Rosengren (R&B) Minutes approved April 10, 1967. 100.00 37.60 14.10 24.70 7ZZ/we-I,- 9A4-16' Clerk. 209 A special meeting was called for 8:15 PM March 29th at the Village Engineer's office on Hwy 96. All members were present with the exception of Mr. Rosengren. Mr. Donald Carley and Mr. George Gotwald explained a tentative plan for a sanitary sewer system in the Village of Lino Lakes should there be a need for same at a future date. It was stated at the meeting that while Lino Lakes at this time does not need a sewer it was vise to have discussions and have this sewer survey for future use. Since our village letterheads are almost exhausted, securing new letterhead and printing of the information guide were discussed. Meeting was over shortly after 10:00 PM. Minutes approved April 10, 1967. Clerk. Regular Meeting of the Village of Lino Lakes was called to order at 8:00 PM April 10, 1967 with all members present. Minutes of the March 27th meeting were read. Motion made by Mr. Rosengren to approve minutes as read. Seconded by Mr. Bohjanen. Motion carried unanimously. Minutes of March 29th special meeting were read. Motion made by Mr. Cardinal to approve minutes as read. Seconded by W. L'Allier. Motion carried unanimously. It was reported that during March the Police Dept. traveled 1063 miles and had a total of 204 hours. Letter addressed to Council by Neil Banta and Clyde Rehbein regarding some land to be sub - divided was turned over to the P&Z Board. Motion to this effect made by Mr. L'Allier. Seconded by Mr. Rosengren. Motion carried unanimously. Mr. L'Allier reported on the Multi- purpose Service District and Local Consent Law. He also discussed House Bill No. 1764 dealing with gross earnings tax and felt we should instruct our legislators to delete the portion of-the bill stating that a Village had to have over 5000 population. Mr. L!Allier made a motion that we go on record with our legislators expressing our feelings on these bills. Seconded by Mr. Ross. Passed unanimously. Mr. L'Allier stated a bill was introduced regarding Municipal control over County and Judicial Ditches lying within its boundaries. Mr. L'Allier made a motion to ask Senator Greig to support this bill. Seconded by Mr. Cardinal. Motion carried unanimously. Mr. Bohjanen reported on the April 5th meeting of the Community and Business Develop- ment Commission of Lino Lakes. Mr. Bohjanen stated Mr. Lawrence Marvey was present and discussed some of his future plans. The Rice Creek Watershed program was also discussed. Mr. Locher stated he had heard nothing since September or October of 1966 regarding the Watershed. 210 The C&BDC made a resolution that Mr. Bohjanen be our recommended laison the Anoka Planning Commission when it materializes. Mr. Ross said Mr. Bohjanen should also be laison to the Rice Creek Watershed Board. Motion so made by Mr. L'Allier. Seconded by Mr. Ross. Motion carried. Mr. Bohjanen did not vote. Mr. Bohjanen reported on letters received from the Postmaster General and Mr. Clark McGregor regarding legal postal address of the Village of Lino Lakes and read resol- ution from C&BDC regarding same. Mr. L'Allier, made a motion that the Council approves the use of the postal address of Lino Lakes and the proper zip code. Seconded by Mr. Cardinal. Motion passed unanimously. Resolution was read from the C&BDC against the purchase of land on the corner of Hwys 8 and 242. A discussion developed and Mr. L'Allier made a motion that this resolution be tabled until after the next meeting the of C&BDC to enable them to reword their resolution. Seconded by Mr. Cardinal. Motion passed. Mr. Bohjanen did not vote. Mr. Krogh of the Centennial JCs spoke and explained the code used on their question-- - aire in the Village. Mr. Bohjanen reported that the Information Guide could be in the hands of the printer the comming week. Mr. Ross said the CD would be willing to distribute the guide and various ordinances if they would be printed. Mr. L'Allier made a motion that Mr. Bohjanen be given authority to get sufficient number of maps and ordinances and have the guide printed for distribution. Seconded by Mr. Cardinal. Motion carried unanimously. Mr. Rosengren reported about dumping on roads. Mr. Locher reported that taxes will go up because of the cost of cleaning and if it is not cleaned up others will use the same area. Mr. Ross instructed Mr. Rosengren to have trash along the roads picked up Mr. Rosengren made a motion to have a street light installed in front of the Hall and eliminate the security light that we are renting from NSF'. Seconded by Mr. Ross. Vote as follows: Mr. Bohjanen Nay. Rest of Council Aye. Motion carried. Mr. Ross suggested that the Council study other requests in the Village for Street Lights. Mr. Rosengren stated he would like to purchase about 5 or 6 culverts to be used in trouble spots in the Village. Mr. L'Allier made a motion that Mr. Rosengren purchase the culverts that he needs after he talks with Mr. Gotwald. Seconded by Mr. Cardinal. Motion carried unanimously. Mr. Gotwald stated he was watching the County Road 54 problem and he also discussed the Rice Creek Watershed. Mr. Ross made a motion that we request the County Commis- sioners to express their opinion tbn the Rice Creek Watershed and also inform them that Mr. Bohjanen will represent Lino Lakes at any future meetings on this project. Secon --- ded by Mr. L'Allier. Motion carried unanimously. Mr. McShannock on Hwy 49 wanted to know why he had to live between two dumps. Mr. Ross stated the Constables had issued warnings. Motion made by Mr. Ross that the Village write letters to all concerned and inform them of fines and the ordinances. Seconded by Mr. Bohjanen. Motion carried unanimously. Mr. Paul Videen of Oak Lane Development asked that he be given cost figures on fix- ing up roads in that area to bring them up to Village standards. Mr. L'Allier made a motion that the P&Z Commission discuss Mr. Videen's problem and they should make recommendations to the Council. Seconded by Mr. Cardinal. Motion carried unanimously. 2 Bills were presented. Motion made by Mr. Rosengren to pay all bills. Seconded by Mr. Cardinal. Motion carried unanimously. Mr. Rosengren made motion to adjourn at 10:20 PM. Seconded by Mr. Cardinal. West 175,_00 Minutes approved Meeting of April 24th, 1967. gt___r Clerk. The regular meeting of the Council of the Village of Lino Lakes was called to order by Mayor Ross at 8:00 PM April 24, 1967, with all members present. The minutes of the April 10th meeting were read and a motion was made by Mr. Rosengren to approve the minutes as read. Seconded by Mr. Bohjanen. Motion passed unanimously. A letter was read from the NSSSD regarding sewer in the Blaine area touching the limits of Lino Lakes. Mr. L'Allier made a motion that the letter be turned over to the Village Engineer and that he watch the situation regarding Blaine and NSSSD. Motion was seconded by Mr. Cardinal. Motion carried unanimously. A letter from Mr. Pete Scherer was read regarding CD and lighting of Village streets. Mayor Ross asked for any comment. Hearing none, he requested the letter be filed.
