LINO LAKES EMERGENCY COUNCIL MEETING

The purpose of the meeting was to summarize the events that
evolved during the past 24 hours as it relates to the
tornado/storm cleanup and request additional funding.
SUMMARY OF EVENTS:
Department Heads in attendance provided an update as it relates
to their various departments. Bill Hammes noted there was one
incident overnight where a vehicle was stopped and subsequently
one curfew violation citation was issued. Bill stated residents
have expressed lots of praise to all City staff for the great job
they are doing. Elm Street is open, however, continue to watch
for trucks hauling and leaning trees.
Pete Kluegel, Building Official stated both Tom Jackson and
himself are handing out cards to residents, answering questions
and that they stabilized one building. Dave Pecchia noted that
City staff is not allowed to partake in stabilizing homes due to
potential liability issues. Pete noted that a Hud house on Red
Clover needed to be yellowed taped by police. Sgt. Hammes noted
that it had already been yellowed taped. There is information on
a paper in the basement of this home with a contact person who is
responsible for this home.

Rick DeGardner, Parks Director noted that Sunrise Park remains
closed. A tree fell onto Shelter 2, and there is downed fencing.
Downed trees have also been located at Rice Lake Elementary and
Country Lakes Park.
Marty Asleson, Forestry, noted that the crew who assisted with
the St. Peter disaster is now assisting us. Kieger Enterprises
has 6 crews in place. The priority remains to be the removal of
boulevard trees, trees at Sunrise Park and any trees hanging on
public property. If NSP has not secured the area, crews will not
go into the area. Staff is currently waiting for the clearance
from NSP to enter into the Baldwin Lake Road area.
Dave Ahrens, Public Works Director, noted that the power was
restored to some areas at 8:00 pm last evening and the Lift
Stations are working. Water and sewer is working fine. Six
hydrants have been equipped with faucets for residents on well
and septic systems who have no electricity.
Tom DeWolfe, Street Superintendent noted the City street crew is
working with the clam trucks from Kieger. The County is sending
one loader today. There is still plenty of space for brush and
trees at the site behind City Hall.
Milo Bennett, Fire, stated he has no crews out today. Flyers
were distributed yesterday.
Councilmember Dahl stated there is no power in the W. Holly and
Holly Court area. She is willing to distribute flyers to this
area.
The Salvation Army representative will set up a canteen for all
workers. It was agreed to have them set up their trailer in the
parking lot of Centennial Middle School.
It was noted that the Red Cross missed some homes when conducting
their assessment. There was damaged sustained at the SeaPlane
Base and along Woodridge in the Southwest part of the City.
ONGOING ACTIVITIES:
NSP states that 95% of power should be restored to residents by
Tuesday.
Red Cross will assess additional areas of damage.
Security and road clearance continues.

Dave Pecchia asked staff what expenses they have incurred to
date. The staff did not have figures available at the meeting.
Staff was instructed to calculate staff hours and bring back an
estimate of total hours to him by 11:00 am. Marty noted he was
not aware of the financial arrangements with the County. The
contractors hired have incurred expenses of approximately $22,000
for Saturday and approximately $42,000 for Sunday. Chief
reminded staff that staff is not authorized to make any
commitments on dollars unless the Chief knows about it.
Mayor Sullivan stated that the $50,000 authorized by Council
yesterday will not cover the expenses that will incur through
today. Mayor Sullivan suggested that the Council should increase
the amount another $50,000. The other Councilmembers present
agreed. Mayor Sullivan noted that the City of Shoreview is
providing curbside pickup and we will not do any less for our
residents.
It was mentioned that residents are inquiring what to do with
shingles and other debris for removal. They cannot be put in
with the trees and brush. Mayor Sullivan asked staff to research
costs associated with providing dumpsters for the other debris.
The Neighborhood flyer was reviewed and it was agreed to
distribute a second flyer with updated information. Updated
information should include: asking that residents keep children
away from the equipment, call NSP if you do not have electricity,
locations of faucets, unplug TV's and larger appliances, look up
for hanging trees, safety statement, stay away from crews. Milo
Bennett was asked that his staff again distribute the flyers.
Mayor Sullivan, Councilmember Dahl and Neal will assist with
distribution of the flyers.
Staff researched the dumpsters and found that Waste Management
could provide 30 yard bins for $325.00 a load which includes
disposal, delivery and transportation. After some discussion it
was agreed to place two dumpsters in the north side of Sunrise
Park and one dumpster on Appaloosa Court. This information will
be added to the flyer.
MOTION: A motion was made by Mayor Sullivan and it was seconded
by Andy Neal to authorize additional funds in the
amount of $50,000. Motion carried, 4 yes, 0 no.
