Clerk
Special Meeting of the Village of Lino Lakes was called to order by Mayor Alfred
Ross at 8:10 PM May 15, 1967. Members present were Alfred Ross, Ralph L'Allier,
William Bohjanen, Andrew Cardinal, George Gotwald and Norman Miller. Members absent
were Henry Rosengren and Landol Locher.
The purpose of this meeting was to discuss storm and sanitary sewer propositions
made by Blaine to the Village of Lino Lakes.
Mr. Donald Carley, one of our consulting engineers, stated that they had no written
proposal from Blaine, however, in the limited time he had to study the proposal he
felt that only about 14 acres would be drained toward Blaine at the most, and the
rest of the Village could be drained toward Rice Lake by our own system.
Mr. L'Allier felt if any motion was made by our Council to put any acres into
Blaine's storm sewer system it would leave us open to a lawsuit from property
owners who border Rice Lake.
218
Dick Sha of Blaine said possibly we could defer payment for as long as 10 years.
Mr. L'Allier felt that at this time Lino Lakes did not wish to put any set amount
of acres to drain into Blaine's system, however, in the future Lino Lakes may want not
to put from 0 to 14 acres in Blaine's system, but Lino Lakes did not wish to commit
ourselves at this time.
Mr. Sha and Mr. Listner of Blaine felt that this was what they wanted to hear from
the Village of Lino Lakes and they could now prepare for their hearing on this issue.
Sanitary sewers were discussed and upon the recommendation of Mr. Donald Carley Mr.
L'Allier made a motion that the Village of Lino Lakes request NSSSD to reserve 4.12
CFS at Point "B" of their map for sanitary sewer use and in conjunction with Blaine
ask NSSSD to build their line to North Road and Sunset. Seconded by Mr. Bohjanen.
Motion carried unanimously.
Mr. Gotwald was asked to check into Mrs. Michaud's request for a motion against
White Bear Lake draining their storm sewers into the Rice Lake chain and bring up
at the next Council meeting.
Mr. Bohjanen made a motion that Mr. L'Allier be put on the Anoka County League of
Municipalities Board of Directors as representative from Lino Lakes. Seconded by
Mr. Cardinal. Motion carried unanimously.
Mr. Bohjanen made a motion that the Village Treasurer be allowed to cash in $1500.00
of CDs and put the money into the general fund. Also all of the money drawn out
should be put back into CDs as soon as our draw comes in July. Seconded by Mr.
Cardinal. Motion carried unanimously.
Mrs. Dennis Houle, who is a 4H leader, asked through Mayor Ross if Lino Lakes
would be interested in having the 4H plant some trees in the parks next year. Mr.
L'Allier made a motion that the Village Clerk instruct Mrs. Houle tht we would
appreciate having the 4H plant trees in our park system and that a letter to this
effect be written to her and also express our thanks. Seconded by Mr. Bohjanen.
Motion carried unanimously.
