The regular meeting of the Village of Lino Lakes was called to order at 8:00 PM July 10th. Members present were Alfred Ross, Henry Rosengren, William Bohjanen and Andrew Cardinal. Ralph L'Allier was absent due to his being on vacation. Minutes of the June 26th meeting were read; minutes from the Board of Equalization dated June 27th and minutes from Special Meeting dated July 1st were read. Motion made by Mr. Bohjanen to accept minutes as corrected. Seconded by Mr. Rosengren. Motion carried. Letter from the State Engineer read regarding the hazard on Hwy 8 and Hwy 326. Mr. Ross asked Mr. Rosengren to check to see if a street light is needed at this intersection. Certificate read from County Assessor stating Mrs. Sarner completed assessing in the Village of Lino Lakes. Mr. Rosengren made a. motion to file the certificate. Seconded by Mir. Cardinal. Motion carried. C&BDC minutes read. Mr. Bohjanen asked that the program to study roads in the Village start as soon as possible. Mr. Ross asked Mr. Cardinal to take up at the next meeting of the P&Z on July 19th. Mr. Cardinal stated he would do this. Mr. Bohjanen asked that the grass at Lino Park be cut. Mr. Juleen stated from the floor that Lino Lakes did not have the proper equipment. Mr. Bohjanen made a motion that Mr. Rosengren and Mr. Juleen rent the needed equipment if necessary and have the grass at the ball park cut. Seconded by Mr. Cardinal. Motion carried. Mr. Rosengren said he would have gravel hauled now as the contractor was not so busy. Mr. Bohjanen made a motion that the Village of Lino Lakes secures gravel as it needs within reason. Seconded by Mr. Cardinal. Motion carried. The road budget for the year was stated at $26,000. Rolling Hills Drive was discussed by Mr. Rosengren and Mr. Gotwald. Motion made by Mr. Bohjanen that the Village of Lino Lakes puts gravel, has blading done and does draining on Rolling Hills Drive estimated at $1,166.00. Seconded by M. Cardinal, Motion carried. Mr. Rosengren and Mr. Gotwald discussed Bald Eagle Blvd. Mr. Bohjanen made a motion to fix up Bald Eagle Blvd. in two parts; ie, this year doing everything necessary up to 1 1/2 inch plant mix surface and then in 1968 putting the surface on - -work this year to cost approximately $3,500.00. Seconded by Mr. Cardinal. Motion carried. Mr. Rosengren and Mr. Gotwald discussed 80th, 54th and 64th. Mr. Rosengren asked if any- : thing could be done to have the Baldwin Lake Trailer Court fix up the roads in the court. Mr. Cardinal made a motion that Mr. Locher write the owners of the court asking them to fix up roads. Seconded by Mr. Rosengren. Motion carried. It was stated that Mr. Morrison did not pay the $40.00 for the start of his special use permit. It was felt that this was an oversight on his part and the clerk was instructed to call him. Mr. Locher was asked to get the fees from the different insurance companies relative to having special one -day licenses for selling beer. Motion was made by Mr. Cardinal that the Village of Lino Lakes charge $25.00 per variance 2294 to Ord. 21 -A. Seconded by Mr. Bohjanen. Motion carried. Mr. Jaworski gave a report on the Personnel Commission and stated their next meeting would be on the 20th or 21st. W. Ross commended the different organizations for winning contests and representing the Village at the 4th of July parade. Mr. Ross stated that the Village had a difficult time in getting all the liquor and beer licenses this year which was due to the establishments waiting until the last minute and he hoped this would not occur next year. Mr. Ross brought up a situation in the Village where a large number of rats have been observed. Mr. Ross said he would turn it over to the police dept. Mr. Juleen asked if something could be done to fence off the holding pond on Sunset. Mr. Bohjanen made a motion to have the Village get signs stating Keep Out, etc., and that Mr. Rosengren should check into the cost of erecting a fence to circle the pond. Seconded by Mr. Cardinal. Motion carried. Mr. Gotwald discussed the June 15, 1967 meeting at NSSSD. Mr. Bohjanen made a motion to pay all bills. Seconded by Mr. Cardinal. Motion carried. Minutes for the July 24th meeting were read. Motion made by Mr. Rosengren to accept the minutes as corrected. Seconded by Mr. Cardinal. Carried. Letter regarding Ken Bryant's dogh;bite and loss of his pants read. Motion made by Mr. L'Allier,that the Clerk secure the name from Ken Bryant of the owner of dog and that the Village secures reimbursement for the uniform and doctor bill. Seconded by Mr. Bohjanen. Motion carried. Minutes of the review board read and Mayor Ross asked that the review board and the Council get together on July 26, 1967, at 8:00 PM. Motion to this effect made by Mr. L'Allier. Seconded by Mr. Cardinal. Motion carried. Mr. L'Allier made a motion that the Clerk in the future pays the two part employees at the same time that the police and Council get paid. Seconded by Mr. Bohjanen. Motion carried. Mr. L'Allier made a motion that the Village of Lino Lakes approves the purchase of equip- ment for the parks in the amount of $1,024.80. Seconded by Mr. Cardinal. Motion carried. Mr. L'Allier made a motion that the Village of Lino Lakes authorizes repairs to the roof of the park building occupied by Mrs. Biliek and that bids be let to a resident of the Village. Seconded by Mr. Bohjanen. Motion carried. Mr. L'Allier stated he wanted it known that he would have voted for the repairs to Bald Eagle Blvd. and Rolling Hills Drive if he had been present at the previous meeting. Mr. L'Allier made a motion that the Village of Lino Lakes approves the installation of a 4" well and a one horse -power pump for approximately $1,000 at Sunrise Park. Seconded by Mr. Rosengren. Motion carried. Mr. L'Allier made a motion that the Village of Lino Lakes sends a bill to the Forest Lake School District for cutting the grass on Hwy 8 and Main Street, Mr. Rosengren to supply the charges to Clerk. Seconded by Mr. Rosengren. Vote as follows: Mr. Bohjanen Nay- -rest of Council Aye. Mr. William Morrison asked to step forward to discuss his request for a dog kennel at 6297 Hodgson Road. It was stated that the P&Z had approved his application. Mr. Bohjanen made a motion that the Village of Lino Lakes approves his application for a special use premit with the stipulation that he conforms to all ordinances and that if he did not he would be in a position to lose it. Seconded by Mr. L'Allier. Motion carried. Motion made by Mr. Bohjanen that Mr. Morrison pays 5/12 of the $50.00 kennel fee for the year 1967 and the full $50.00 for each year after January 1, 1968. Seconded by Mr. L'Allier. Motion carried. Mr. Rosengren stated that work was nearly completed on Bald Eagle Blvd. and Rolling Hills Drive. Mr. Macklin explained the useof a dust preventative on Bald Eagle Blvd.
