CITY COUNCIL MEETING FEBRUARY 12, 1996 <br />DATE <br />TIME STARTED <br />TIME ENDED <br />MEMBERS PRESENT <br />MEMBERS ABSENT <br />CITY OF LINO LAKES <br />COUNCIL MINUTES <br />: February 12, 1996 <br />. 6:35 P.M. <br />: 10:10 P.M. <br />: Bergeson, Kuether Lyden, Neal, Landers <br />: None <br />Staff members present: City Attorney, Bill Hawkins; City Engineer, David Ahrens; <br />Community Development Director, Brian Wessel; Community Development <br />Coordinator, Mary LaForest; Planning Coordinator, Mary Kay Wyland; Consulting <br />Engineers, John Powell and Steve Heth; Chief of Police, David Pecchia; Accountant <br />Paula Schloer; Assistant to the City Administrator, Dan Tesch and Clerk -Treasurer <br />Marilyn Anderson. <br />SETTING THE AGENDA <br />Mr. Tesch asked that Agenda Item No. 5A be removed from the agenda. He also asked <br />that Agenda Item No. 8A be moved into the space vacated by 5A. The agenda was set as <br />amended. <br />OPEN MIKE <br />John Theis and Michael Lamb, Northern States Power Company (NSP) - Mr. Theis <br />and Mr. Lamb were invited to attend this Council meeting tonight to explain why there <br />have been so many power outages during the past few months. <br />Mr. Theis explained that he is the Community Service Director out of Maple Grove but is <br />also serving out of White Bear Lake for a couple of months. He asked that anyone with <br />specific questions regarding the service provided by NSP call him at the White Bear <br />office, 493-1631. Mr. Theis introduced Mr. Lamb. Mr. Lamb explained he was here to <br />discuss the recent power outages that have occurred in Lino Lakes. Since January, 1995, <br />there have been 12 power outages on the main circuit the serves Lino Lakes. Seven (7) of <br />the outages were attributed to the ice storm that was experience in mid January, 1996 <br />including the outage that affected the Wednesday evening planning session. Mr. Lamb <br />explained that NSP is addressing the problem in a number of ways primarily with tree <br />trimming and infrared surveys which identifies when pieces of equipment are likely to <br />fail. Three (3) outages were attributed to lightening and wind last summer and the other <br />two (2) failures were random equipment failures. Mr. Lamb said he would be happy to <br />PAGE 1 <br />
