25 Council Member Rafferty moved to approve Consent Agenda Items 1A through 1D as presented.

50 ADMINISTRATION DEPARTMENT REPORT

52 3A) Approve Labor Agreement with Local No. 49 — City Administrator Karlson reviewed the
53 terms of a proposed labor agreement reached with the city's 49ers Union. Staff is recommending that
54 the council approve the agreement for 2015.

56 Council Member Roeser moved to approve the agreement as presented. Council Member Kusterman
57 seconded the motion. Motion carried on a voice vote.

59 3B) Appointment of Nicole DeDeyn to Administrative Assistant position — Administrator Karlson
60 explained the process used to bring forward this recommended hire. Ms. DeDeyn comes forward as
61 the top candidate after an interview and testing process. She is a strong candidate and staff is
62 recommending that the council approve her hiring.

64 Council Member Rafferty moved to approve the appointment of Nicole DeDeyn. Council Member
65 Stoesz seconded the motion. Motion carried on a voice vote.

67 PUBLIC SAFETY DEPARTMENT REPORT

69 4A) Resolution No. 14-55, Authorizing Participation in the Anoka County Fire Protection
70 Council Joint Powers Agreement (JPA) - Administrator Karlson explained that this council is made
71 up of fire department organizations throughout Anoka County and the establishment of this JPA
72 would bring the group forward to a status where they can enter into legal contracts. This status is
73 necessary for the implementation of the Anoka County Public Safety Data System. The council has
74 reviewed the terms of the JPA at several work sessions and has received information from Chief
75 Swenson relative to questions. The mayor concurred that the council had reviewed the benefits and
76 risks of the JPA and concurred it is a good approach. Council Member Stoesz asked if any local fire
77 departments have opted to not join the JPA and Administrator Karlson said no.

79 Council Member Roeser moved to approve Resolution No. 14-55 as presented. Council Member
80 Kustemian seconded the motion. Motion carried on a voice vote.

82 4B) Resolution No. 14-154, Authorizing Participation in the Anoka County Fire Mutual Aid
83 Agreement — Administrator Karlson explained that the resolution authorizes the city's new fire
84 department to participate in a county -wide mutual aid agreement. The city has a long history of
85 participation in this agreement but previously that was through the Centennial Fire District. It is
86 appropriate for the city to join in the agreement now with the integration of fire services into the
87 public safety department.

89 Council Member Roeser moved to approve Resolution No. 14-154 as presented. Council Member
90 Kusterman seconded the motion. Motion carried on a voice vote.

PUBLIC SERVICES DEPARTMENT REPORT
There was no report from the Public Services Department.
COMMUNITY DEVELOPMENT DEPARTMENT REPORT
6A) Resolution No. 14-143, Approving Work Order No. 4 and Final Payment No. 8 for the
Lake/Main & Birch/Ware Road Signal Projects - WSB Engineering representative Brian Bourassa
reviewed the written report. This project is complete and, with approval of the final work order, is
ready for a final payment. It has been verified that all elements of the project are up to the
requirements of the city and county.
Council Member Kusterman moved to approve Resolution No. 14-143, as presented. Council
Member Roeser seconded the motion. Motion carried on a voice vote.
6B) Resolution No. 14-156, Approving Final Payment No. 5 for the Otter Lake Road Extension
Project - WSB Engineering Representative Brian Bourassa noted that this project is ready to be
finalized. The final payment was noted, with the amount being under the original contract amount.
Council Member Kusterman moved to approve Resolution No. 14-156, as presented. Council
Member Roeser seconded the motion. Motion carried on a voice vote

COMMUNITY EVENTS
MONTHLY RECYCLE DAY will be held at Lino Park (7850 Lake Drive) on Saturday, December 20
from 10:00 a.m. to 2:00 p.m. Furniture items are will be accepted for $5.00 apiece.
TOYS FOR JOY/CHRISTMAS COMMITTEE DROP OFF location is located at Lino Lakes City
Hall. Toys and food for the upcoming holiday will serve folks right here in our community.
