The regular meeting of the Council of the Village of Lino Lakes was called to order
by Mayor Ross at 8:00 PM April 24, 1967, with all members present.
The minutes of the April 10th meeting were read and a motion was made by Mr. Rosengren
to approve the minutes as read. Seconded by Mr. Bohjanen. Motion passed unanimously.
A letter was read from the NSSSD regarding sewer in the Blaine area touching the
limits of Lino Lakes. Mr. L'Allier made a motion that the letter be turned over to
the Village Engineer and that he watch the situation regarding Blaine and NSSSD.
Motion was seconded by Mr. Cardinal. Motion carried unanimously.
A letter from Mr. Pete Scherer was read regarding CD and lighting of Village streets.
Mayor Ross asked for any comment. Hearing none, he requested the letter be filed.

Minutes of the Park Board were read. Members of the Park Board visited all of the
parks and made suggestions as to the purchase of additional equipment.
Mr. L'Allier made a motion that the Centennial League be granted permission to use
park facilities from May 23rd through the 3rd week of July between 6 and 8:30 PM.
Seconded by Mr. Bohjanen. Motion passed unanimously.
Mr. L'Allier made a motion that the Lino Lakes Mothers Club be permitted to play
bingo April 29th at the Lino Lakes School. Seconded by Mr. Rosengren. Motion
carried unanimously.
Mr. L'Allier reported that he had talked to both Ray Johnston and Tom Greig over
House Bill 1764 (Gross Earnings Tax Bill) and the Multi- Purpose Service District,
and he informed them of a unanimous motion passed by the Council voicing their
opposition to the Multi - Purpose Service District and requesting that part stating
that villages must have over 5000 population to derive benefits from House Bill 1764
(Gross Earnings Tax Bill) be stricken from that Bill.
Mr. L'Allier had a letter read from Senator Mondale and also one from Adrian Winkel
regarding the post office address of Lino Lakes. Mr. Winkel felt that Lino Lakes was
not ready at this time for its own post office. Mr. L'Allier suggested that residents
of Lino Lakes write their representative about securing one mailing address for the
entire Village.
Mr. Bohjanen discussed the Lino Lakes Treatment Center and stated that it cost the
Village approximately $1000.00 per year in police protection. Mayor Ross stated
Sheriff Talbot informed him that his force spent between 10 and 12 hours at the
center per week.
Mr. William Bohjanen introduced the following resolution and moved for its
adoption:
WHEREAS, the Village of Lino Lakes has expended considerable monies to police the
State of Minnesota Lino Lakes Youth facility and escapees therefrom since the opening
thereof, as evidenced by the attached time sheet; and
WHEREAS, during the past operation of such facility, the Council feels that there
have been inadequate internal security measures therein to prohibit the escape of
those confined therein; and
WHEREAS, the escapees from such facility have often terrorised inhabitants of the
Village of Lino Lakes, vandalized properties of, stolen property from and caused
severe loss to residents of the Village of Lino Lakes; and
WHEREAS, the residents of Lino Lakes live in fear of the escapees or potential
escapees from the said facility as presently operated to the extent that many residents
refuse to unlock, open or answer their doors in the evenings;
NOW THEREFORE, BE IT RESOLVED, by the Village Council of the Village of Lino Lakes,
Anoka County, Minnesota, as follows:
The Village Council of the Village of Lino Lakes, Minnesota strenuously supports the
immediate increase and betterment of internal policing and methods thereof in the
Lino Lakes State Youth Center, and also, as strenuously, opposes any increase in the
use of such facility, and especially any change of the use thereof to include the
treatment of "hard- core" juvenile offenders, without adequate prior provisions being
made to internaij y police the said operation, and in fact, this Villge Council favors
increase in and betterment of such internal policing even if there is no increase in
or change of usage of such facility, to prevent the occurance of the past problems
created by escapees since the operation of such facility.

