CONSENT AGENDA
Council Member Elliott moved to approve the consent agenda as
submitted. Council Member Neal seconded the motion. Motion
carried unanimously.

PARK BOARD REPORT, MARTY ASLESON
DISPOSITION
Approved
Set Public Hearing for Comprehensive Park Plan Amendment at the
Park Board for February 7, 1994, 6:30 P.M. - Council Member Neal
moved to set the public hearing. Council Member Elliott seconded
the motion. Motion carried unanimously.
Recognition of Friends of the Parks Foundation Donations, Update
Regarding Friends of the Parks Foundation - Mr. Asleson
introduced Ms. Jacquelyne Farm, a member of the Park Board. He
noted that the Foundation is a 509A3 non-profit support
organization started by Lino Lakes resident and Park Board Member

Jacquelyn Farm. Mr. Asleson explained that with Ms. Farm's
vision and determination, the Foundation is off to a good start
and now has a working Board of Directors with the mission of
enhancing the Parks and Recreation opportunities for residents of
Lino Lakes. In addition, funding for the establishment of the
Foundation was secured, and the legal work accomplished through
Ms. Farm's husband Tom's business firm of Olsen, Thielen and
Company, LTD.
Ms. Farms explained that the Friends of the Parks Foundation has
been in existence for a little more than one (1) year. It is a
non-profit organization and was formed to help gather donations
for Lino Lakes City Parks. Ms. Farm noted that finances are
"tight" everywhere and although the City Council is very willing
to help finance park development, there just are not enough tax
dollars to finance all that is needed. The formation of the
Foundation will allow citizens to contribute time and money to
the foundation and receive a tax benefit. In addition, the
Foundation can go into the community and solicit funds from
organizations and from other governmental agencies.
Ms. Farm read the names of the many contributors to the
Foundation. She also noted that the Foundation started with a
five (5) member board and has now gone to a 10 member board.
Eventually there will be a 15 member board. Ms. Farm also noted
some of the projects completed by the Foundation including the
publishing and distribution of a brochure.
Ms. Farm explained some of the projects that the Foundation
worked on during the past year. She explained that the
Foundation had a booth at the Earth Day celebration and sold
plant seedlings. The Foundation also hada booth at the Sandbur
Days celebration and handed out peacock feathers. At this time
the Foundation has $2,867.00 in its treasury.
Ms. Farm explained that she moved to this community about 10
years ago. The area then was more rural. However, the City is
developing and is taking on a certain identity and the newer
residents feel that the need for recreation is very important.
It is hoped that the Foundation will help promote recreational
opportunities in the City for all residents.
Mayor Reinert thanked Ms. Farm for her work with the Foundation.
Mr. Asleson also thanked Ms. Farm and noted that her husbands
business was instrumental in getting all of the legal work
accomplished for the Foundation. He also noted that Mr. Farm had
donated a popcorn popper and a park bench to the Foundation.
The City Council thanked Ms. Farm for her work.

OLD BUSINESS
There was no Old Business.
NEW BUSINESS
Consideration of Approving a Gambling License Renewal for the VFW
Post #6583 Ladies Auxiliary - Gambling licenses must be renewed
bi-annually with the State of Minnesota. Although the Lino Lakes
Gambling Ordinance does not specifically address the license
period, the Ordinance does adopt State Statute Chapter 349 which
regulates the State license period. Therefore, the Lino Lakes
license period coincides with the State license period.
The gambling license for the VFW Post #6583 Ladies Auxiliary
expires on March 31, 1993. The Ladies Auxiliary has applied for
renewal of their license and if approved by the State and if the
City Council approves the renewal this evening, the renewal of
the license should be effective April 1, 1993.
Ms. Anderson explained that all of the necessary filings from
this organization are current. Also it has been determined that
this organization has complied with the Gambling Ordinance in
regard to contributing not less than 10% of their profits to
benefit the residents of Lino Lakes. Some of their donations
include: Fair Share, Community Food Shelf, Brownie Troop #34,
Centennial Fire District; Lino Lakes Senior Center, City of Lino
Lakes, Centennial Boys Soccer Club, Centennial Choir as well as a
number of other organizations and many individual families in
this community.
Council Member Neal moved to approve the renewal of the VFW Post
#6583 Ladies Auxiliary gambling license. Council Member Elliott
seconded the motion. Motion carried unanimously.
Mayor Reinert noted that many people in this community do things
for the community when there is a great need. He noted that
Council Member Neal has been busy distributing food and toys to
the needy for that past couple of weeks. Mayor Reinert extended
his personal thanks to Council Member Neal for his work. Council
Member Neal explained that he has the help of many people and
organizations such as the Circle Pines Police Department, the
Lino Lakes Police Department, the Lino Lakes Lions Club and two
(2) sheriff's deputies. He also explained that Anoka County had
about $1,000.00 in food and toys that he helped deliver to 33
needy families in the community. Council Member Neal explained
that this is truly a community effort. Mayor:Reinert noted the
many groups in the twin cities that solicit toys and distribute
them, however these efforts usually do not'benefit areas such as

Mayor Reinert wished everyone a happy holiday and a good 1994.
Council Member Bergeson moved to adjourn at 6:46 P.M. Council
Member Neal seconded the motion. Aye.
These minutes were considered, corrected and approved at a
regular meeting of the Lino Lakes City Council on January 10,
1994.
