CITY OF LINO LAKES
COUNCIL MINUTES
Staff members present: City Administrator, Randy Schumacher; Public Works
Director, Don Volk; Assistant to the City Administrator, Dan Tesch.
FIRE CHIEF REPORT
Centennial Fire Chief Milo Bennett came before the City Council to clear up what in
his opinion may not be totally accurate comments made by Mr. Joe Graft with regard
to the differences in ambulance service between Health 1 and District Memorial
Hospital. Chief Bennett did not feel that there existed a dramatic difference in the
level of service provided to Lino Lakes. Mayor Reinert thanked Chief Bennett for his
input. Mayor Reinert added that a more indepth study would be undertaken in order
for the residents to receive the best possible service.
CITY SIGN
Staff informed the council that a proposal had been received from Mr. Rick Juleen to
refurbish a used sign from the Centennial School District. The sign is proposed to be
installed in front of city hall.
Mr. Volk was requested to get a second quote from Northland Signs. The council
would take action once the addition information was available.
BUILDING INSPECTION DEPARTMENT
Mr. Schumacher informed the council that a tentative agreement had been reached
with the City of North Oaks to provide 12 hours/week of code enforcement. This
would allow us keep Mr. Tom Jackson working in our inspection department. Mayor
Reinert questioned whether any overhead had been built into the figure we are
proposing for North Oaks. Mr. Schumacher stated that overhead had been
considered, and that Mr. Hawkins was working on the agreement.
ROSS' LIQUOR STORE
The council was brought up to date regarding Anoka County's proposal to purchase
17 feet of right of way from Mr. Chris Ross. The purpose for this proposal is to
remove Mr. Ross from his existing building in order for the county to demolish for
safety and right of way issues. Mr. Ross is proposing to move his business into the
recently vacated liquor store located in the Tom Thumb building. Mr. Schumacher
explained the importance of the timing of the demolition of the building as it relates
to our Tax Increment Financing District. The council raised concerns of vandalism and
other safety problems if the demolition were put off too long.
Mr. Schumacher stated that he would keep the council appraised of this matter in
future sessions.
ROSS DEPOSITION
Mr. Schumacher reminded the council that depositions for the Birch lawsuit were set
for 9:00 A.M. on May 21st, 1993.
RESHANAU LAKE BOAT ACCESS
Mr. Schumacher recapped that at our last meeting, Mr. Hawkins gave his legal opinion
that if the homeowners association did not comply with council instructions, we
would be forced to take legal action. The council discussed a possible injunction
prohibiting use of the launch.
Mayor Reinert felt there were two issues here, the first being a legal issue, the second
being present and future relations among the neighbors in this area. Mr. Bergeson
stated that the mediator at the county is seeking to get the council involved in
mediation. Mayor Reinert cautioned against the city getting involved in the actual
mediation. Mayor Reinert added that he would be willing to be involved as a neighbor
versus a city official. Ms. Elliott felt that perhaps an injunction would bring both sides
back to the mediators table. It was the consensus of the council that reason prevail
on this issue. Mr. Schumacher stated that pleadings would be prepared in the first
part of next week.
Ms. Carrie Ostegren of the Reshanau Park Estates Homeowners Association was
present to voice her concerns regarding the city's stand on the boat access.