The motion was seconded by Mr. L'Allier. Motion passed unanimously.
Mr. Bohjanen stated all of the ordinances, map and Information Guide would be
ready for distribution at the end of the week.
Mr. Bohjanen stated Mr. J.D. McKay, Fiald Representative of Business and Industrial
Service, State of Minn., would speak at their C&BDC meeting May 3rd at 8:00 PM.
Mr. Bohjanen stated he had some requests for street lights in the Village. Mayor
Ross said the list should be turned over to Henry Rosengren.
Mr. Cardinal had a letter read regarding some street lights from Pete Scherer. , Mr.
Ross stated that the Village Council will be checking on all lighting in the Village.
Mr. Rosengren reported on the securing of a gasoline tank in the Village to be in-
stalled underground. He was requested by Mayor Ross to secure more bids.
Mr. Bohjanen stated he was requested by the residents in the Hwy 49 and Linda St.
area for a culvert to eliminate water standing and causing a hazard. Nr. Rosengren
stated he °would contact the State of Minnesota.
Mr. Rosengren stated there was an eye -sore garage on 6965 Sunrise and asked if some-
thing cou7_d be done ,o remove it. Mx. Dupre said Lha t '_le tried to do something before
gut the owner was in The Veterans Hospital. Pv1r. L'Allier made a motion that Mr.
Locher handle this problem. Mr. Rosengren seconded the motion. Motion carried
unanimously.
Mr. Locher stated he would checkinto the gas tax paid in the past by Lino Lakes.
Mr. Bohjanen suggested that the Village also secure some type of time clock for the
employees in the Village.'
Mr. Cardinal had a letter read from the P&Z Board stating that they were against any
dump in the Village unless approved by all owners around such a project.
Mr. Neil Banta and Mr. Clyde Rehbein's proposal for sub - diving land was discussed
by Mr. Cardinal. Mr. Cardinal made a motion that Mr. Banta and Mr. Rehbein be per-
mitted to sub - divide their land according to the sketch furnished in accordance with
variance of Ordinance 21 -A as allowed therein and that they must make provisions so
that vehicles would not back out on the County Hwy as requested by County Officials
and that the Village of Lino Lakes bp- furnished a final survey of the sub - divided
lots. Seconded by Mr. L'Allier. Motion carried unanimously.
Mr. Paul Videen spoke again in his behalf regarding the roads in the Oak Lane area.
Members of the Council felt that his proposal that the Village black -top his area and
assess the cost against the eventual owners by an assessment bond would tie up our
bonding power. Mr. Bohjanen suggested that we defer action at this time and seek
other avenues to satisfy the Council and Mr. Videen. Mr. Cardinal made a motion that
the Council give Mr. Videen's proposal more study and he should appear back before the
P&Z and he should also have the Village Engineer look over the land for more outlets.
Seconded by Mr. L'Allier. Motion carried unanimously.
Mr. Ray Jonna oii W66 introduced and he spoke to all present about the Metro bills and
other bills concerning our area. A question and answer period followed.
Mr. Blaylock gave a short report on the Circle Pines Utility Commission.
Mr. Lee Robinson presented a plot to the Council for consideration. Mr. L'Allier
made a motion that Mr. Robinson appear before the P&Z Board and also contact the
Engineer. Seconded by Mr. Bohjanen. Motion carried unanimously.

Mr. Al Dupre stated he would like the Village Attorney to contact Mr. Dick Olson
to either start his home in 30 days or move his trailer out. Mr. Locher will handle.
Mr. Blomggist of Hwy 49 and County Road J also presented a request to sub — divide

some land at that area. He was asked to appear before the May 17th meeting of the
P&Z Board.
Mr. Burque showed a plot and was requested to appear before the P&Z Board on May 17th.
Mr. Ron Jaworsky discussed the road limits in the Village from a citizen's standpoint.
Miss Candy Bohjanen stated that the Village did not have a flag displayed. Mr.
L'Allier made a motion that Mr. Bohjanen be given authority to purchase a flag for
the Hall. Seconded by Mr. Cardinal. Motion passed unanimously.
Mr. Pete Scherer asked that the CD Director be reimbursed for his work so that more
things could be accomplished by the CD in the Village.
Mr. Rosengren made a motion that all bills be paid. Seconded by Mr. L'Allier.
Motion carried unanimously.
Mr. Bohjanen made a motion to adjourn at 10:30 PM. Seconded by Mr. L'Allier.

A Special Meeting with Mssrs. R. Sha, J. Trapp, D. Knoll, J. Swanson, E. Ramsdell,
D. Lessner, and T. Forsberg from Blaine, NSSSD and our entire Council was called
to order at 7:30 PM May 8th:
Blaine Council presented a plan for storm sewers in the East Side of their Village
that would also drain approximately 68 acres of Lino Lakes. The overall cost for
this drainage would be $990.00 per acre if Lino Lakes participated and more for Blaine
if we did not participate.
Blaine asked for a resolution from Lino Council to the following effect:
How much area of Lino Lakes is going to contribute water to Sunset Avenue so that
they can size their pipes accordingly; also if we wished to participate.
