Country Lakes Park Redesign, Marty Asleson The present design of Country 'Lakes Park is not appealing because the parking lot takes a lot of usable space and the beach area is secluded and threatening. Funding was approved by the City Council for the redesign of the Park and work has begun on the trail system. Mr. Asleson displayed the new design for the Park. He noted that a public hearing was held and citizens were given an opportunity to provide input in the redesigned plan. The new design separates the Park into two (2) sections; 1) a semi -active section, and 2) a passive area.- A trail will be coming to Country Lakes Park from the Country Lakes Estates subdivision and the parking lot has been moved closer to West Shadow Lake Drive. There will be an internal looping trail system and a portion of the trail may be 10 feet wide for emergency purposes. A cooperative effort with Centennial Schools will improve the beach area providing a cove atmosphere and berm areas on both sides of the beach which will be used by pedestrians. The canoe launch area will be moved nearer to the fishing dock. Building facilities are planned for the future. The entire site can be used cooperatively by the City and the Centennial School District. Mr. Asleson has met with both the Department of Natural Resources (DNR) and the Rice Creek Watershed District (RCWD) regarding the redesigned park plan. Both entities have reviewed the plan. PAGE 1 269 27 COUNCIL WORK SESSION JUNE 8, 1994 Mayor Reinert asked if there would be additional mosquito control for the Park. Mr. Asleson said that additional mosquito control can be requested for certain events. Mayor Reinert asked about weed control. Mr. Asleson explained that weed control will be incorporated into the turf establishment. Mayor Reinert asked about weed control in the swimming area. Mr. Asleson explained that elimination of sediment will help control weeds, additional weed control is planned for the future. Council Member Neal asked when do people swim at the beach. Mr. Asleson said that the beach was in use last year. He noted that security may be a problem for a while. Mayor Reinert asked if volley ball courts, horse shoe pits and other such activities are planned. Mr. Asleson said there will be areas for these activities. Park users will bring their own equipment or borrow equipment from the city hall. Mr. Asleson explained the Park Board felt that by creating a more attractive place, more people will come and use the Park. Council Member Bergeson said he had mixed feeling regarding relocating the parking lot. He noted that some "unwholesome" activities have taken place in the parking lot and asked if the parking lot were relocated closer to West Shadow Lake Drive, would there be better control. Mr. Asleson said hopefully. He noted that there will be some lighting on the trails. Council Member Kuether asked if use of the picnic shelter would be on a reservation basis. She felt Lino Lakes residents should be given priority. Mr. Asleson explained that this issue has not been addressed. Land Acquisition Needs, Birch Park, Marty Asleson Mr. Asleson displayed a map giving the location of Birch Park and explained that the proposed Trapper's Crossing subdivision will be tying into this park. Mr. Asleson gave the City Council a copy of an aerial photograph of the area. He explained his first concern is where residents from the proposed Trapper's Crossing subdivision will access Birch Park. It appears that any place of access involves crossing wetlands. Crossing wetlands between the subdivision and the park means that the City should follow the national standards for efficient use of wetland. Also a safe place to cross wetlands to Birch Park must be provided. Mr. Asleson noted a cul-de-sac at the north end of the Trapper's Crossing subdivision and explained that this appears to be the PAGE 2 1 1 1 1 1 COUNCIL WORK SESSION JUNE 8, 1994 most efficient way to get to the park. The trail would continue through the cul-de-sac to a ditch. The City would have to build the remaining trail since it is beyond the boundary of Trapper's Crossing. Mr. Asleson also explained that the City would have to purchase the parcel of land beyond the ditch. This parcel of land would be used to enlarge Birch Park. He noted that the owner of the parcel is willing to sell it to the City. An appraisal was completed three (3) years ago for another 1.5 acre parcel in this same area. That parcel was acquired by the City. The appraisal at that time was $5,500.00 per acre. Money for acquisition of this parcel would come from the Dedicated Park Fund. Mr. Asleson explained that the RCWD has been involved and Ms. Kate Drury will walk the area to determine the shortest place to cross the ditch. Council Member Bergeson expressed concern and said he did not want another "Shores of Marshan" problem where a trail is almost touching two (2) garages. He asked that Mr. Asleson work with the developer to keep trails away from buildings. Council Member Kuether suggested that an ordinance be adopted that would dictate where trails can be located. Mayor Reinert noted that some trails in the Reshanau Park Estates area are very close to houses. He asked if Council Member Kuether was suggesting that the ordinance be amended to incorporate setbacks from trails? Mr. Schneider explained that the Shores of Marshan Lake subdivision was the last subdivision where trails are located on easements rather than dedicated trailways. He cautioned that requiring additional setbacks for trails means less lots in any particular subdivision. Fewer lots means the feasibility of utility extensions is a real problem. Council Member Kuether said she would rather approve a variance on a lot with a trail easement. Mr. Schneider suggested rather than give variances, rezone the plat a Planned Unit Development (PDO) . Mr. Asleson explained that most problems occur when trails cross lots on a cul-de-sac. Because the frontage is already less than normal, trails get very close to buildings. Council Member Bergeson felt that staff should closely review lots with trail easements on them. Mr. Schumacher said the Park Board and the Planning and Zoning Board should also give these lots additional consideration. Council Member Neal noted that during the cable cast of the Park Board, the sound was not working. Mr. Asleson said this matter has been addressed. Mayor Reinert noted item 2 (C) Consideration of Rezone Request, Behm's Century Farms and said that he was not at a point where he could support this matter coming to the City Council at this time. He noted that an informal meeting with the Planning and Zoning Board was held to see why they have rejected the request. Council Member Neal said that there are a number of items that have to be addressed. He noted that the Planning and Zoning Board should only be addressing the rezone request and not the plat. Mayor Reinert noted that there is talk about getting more citizen input into what direction the City should be taking. He noted that this will be a constant battle until all issues have been resolved. Mayor Reinert will be bringing a plan to resolve the matter to the a City Council work session in July. Council Member Bergeson noted that the Planning and Zoning Board said that the second submission of Behm's Century Farms was the same as the previous submission. Nothing had changed. He suggested that it would be helpful for staff to submit a report on the things that were suggested by the Planning and Zoning Board and a report on what had been changed from the previous submission. Council Member Bergeson said that it is not unusual for something to be turned down the first time it is submitted to the Planning and Zoning Board. However, when it is rejected twice, something is wrong. It should be come back to the Planning and Zoning Board until all differences are resolved. Mayor Reinert said he felt that a policy decision on this proposal must come from the City Council. He asked where does the Council want to go with the subdivision. Should the Council look at future needs and the side impacts? Mr. Robinson, Planning and Zoning Board member was in the audience and noted that only 17 or 18 lots are currently buildable. They are one (1) acre lots. Mr. Schumacher suggested that either the City Council work with the Planning and Zoning Board on this issue or wait until the Comprehensive Land Use Plan is updated. Council Member Bergeson said that the City Council needs to know why the rezone request did not meet expectation. This item is to be removed from the agenda. Mr. Schumacher asked if the City Council would need further information regarding agenda item No. 7. He was requested to get cost estimates for extra coverage. The meeting was adjourned at 7:00 P.M.
