Blaine also discussed Sanitary Sewers and asked if Lino Lakes would like to connect
or reserve space in the interceptor through their village.
A motion was made by Mr. L'Allier to turn this matter over to the Village Engineer
for his study and recommendation prior to Blaine's hearing and also in time for our
special meeting to be held on May 15th at 8:00 PM. Also Mr. Gotwald is to study
Blaine's request on the sanitary sewer usage by Lino Lakes adjacent to their village
and this to be presented to the Lino Lakes Council at the May 15th special meeting.
Seconded by Mr. Cardinal. Motion passed unanimously.

The regular meeting of the Village of Lino Lakes was called to order on May 8th at
8:10 PM with all members present.
The minutes of the April 24th meeting were read. Motion made by Mr. Rosengren to
accept minutes as corrected. Seconded by Mr. Cardinal. Motion carried unanimously.
Letter from AT &T was read commending Lino-Lakes on its prompt and courteous help in
their obtaining a special use permit.
Mr. L'Allier stated that a Park Board meeting would be held on May 22nd and everyone
was invited to attend.
Mr. L'Allier reported he received a complaint that people were dumping on Rolling
Hills Drive and 24th Ave. So. Mayor Ross assured the property ow iers in this area
tbat measures would be taken to eliminate this.
Hr. Rosengren reported that the State would be working on L ._ ul St. to correct, the
crater standing in that area. Mr. Rosengren said he would report on street lighting
at the next meeting.
Mr. Bohjanen reported on the C&BDC meeting held in the Village Hall on May 3rd. He
also stated the C&BDC still felt that the corner of Hwys 8 and 242 should be used for
commercial property rather than for a park. The C&BDC felt that they still were not
satisfied with the Circle Pines mailing address and they will continue to check on
this.
Mr. Bohjanen stated that the VFW would present the Village of Lino Lakes a US flag
at its next meeting.
Mr. Cardinal had the P&Z meeting minutes read. The P&Z approved plats from Lee
Robinson and Fran Burque.
Motion made by Mr. Cardinal that the Council of Lino Lakes permit Lee Robinson to
develop his plat as approved by the P&Z Board and that this approval is given with
the provision that the plat is approved by the Village Engineer and that Mr. Robin-
son furnishes a topography map of the entire piece of ground. Also that Mr. Gotwald
will show his approval by letter to Mr. Robinson and the Village. Seconded by Mr.
Bohjanen. Motion carried unanimously.
Mr. L'Allier made a motion that Mr. Fran Burque be permitted to develop his plat as
approved by the P&Z Board and that this approval is given with the provision that
the plat is approved by the Village Engineer and that Mr. :B .$ r) furnishes a
topography map of the entire piece of ground. Also that Mr. Gotwald will show his
approval by letter to Mr. Burque and the Village. Seconded by Mr. Rosengren.
Motion carried unanimously.

Mr. Cardinal complained that some members of the P&Z Board were not showing up for
as long as three consequtive meetings, and he further stated if they do not show up
at the next meeting he would replace them.
A letter was read from Milner W. Carley regarding future sewers in the Village and
same will be discussed at the May 15th special meeting.
Mr. Locher stated that some Villages have an ordinance for plotting that 10% of
the value of the land is placed in a park fund for parks in that area.
Mr. Locher discussed the nuisance ordinance and defined all conditions.
Mr. Locher discussed the gas taxes paid to both State and Federal and requested that
we go after the Federal tax paid for the last three years.
Mr. Locher stated the plu3nbing and heating code would be available after June 1st.
Mr. Blaylock reported on the Circle Pines Utility Commission and questioned an amount
in excess of $1,500 charged to Lino Lakes, which was legal fees to fight the gas
issue. Mr. Blaylock requested an Attorney General's ruling. Motion made by Mr.
Bohjanen that Mr. Locher secure such a ruling. Seconded by Mr. L'Allier. Motion
passed unanimously. Mr. Bohjanen stated that a feasibility study was made and the
cost was charged against Lino Lakes in excess of $2400, and he stated that he never
saw the study. Mr. Ross asked Mr. Blaylock to take up with the commission.
Mr. Bohjanen informed the Council that the fire contract with Lexington had not been
signed as yet.
Mr. Ross reported the Police traveled 1357 miles in April and Mr. West and Mr.
Raymond had 102 1/4 hrs. and Mr. Myhre had 55 1/4 hours.
Mr. Herb Johnson complained about the trees near the church on Sunrise Avenue. Mr.
Rosengren said he would take care of this.
Mr. Dick Olson asked for an extension of the permit for his trailer on Hwy. 8. Mr.
Olson complained about a dump on some property owned by Mr. Russ Obernolte on Hwy 8
next to his property. Mr. Locher was instructed to write a letter.
Mr. George Harrison of the Youth Center invited the Council to tour the Center.
Mr. George Verley of Union. Gospel Mission said he would have the wrecked autos
removed from their land by the end of the week.
Mr. Pete Scherer spoke about dumping and asked that the ordinance be made stricter
if possible; also about road conditions in the Village.
Mrs. Bohjanen stated she felt that if good gravel roads were put in by a developer
at the time he developed land and we assessed the property owners at a later time
for blacktop street this should be sufficient. Mayor Ross stated he felt the
contractor should be made to put in the completed streets and not tie up our
bonding powers.
Mr. Ron Jaworski spoke on ditches not draining on 4th Avenue.
Mr. Scherer stated that a road sign was laying on the ground on 64th Street.
Mr. Bohjanen asked that ge Village secure a time clock for its employees.
Mr. L'Allier made a motion that the Clerk inform all departments that employees of
the Village of Lino Lakes be instructed to include starting times, quitting times,

the area in which they worked, and total hours. This is not to incldde the Police
Force. Seconded by Mr. Bohjanen. Motion carried unanimously.
Motion to pay the bills as rendered made by Mr. Rosengren. Seconded by Mr. L'Allier.
Motion carried unanimously.
Motion to adjourn at 10:10 PM. made by Mr. Bohjanen. Seconded by Mr. Ross. Motion
carried unanimously.

Special Meeting of the Village of Lino Lakes was called to order by Mayor Alfred
Ross at 8:10 PM May 15, 1967. Members present were Alfred Ross, Ralph L'Allier,
William Bohjanen, Andrew Cardinal, George Gotwald and Norman Miller. Members absent
were Henry Rosengren and Landol Locher.
The purpose of this meeting was to discuss storm and sanitary sewer propositions
made by Blaine to the Village of Lino Lakes.
Mr. Donald Carley, one of our consulting engineers, stated that they had no written
proposal from Blaine, however, in the limited time he had to study the proposal he
felt that only about 14 acres would be drained toward Blaine at the most, and the
rest of the Village could be drained toward Rice Lake by our own system.
Mr. L'Allier felt if any motion was made by our Council to put any acres into
Blaine's storm sewer system it would leave us open to a lawsuit from property
owners who border Rice Lake.
