Minutes accepted as rewritten Meeting of December 11, 1967
Clerk.
The regular meeting of the Village of Lino Lakes was called to order at 8:00 PM December 11,
1967 by Mayor Ross with all members present.
Minutes of the meeting of November 27, 1967 read and list of bills paid.
Discussion on the bi11 rendered by Springsted Co. regarding their feasibility report for
Lino Lakes. Mr, Ross made a motion that check for the Springsted Company be held up until
we get a correction sheet regarding the Village valuation and that they should clarify their
remarks that this was not a feasibility report at meeting held in their office. Seconded
by Mr. Cardinal. Motion carried unanimously.
Mr. Cardinal made a motion to accept minutes as corrected vrith the provision that minutes
be rewritten and sent out to the Council with the corrections. Seconded by Mr. Bohjanen.
Motion carried unanimously:

Mr. Rosengren and State Forester from Carlos Avery held a private discussion regarding the
selection of a fire warden in the Village of Lino Lakes. Mr. Rosengren stated that the ,
selection of a fire warden would take place in a month or two.

Average monthly gas consumption by Village vehicles in 1967 averaged 366 gallons.
Village Clerk - Treasurer Norman Miller resigned his post effective January 1, 1968. ,
Mayor Ross talked over the break -in of the Village~ garage and commended the police force
for capture of the offenders.
Mr• L'Allier discussed the tax - forfeited land in our Village which could be claimed by the
Village for its on use and made a motion that the following resolution be passed:
RESOLUTION
CANCELLING AND RE- CERTIFYING CERTAIN SPECIAL ASSESSMENTS
BE IT HEREBY RESOLVED BY THE Village of Lino Lakes that:
1HERUS, certain parcels of land in the Village of Lino Lakes have been tax .
forfeited, and:
NH1EASs the County of Anoka has requested that the outstanding special assess-
ments certified against these properties be cancelled and re-assessed in order to
facilitate sale of said parcels,
NOW THEREFORE, It is hereby resolved that the special assessments an the
following described property: and in the following amounts;,
E 1/2 of Lots 9 and 10, Block 6$ Lexington Park Lake View
Which has assessments of (9) $6.13 and (10) $25.72;
Lot 12s Block 8, Lexington Park Lake View which has assessments
of $25.72.
be and they are hereby cancelled.
BE IT FURTHER RESOLVED that the aforementioned special assessments be re-
certified upon completion of the land sale and the County shall notify the Buyer
of the amount outstanding and said buyer shall work out the payment schedule
with the Village of Lino Lakes,
The motion was seconded by Mr. Bohjanen. Carried unanimously.
Mr. L:Allier made a motion that the selection of Clerk- Treasurer and Deputy Clerk be turned
over to the Personnel Commission and that ads should be placed in the paper so that names
will be available for the next meeting. Seconded by Mr. Cardinal. Carried unanimously.
III Mr. Locher discussed his talks with Mr. Robt Johnson, Anoka County Attorneys and W. Quail
of Ramsey County regarding Ramsey County plowing some of Lino Lakes' village streets. It
was felt that if Ramsey Entered into this Anoka County would have to make arrangements and
pay Ramsey and in turn bill Lino T .akes.

Mr. LtAllier made a motion that Mr., Rosengren contact White Bear Township and try to get
them to plow Bald Bagel Blvd.. and Rolling Hills Drive and if they are unable to do this he
should contact Cneka Township.. Seconded by Mr. Rosengren. Motion carried.
Mr. Locher was instructed to quit negotiating with Ramsey County.
Discussion by Mr. LtAllier regarding bldg permits issued only on Village streets or affi-
davit signed by people receiving permits to the effect that they would not request road
plowing and service led to the following motion by Mr. LtAllier: that the Clerk request
from Mr. Rollie Anderson of Anoka County three copies of reduced Al.:* plat maps for use by
bldg inspector and other Village officials. Seconded by Mr. Rosengren. Motion carried.
Mr. Gotwald said he would secure from W. Anderson.

LtAllier made a motion that Mr. Gotwald draft up a list of duties the bldg inspector
should perform when issuing a permit in the Village. Seconded by Mr. Rosengren. Motion
carried.

