DISCUSSION OF OTTER LAKE SERVICE ROAD, STRE ITY
IMPROVEMENT, DAVID AHRENS
Mr. Wessel briefly updated the Council on this matt In ' 6, decided to

development.

Otter Lake R d must be determined. Another important issue to be resolved is the owner
of the land where the connecting street is proposed to be located is opposed to the
construction of the connecting street and demands access to Main Street from his
property. Anoka County has already stated that the reason they are assisting with the
construction of the re -aligned Otter Lake Road is to eliminate accesses to Main Street
between the freeway and the re -aligned Otter Lake Road. If the City allows the property
owner access to Main Street, the City risks the loss of financial assistance from the
County.
Mr. Richard Schreier, the owner of the land where the connecting street is proposed to be
located explained that nobody has talked to him about the connecting street. He stated
that he does not need the connecting road and objects to the proposed assessments. Mr.
Schreier asked why Phelps Road is not being extended to the re -aligned Otter Lake Road.

Staff explained that there is a large wetland in that area and crossing the wetland would
be very expensive.
Council directed staff to prepare an outline of the proposed assessments for this area and
send it to them in their Council packets for Monday's meeting.
DISCUSSION OF LEASE AGREEMENT FOR NEXTELL, INC./ SPRINT
COMMUNICATIONS, DAVID AHRENS
Many communities sell space on water towers to wireless businesses for the placement of
antennas. The City has hired a consultant to prepare a plan for the location of antennas on
City water towers and to recommend a fee for allowing use of the water towers.
Nextell and Sprint have both approached staff and requested antenna space on the current
water tower and the tower under construction. Representatives from bani

UPDATE, 1 GANIZED COLLECTION AND HAULER INFORMATION,
JACKIE CONSTANT
Ms. Constant updated the City Council on this matter. She has met with all of the refuse
haulers in Lino Lakes twice and has prepared a proposal for organized collection. Ms.
Constant outlined the proposal.
It was noted that a survey was taken and 54% of Lino Lakes residents favored organized
collection. It was also noted that currently haulers have little regard for safety issues
when they are in the City. The concern about the number of garbage trucks on City streets
and the wear these trucks cause was also noted.
Council Members Lyden and Kuether expressed interest in a consortium of haulers rather
than just one hauler. Council Member Kuether felt the timing for organized collection is

bad. She would like to wait until the City decides how to fund improvements to the City
streets. In addition, Council Member Kuether felt nobody has proved how many dollars
would be saved by organized collection.
Council Member Bergeson said that he had a slight preference for a consortium.
Council Member Neal said that he was opposed to organized collection.
Ms. Joyce Scharpen, a resident of Lino Lakes explained that Ace Solid Waste had talked
to her and suggested that the City consider adding a $1.00 tax to each bill. The tax could
be used to reconstruct the streets.
Ms. Constant and members of her committee will attend the next Council work session.
