He said he was not <br />opposed to Mr. Emmerich's right to develop his land and is not <br />opposed to development in general as long as it is done in an <br />organized and consistent manner. Mr. Donlin said he is not <br />opposed to development as long as the concerns of the existing <br />residents and citizens are addressed and answered in full. <br />Mr. Donlin said that at this time he is opposed to the Clearwater <br />Creek development because it is not a logical extension of <br />existing services and the legitimate concerns of the residents <br />and the Planning and Zoning Board have not been answered. He <br />asked the City Council to address each of the following concerns <br />and answer them in full before any action is taken on the <br />development. Mr. Donlin said he would read his concerns, and <br />asked each Council Member to think about the timing of the <br />development and ask themselves if, at this time, does adding 456 <br />new homes make sense. <br />PAGE 1 <br />