Mr. LtAllier made a motion that the Village of Lino Lakes authorizes or instructs Mr.
Locher to draw up a statement for residential bldg permits issued :Lin commercial areas and
statement should state applicant should realize he is building in a commercial area and at
a later date commercial badge will be constructed adjacent to or near his bldg. Seconded
by Mr. Cardinal. Motion carried.
LtAllier made a motion that we instruct P&Z to rezone the commercial areas of the
Village such as industrial parks after the first of the year as areas near the Freeway ha
caused more areas that could be classified for commercial use. Also that during the tours
of holding special meetings our Engineer at PZ t s request be authorized to attend.
Seconded by Mr. Rosengren. Motion carried.
Mr. Bohjanen stated that Mr. Burman talked to the C&BDC regarding sanitary landfills and
Mr. Burman stated he was waiting for a study to be completed by-the Metro Council. Mr.
Burman stated Anoka is working closely with Washingtoan County; also Mr. Bohjanen stated the
C&BDC is waiting for info from Houston, Texas regarding their reclaiming plant. Mr. Burman
is checking on the County picking up the service on border roads.
Mr. Bohjanen stated all sign posts are in for the new Village signs: The locations are
as follows: (i)from the North on Hey 8$ on east side on Clifford Alcock property, (2)from
the South on Hwy 8 on the east side on the State triangles (3) on Main Street (Co. Rd. 14)
on the south side at Sunset (east side of Sunset) on the Fulmer Robinson property, (4) on
Main Street (Co. $d. 14) on the north side west of 24th Ave on the Mrs. Elizabeth Belland
property and (5) on Hwy 49 (Hodgson Rd.) on the north side on the Vernon Moga Property.
Mr. Gotwald will type out a letter to be used by Clerk for securing State Hwy Dept. OK on
their right—of-may and Mr. Gotwald will provide a map.
Ur. Bohjanen stated the C&BDC would not work on the new Village brochure until after the
holidays.
Mr. Rosengren stated Orange and Maple were graded and he has made out forms .th the
State to it in two culverts.
Mr, Rosengren made a motion that the Village of Lino Lakes draws up a resolution as follcwrs-:
The Village Council of the Village of Lino Lakes hereby states that the members
thereof feel that the Anoka County Park situated to the South of Centerville Lake,

in the Village of Lino Lakes, will be more frequently used and more easily accessable
bo public if a roadway is extended from Centerville Road to the West to meet the
road now servicing such park and the Village Council hereby urges the construction
of such roadway as soon as possible.
Seconded by Mr. L'Allier. Motion carried.
Mr. Rosengren' discussed getting a bilk tank for the Village and that the Village could
secure gas at' dealer's cost; also some of the distributors such as Vadnais► White Bear
Oil and Standard Oil would furnish a tank.
Mr. Rosengren stated during the winter he would check on rebuilding 2nd and Sunrise. He
stated he would also look for a tank truck.
Mr. Locher stated he would check an the Plumbing and Heating Ordinance per Mr. Cardiraits
request.
Mr. Cardinal Stated Mr. Ernie Apitz had 25 acres he would ;Trish to sell in one lump.
Mr. Locher stated he could find nothing where Mr. Hansen dedicated his road and it was
accepted by the village. Mr. Cardinal made a motion that the Clerk write a letter to Mr.
Hansen stating that there was nothing we could legally do and that the County built part of
his road; also that we send a copy of that letter to each County Commissioner as they
created part of the problem and maybe they can help. Seconded by Mr. Rosengren. Motion
carried. '
Mr. L +Allier made a motion that Mrr. Robt. Anderson of Jackson St. NE, Mills, be contacted
by the Village Attorney through a letter stating that his property should be cleaned up.
Seconded by Mr. Bohjanen. Motion carried.
Mr. Locher stated he talked to the Thalen State Bank regarding the car owned by Mr.
Leo Peppin and on which they carry a mortgage. They would try and have this auto removed
by a junk dealer.
Mr. Locher stated he was keeping on top of events regarding the unauthorized entry of our
garage and that to the best of his knowledge the three young men were still in the Co. Jail.
Mr. Locher stated he is still checking on the lawsuit on Lints behalf only against Lino
and North Central which is pending regarding gas lines in the Village of Lino Lakes. He
is trying to wrap it up as soon as possible with as little cost to the Village as possible.
Mr. Burmants letter read regarding more nursing service in our part of the County for 1968.
The police put on 788 miles in November. Mr. Raymond had 1t8i hours; Mr. West had 50 hours,
and Mr. Myhre had 32 hours.
Mr. Ross announced the appointment of a committee to handle problems created by the Youth
Center. They are: Mr. L'Allier, temporary Chairman, Senator Tom C}reig, Commissioner Robe,
Burman, Father Bruce Peterson, Mr. Ron Jaworski, Mrs. Nancy Cox Mrs. Charles Turnbill,
Judge Ivan Krafts, Rev. Rudolph !Crafts, Mr. Wni. Robbins and Mrs. Lee Robinson.
Mr. Bryapd said he would have a complete report on the CD at the next meeting.
Mr. Pete Scherer said the Personnel Commission had made a study of Village trucks and just
recently he had observed one of the Village workers coming out of the corner bar at Center.

Mr. West stated that the Roland Ford family had a death recently and that Mr. Ford assured
him that they will clean up his property.
