CITY OF LINO LAKES MINUTES November 10, 1997 5:30 p.m. 6:25 p.m. Council Member Bergeson, Kuether, Lyden and Neal and Mayor Landers Staff members present: Community Development Director, Brian Wessel; Chief of Police, David Pecchia and Clerk -Treasurer Marilyn Anderson. STATUS REPORT ON CIVIC BUILDING PLANS FOR THE VILLAGE, RANDY SCHUMACHER Staff displayed a concept plan for the civic center buildings and explained the need to build all three (3) buildings at one time. The original campus of buildings concept is based on the idea that some components such as heating would be shared. If these items are not shared, the project is not affordable. The proposal is to build a civic campus which is connected but maintains individual identities. COUNCIL WORK SESSION NOVEMBER 10, 1997 Community rooms and conference rooms were discussed with staff noting that these rooms are located so that they can be used by both the Police Department and the City Hall. Staff noted that if additional space is needed for the Police Department before the year 2010, an addition can be constructed. Council asked why the Police Department and the City Hall cannot share a building? Staff explained that they can share a building, however, each entity wanted a separate identity. Council asked if a two (2) story building could serve both the City Hall and the Police Department. Staff explained that separate identities could not be maintained. Council asked if the Early Childhood Center is going to be big enough to take care of the expansion needs of both the City Hall and the Police Department. Staff explained that there would be enough space. Staff displayed the floor plan for the Early Childhood Center building noting that it is a simple building. Chief Pecchia also noted that this is the first time square foot version of the Police Department building. Council Member Neal felt the new Police Department building should be constructed next to the fire station. Council Member Lyden felt that the Council had demonstrated a commitment to building the Police Department building and the Early Childhood Center and suggested that the City Hall could wait. Council Member Bergeson said that he could not make any decision on this matter tonight and asked for another meeting to discuss this proposal. Staff explained that the Early Childhood Center must be completed by November, 1998 to meet the needs of the School District. 2 COUNCIL WORK SESSION NOVEMBER 10, 1997 • Council will meet on Tuesday, November 18, 1997 after the budget meeting at approximately 7:00 p.m. and further discuss this matter.
