Marilyn Anderson.
The purpose of the work session was to discuss street configuration in the vicinity of the
proposed new Centennial School District middle school on Elm Street.
Mr. Schumacher explained that there are three (3) important issues regarding the
proposed road that must be considered. These issues are safety, financing and
neighborhood impact, not necessarily in this order. This work session provides an
opportunity for the City Council to discuss with staff the various road alignment
proposals as well as financing.
Since it is important that whatever proposal is chosen be eligible for Municipal State Aid
(MSA) funding, Mr. Ahrens met with the Minnesota Department of Transportation
(MnDOT) this afternoon and another road alignment was prepared. (See attached map)
This alignment, titled Fi, would satisfy all criteria required for a MSA project. It does
keep traffic flowing near the middle school site without stopping until it reaches Lake
Drive. The buses leaving the middle school would have to stop before entering the
roadway and buses coming east on Elm Street would have to make a left hand turn into
the middle school driveway. Mr. Schumacher noted that this proposal has not been
reviewed by the Centennial School District.
Mr. Ahrens prepared a cost estimate for street and utility improvements needed for the
Centennial School District middle school based on the MnDOT proposal. The total
estimate is $483,000.00. The adjacent lot owner would be responsible for $5,400.00 of
street construction and the City would be responsible for $73, 333.00 for signal
installation. The balance of the costs would be the responsibility of the Centennial
School District.
Mr. Schumacher explained that he had met with Mr. McClellan last Friday to discuss
financing the road realignment. Mr. McClellan does understand that Centennial School
District will have to help finance the new road alignment.

Council Member Bergeson said he liked MnDOT's proposal because it makes the
roadway the most important aspect of the project, not how it benefits the proposed middle
school. Mr. Schumacher explained safety is probably the first issue and this proposal
appears to address this concern.
Mr. Ahrens explained that it appears that some children will have to cross Lake Drive to
get to the middle school. Other children will have to cross Elm Street. He will review
the pedestrian study that is being prepared by OSM to determine where to place trails
leading to the school.
Mr. Schumacher explained that Centennial School District owns a parcel of land located
west of the extension of Fourth Avenue north and fronting on I -35W which is zoned
Light Industrial. Mr. McClellan has proposed swapping this parcel for some property
that will contain the new alignment of Elm Street. This will keep the cost of the
improvement down since there will not be a need to acquire street right-of-way. Council
Member Kuether expressed concern because parcels acquired by the Centennial School
District would not be taxable.
Mayor Landers asked if the City Council will get copies of all road options at the
Wednesday Council work session. Mr. Ahrens said yes. Council Member Kuether
suggested that since the Centennial School District is paying the major portion of the
improvements, the City Council should consider their options first and then throw out all
options that do appear to be viable. Mayor Landers noted that option B requires the
construction of a half -street. Mr. Ahrens will ask the City's consulting planner what a
half -street is.
Mr. Schumacher said that he wanted to be sure that the City Council knows what option
they support. Each option will be evaluated on Wednesday including the options
supported by Centennial School. He suggested that street options be narrowed to two or
three.
Council Member Bergeson noted that Elm Street will soon be the jurisdiction of the City
of Lino Lakes. If the street is realigned as proposed by MnDOT, there will be a savings
when the roadway is improved. Council Member Kuether suggested that when Elm
Street is improved, it could be improved in sections. The first section would start where
the extension of Elm Street goes to Lake Drive west to Second Avenue. The balance of
the street could be improved at another time.
Council Member Kuether suggested that when a road alignment is approved, the approval
should contain the dollar amount that will be the responsibility of the City.
Mr. Schumacher explained that the continued public hearing on this matter is scheduled
for Monday, April 22, 1996. The City Council should take public input and then close
the public hearing. There will be no other action on this matter at this time.

Council Member Kuether asked, has the Centennial School District asked the City to
participate in other costs. Mr. Schumacher explained that area and unit charges were
discussed as well as other concessions. At this time, staff has not made any concessions.
Mr. Schumacher said that it was the Centennial School District who suggested the land
swap outlined earlier. He said that the City should get involved in this issue. Mr. Wessel
and Mr. Ahrens will meet with Glenn Rehbein's attorney tomorrow to discuss the
MnDOT street proposal as well as other issues.
Council Member Kuether said that she would not consider any street alignment options
until the pedestrian study is completed.
Mr. Schumacher asked that the City Council be totally familiar with the proposal from
MnDOT. He also asked them to give him a call if they have further questions.
The meeting was adjourned at 5:50 P.M.
These minutes were considered, corrected and approved at a regular Council meeting held
on April 22, 1996.
