made by Mr. Rosengren to approve
minutes as read. Seconded by Mr. Bohjanen. Motion carried unanimously.
Minutes of March 29th special meeting were read. Motion made by Mr. Cardinal to
approve minutes as read. Seconded by Mr. L'Allier. Motion carried unanimously.
It was reported that during March the Police Dept. traveled 1063 miles and had a
total of 204 hours.
Letter addressed to Council by Neil Banta and Clyde Rehbein regarding some land to
be sub - divided was turned over to the P&Z Board. Motion to this effect made by Mr.
L'Allier. Seconded by Mr. Rosengren. Motion carried unanimously.
Mr. L'Allier reported on the Multi- purpose Service District and Local Consent Law.
He also discussed House Bill No. 1764 dealing with gross earnings tax and felt we
should instruct our legislators to delete the portion of -the bill stating that a
Village had to have over 5000 population. Mr. L!Allier made a motion that we go on
record with our legislators expressing our feelings on these bills. Seconded by Mr.
Ross. Passed unanimously.
Mr. L'Allier stated a bill was introduced regarding Municipal control over County
and Judicial Ditches lying within its boundaries. Mr. L'Allier made a motion to ask
Senator Greig to support this bill. Seconded by Mr. Cardinal. Motion carried
unanimously.
Mr. Bohjanen reported on the April 5th meeting of the Community and Business Develop-
ment Commission of Lino Lakes.
Mr. Bohjanen stated Mr. Lawrence Marvey was present and discussed some of his future
plans. The Rice Creek Watershed program was also discussed. Mr. Locher stated he
had heard nothing since September or October of 1966 regarding the Watershed.
