HomeMy WebLinkAbout08/06/1997 Council MinutesCOUNCIL WORK SESSION AUGUST 6,1997 • CITY OF LINO LAKES MINUTES DATE August 6, 1997 TIME STARTED ; 5:00 p.m. TIME ENDED 6:50 p.m. MEMBERS PRESENT Council Members Bergeson, Kuether, Lyden and Neal, Mayor Landers MEMBERS ABSENT None Staff members present: City Administrator, Randy Schumacher; Community Development Director, Brian Wessel; Fire Chief, Milo Bennett and Clerk -Treasurer Marilyn Anderson. MUNICIPAL FACILITIES UPDATE The Leonard Parker Associates firm has prepared a preliminary con for the Village. Approval of the preliminary concept plan will be on t t •. agenda. The City is planning to exchange this lan r land on which the civic buildings will be constructed as part of the Village. Further information on this matter will be given to Council in September. Staff explained that Metropolitan Council has changed their rules governing the interim MUSA bank. The changes affect where the MUSA can be used and the definition of net acres. At this time, the City has approximately 97 MUSA acres available and Mr. Vaughan is going to need some of this acreage. LINDA CROHN, AENON PLACE, DISCUSS JUVENILE PROBLEM IN LINO LAKES Ms. Crohn noted her concerns regarding juvenile misconduct and asked the Council to consider building a holding cell for juveniles . She explained that these children know they can do whatever they want and not even their parents can do anything about it. PAGE 1 COUNCIL WORK SESSION AUGUST 6,1997 Office Mortenson was in the audience and explained that many problems originate at the Waterworks Teen night. The City of Centerville was asked to close the Waterworks but nothing happened. At this time, Lino Lakes has a curfew ordinance and it is being enforced. Staff suggested that it be reviewed and updated. As in the past, juvenile punishment is in the realm of the courts. Also, a juvenile holding cell in the new Police Department building has been discussed. Council thanked Ms. Crohn for coming and discussing this matter. SHIRLEY PATTERSON/VERN REINERT, WENZEL FARMS TOWNHOMES, REGARDING LETTER FROM MARTY ASLESON, TRAIL EASEMENTS The City trail system through this subdivision was changed after the plat was recorded. Now the City and the Wenzel Farms Townhome Association are in the process of determining how the easements for the completion of the trail system on e subdivisions private streets can be completed. Another issue concerns a request b for trail easements on the south and west side of the subdivision. Ms. Shirley Patterson, a representative of the Townhave the Council a list of issues that the Association would like to.. rst ue involves liability. Some Council Members were opposed to placing trails o .� d suggested that the trail be placed along Lake Drive. Since s st m has already been completed, it appears that changing the loca1 is not a consideration. Other items on the list include posting of no motorized traffic on the trails, posting of private street signs at entrances, twice a year street sweeping on Ivy Ridge Court and Lane and signs indicating the trail portion of the private streets. After considerable discussion, Council directed staff to consult the City Attorney and the Insurance Agent to determine if the City can assume all liability for a trail located on a private street. FUTURE ANOKA COUNTY RADIO COMMUNICATIONS, MILO BENNETT Chief Bennett explained that more than a year ago, the State Legislature passed and funded a Metro regional emergency communications system. Both he and Police Chief Pecchia have been heavily involved in creating this system. PAGE 2 • • COUNCIL WORK SESSION AUGUST 6,1997 The County Commissions have expressed concern that residents of Anoka County be aware of this new program. Therefore, various groups within the City have been informed about this project and have been working with both Chief Bennett and Chief Pecchia. Staff will be asking for Council approval to become part of the communications system by 2003. It is anticipated that radio "traffic" will increase by 71% by 2003. It is also anticipated that each law agency will have to buy/lease new radios from the County. It is estimated that it will cost the Fire District approximately $12,000 to replace their current radios. Chief Bennett and Chief Pecchia will keep the Council informed of all developments on this matter as they occur. Chief Bennett noted that National Night Out was a very positive event. CONSIDERATION OF LIQUOR LICENSE, BLAINE LEGION C UBS MARILYN ANDERSON The Legion is proposing to purchase a building near Lilac 4t '" 3"nue. This is the Legion's second attempt to relocate their facility Staff had expressed concern regarding the sri loc d a ss the street from this site. Staff was directed to cy Attorney and determine if this site can be issued a liquor license. This matter is on st 1 lth. regular Council agenda. REGULAR AGENDA Council did not have any further questions on the regular agenda. Council Member Lyden presented an analysis of Don Salverda's program held in 1996 and noted that a Climate Improvement Survey was conducted prior to this program. The survey indicated that morale at city hall needed to be improved. Council Member Lyden suggested that the "head coach" be directed to turn this around. Several Council Members felt that the Council was the "head of the totem pole" and they should attempt to address this issue. The Council also took issue with some of Council Lyden's presentation. Council directed staff to schedule a meeting with Mr. Salverda as soon as possible.
